About this file

This document is a comprehensive Performance Work Statement (PWS) for janitorial services at the Omaha National Cemetery. The contract covers custodial services for the Administrative Building, Maintenance Building, Public Information Center, and Honor Guard Building, with a base performance period of 365 calendar days and four potential 1-year options. Key service requirements include daily cleaning of non-carpeted and carpeted floors, entrances, dusting, window cleaning, trash removal, restroom and locker room maintenance, and periodic semi-annual deep cleaning of floors, carpets, and air registers.

The PWS emphasizes the sacred nature of work at a national cemetery, requiring contractors to perform all tasks with reverence and respect for veterans' final resting place. Specific performance standards include maintaining zero defects in facility cleaning, restroom services, and periodic cleaning, with potential invoice rejections and performance documentation in the Contractor Performance Assessment Reporting System (CPARS) for failing to meet minimum acceptable levels. The contract mandates green cleaning practices, use of environmentally preferable products, and strict adherence to safety protocols, with an on-site manager responsible for coordinating work and ensuring minimal disruption to cemetery operations.
