About this file

This is an amendment to a federal solicitation for on-site inscription services at Jefferson Barracks National Cemetery. Amendment 0001 addresses submitted quoter questions and provides clarifications and additional information to the original solicitation 36C78626Q0122, issued by the Department of Veterans Affairs National Cemetery Administration. The amendment includes a revised Combined Synopsis/Solicitation document, revised Attachment F containing Emblems of Belief drawings, and revised Attachment J with corrected Sample Review Forms that specify an L5 letter height of 7/16 inch and clarify that lithochrome is not applicable to certain inscription types.

A key clarification provided concerns pricing for reverse (R2) inscriptions on upright headstones. When front and reverse inscriptions are ordered together as part of an initial order for units U1, V1, W1, and other applicable upright headstones, the unit price is all-inclusive and no separate R2 line item shall be charged. The R2 line item applies only when reverse inscriptions are subsequently ordered separately on existing headstones with previously completed front inscriptions. The quotation response deadline remains October 19, 2026, at 10:00 a.m. Central Time. Quoters must provide a written statement acknowledging receipt of all amendments, as failure to do so may result in the quote being deemed non-responsive and ineligible for award. This is identified as a recompete requirement, and quoters are instructed to base their quotations solely on current solicitation requirements rather than relying on previously submitted or approved samples from prior solicitations.
