About this file
This is a Request for Information (RFI) document containing contractor questions and government responses for Solicitation 36C78626B0020, Nashville National Cemetery National Shrine Project.
The document addresses eight key clarifications regarding an irrigation system renovation project in Tennessee. Government responses confirm that no Florida contractor license is required despite SOW language suggesting otherwise. The government will not conduct additional organized site visits beyond those already scheduled. Regarding existing infrastructure, contractors must reference the SOW for specific guidance on component replacement versus reuse; pressure testing applies only to newly installed or repaired mainline sections with leak verification required. Updated as-built drawings reflecting 2019 Columbarium and Ceremony Building irrigation work are not available. Existing sleeves under roads and hardscape are assumed to be functional but must be field-located by the contractor; new boring or sleeving will not be treated as additional work. Contractors should base bids strictly on SOW quantities and repair scope, with unknown existing conditions to be handled as differing site conditions under FAR Clause 52.236-2 rather than included in base bid allowances. The government provides additional detail on the existing pump station, which uses a Water Tronics 20HP centrifugal pump requiring replacement due to cracking, with photographs documenting the current equipment condition.

Solicitation: 36C78626B0020
Project: Nashville National Cemetery National Shrine Project
RFI- Contractor Questions & Government Responses
1. Florida Contractor License Reference SOW Section 1.2.A.4 states that the Irrigation Contractor must be licensed in the State of Florida, “if required.” Since the project is located in Tennessee, please confirm that no Florida contractor license is required. This is a typo, No Florida contractor license is a requirement for this project
2. Follow-up Site Visit Request Due to the condition-sensitive nature of the existing irrigation system, we request a follow-up site visit with MMI Utility Construction and Oasis Irrigation Systems personnel. If possible, we would appreciate the participation of a design team representative, COR, District Agronomist, or other knowledgeable Government representative to clarify system design intent and field conditions. We are available anytime after Monday, May 25, 2026. There will not be another organized site visit.
3. Existing Irrigation Components to Remain vs. Replace The SOW appears to require replacement of many major components, including controller, 2-wire control wiring, decoders, valves, sprinklers, laterals, and selected mainline repairs/replacements.
However, the documents are unclear regarding which portions of the existing mainline, valves, sleeves, and other infrastructure are intended to remain. Please clarify the Government’s design intent for reuse versus replacement of existing irrigation infrastructure. Please reference SOW
4. Hydrostatic / Pressure Testing of Existing Mainline SOW Section 1.7 includes pressure testing requirements, including mainline testing at 100 PSI for two hours. Please clarify whether this testing applies only to newly installed/repaired mainline sections or also to existing mainline intended to remain in service. If existing PVC mainline is to remain and must pass the specified test, please clarify whether repairs/replacement required to pass testing beyond the stated repair scope will be treated as additional work. Pressure testing applies only to newly installed/repaired mainline sections. Verification of no leaks in system must be confirmed.
5. Updated As-Built Drawings The provided quadrant drawings appear to be preliminary as-built style drawings from the prior system and do not appear to reflect the Columbarium and Ceremony Building work constructed in the northwest corner of Section C around 2019. We are aware of irrigation work for that project. Please provide any updated as-builts, record drawings, controller maps, valve charts, pipe routing maps, or other information reflecting the 2019 work if available. The as-builts, record drawings, controller maps, valve charts, pipe routing maps for the Columbarium irrigation are not available as we do not have them.
6. Existing Sleeves Under Roads / Hardscape The SOW states that existing sleeves are present throughout the roadways and should be used before considering new sleeve installation. Please provide any available sleeve maps, sleeve sizes, sleeve depths, and known locations. If existing sleeves are blocked, damaged, undersized, or cannot be located, please clarify whether new boring/sleeving will be handled as additional work or should be included in the base bid. It is to be assumed existing sleeves are not blocked, damaged, undersized, and can be used in the cemetery. They will have to be located.
7. Basis of Bid for Unknown Existing Conditions The SOW states that old maps and surveys are to be used as a guide only and may not show exact locations of irrigation lines, valves, sprinklers, or other components. Please clarify the intended basis of bid for unknown underground irrigation conditions. Should bidders price only the approximate mainline repair quantities stated in the SOW, or should bidders carry additional allowance for unknown defective existing piping and components? It is the contractor’s responsibility to field verify any conditions visible during the site visit. Bidders should base their pricing strictly on the quantities and repair scope stated within the Statement of Work (SOW). Old maps and surveys are provided as guides only and may not accurately reflect the exact locations or conditions of underground irrigation lines, valves, sprinklers, or other components. Any unknown conditions that cannot be verified through visual means—such as defective existing piping or components not evident during site visit—should be treated as differing site conditions in accordance with FAR Clause 52.236-2. Such situations will be addressed following the requirements of this clause after award and site commencement. Therefore, bidders should not include additional allowance for unknown defective existing piping and components in their base bid. The bid should reflect only the approximate mainline repair quantities as stated in the SOW. If differing site conditions are discovered during work, they will be handled in accordance with FAR 52.236-2.
8. Can you provide additional information regarding the existing irrigation pump house? Yes, the pump station is by Water Tronics and has a 20HP centrifugal pump. The pump is cracked and will need to be replaced. In addition, there is a connection that will need to be reattached just past the pump. See Pics below for all known information.
