About this file
This document is a Request for Information (RFI) and Government Responses for Solicitation 36C78626B0013 regarding the Tallahassee National Cemetery National Shrine Irrigation Project. The RFI contains 61 contractor questions with corresponding government responses addressing scope clarifications, technical specifications, and project execution parameters. Key scope issues addressed include whether full system replacement or targeted repairs to restore functionality are required; clarification that contractors must reference the Statement of Work (SOW) and drawings for specific requirements regarding valve replacement, sprinkler head replacement, 2-wire system replacement, and mainline/lateral piping quantities (approximately ±200 linear feet of mainline and ±2,500 linear feet of lateral piping). The government confirmed that the original irrigation system drawings will be provided to address legibility concerns with the initial as-built condition drawings, and extended the RFI due date to May 19, 2026, at 10:00 a.m. EDT.
Technical clarifications provided include: controllers for an expansion section will be identified at time of award and excluded from replacement; grounding resistance thresholds will be determined per manufacturer recommendations; system faults during the 14-day acceptance testing period include any irrigation system operation disruptions except pump failures unrelated to field operations; multiple concurrent burial sections may be worked with cemetery and Contracting Officer's Representative approval if no safety or operational concerns exist; and the contractor is responsible for a fully operational irrigation system upon project completion. The government confirmed that a single qualified individual may dual-hat as Project Manager and Quality Control Manager, or as Superintendent and Site Safety and Health Officer; furnished laptop hardware is required for the central irrigation control system; contractors determine utility locating strategy and means and methods; and the cemetery will provide water supply and ensure pump system operability prior to the 14-day testing period. Attic stock inventory is not required, and no irrigation certification/license is required in Florida.
