This document is a Request for Information (RFI) - Contractor Questions & Government Responses for Solicitation 36C78626B0013, the Tallahassee National Cemetery National Shrine Irrigation Project. The RFI contains 65 numbered contractor questions with corresponding government responses addressing scope clarifications, technical specifications, and project execution details.
Key clarifications provided by the government include: original irrigation system drawings will be provided to replace illegible as-built documents; the scope requires work as specified in the Statement of Work (SOW) and drawings, with contractors responsible for professional determination of repair versus replacement needs; expansion areas are excluded from scope and will be identified at contract award; multiple burial sections may be worked concurrently with cemetery and Contracting Officer's Representative (COR) approval if no safety or operational concerns exist; one audit of the irrigation system is required; extended hours and weekend work require cemetery leadership and COR approval; the contractor is responsible for a fully operational irrigation system upon project completion; a single individual may serve dual roles as Project Manager/Quality Control Manager or Superintendent/Site Safety and Health Officer if qualified; contractors should bid based on professional determination using approximate quantities (±200 linear feet of mainline piping and ±2,500 linear feet of lateral piping) with changes addressed through contract modification; pressure testing applies only to fully replaced and repaired irrigation lines; all mainline and wire sleeves are reusable per prior project inspection; only one flower water station supply line repair is required; and the RFI due date was extended to May 19, 2026, at 10:00 AM EDT.

Please reference SOW. Final determination shall be per manufacturers recommendations.
11. Please clarify the definition of a system “fault” requiring restart of the 14-day acceptance testing period, including whether communication alarms, temporary signal interruptions, or non-critical warnings reset the acceptance testing period. Any and all disruptions with irrigation system operations incurred during operations testing for a concurrent 14 day period. The currently provided drawing documents appear to be image-based photographs or scans of drawings and become illegible when zooming into irrigation layouts, notes, station callouts, pipe routing, and utility information necessary for accurate bidding and coordination. Please provide legible high-resolution digital drawings or native plan files that allow sufficient zoom capability to clearly identify irrigation components, station information, tie-in locations, dimensions, and scope boundaries required for proper bidding and execution of the work. The original drawing for Tallahassee Irrigation system will be provided.
15. Please clarify the Contractor’s responsibility for continued operation, performance, troubleshooting, and warranty obligations associated with existing irrigation system components that remain in service but are not removed or replaced under this Contract, including whether the Contractor will be held responsible for operational deficiencies or failures associated with existing components outside the repaired or replaced portions of the system. Contractor shall be responsible for a fully operational irrigation system upon the completion of this project. Please reference the SOW

17. The Statement of Work identifies approximate repair and replacement quantities of approximately +/- 200 linear feet of mainline piping and approximately +/- 2,500 linear feet of lateral piping. Please clarify whether pipe repair and replacement quantities exceeding these estimated amounts, if required to restore the irrigation system to fully functional operational status, will be addressed through a contract modification/change order process or if the Contractor is expected to absorb all additional quantities necessary to achieve final system functionality regardless of the estimated quantities identified within the Contract Documents. Can you please confirm whether any information is missing from the updated file as a result of those markups not carrying over? No, The original drawing contains the same information. No changes have been made to layout or location of irrigation system components.
63. Flower water stations (BIS §2.6). The SOW carries approximately ±400 LF of water line repair to flower water stations. How many flower water stations are in scope? Without a count, we can't break the 400 LF into per-station service runs or carry the right number of curb stops, pressure regulators, and hydrant assemblies. Our current quote assumes 8 flower water stations averaging 50 LF of service line each, please confirm. 1 flower water station supply line is all that is need of repair. The supply line to the water station across the street from the Administration building has a broken supply line(SCH 40PVC) to
it. Estimation of LF of 400+/- was determined to be the max amount that would be needed for the repair, not required.
64. Sleeving — reuse of existing (BIS §2.7). The SOW directs that mainline and wiring sleeving under roads use existing sleeving "if possible." Are existing sleeves verified usable, or should we carry an allowance for new bores under hardscape? Our current quote assumes 50% of existing sleeves are reusable and carries a bore-and-sleeve allowance for the balance. Confirmation from prior inspection or CCTV would let us refine. All sleeves for mainline and wire were reusable as determined by a previous project at Tallahassee NC
65. Pressure testing scope — existing pipe vs. new (BIS §2.9). Are we responsible for pressure testing mainline and laterals that were installed by previous contractors (i.e., the existing system we are repairing), or only for new mainline and laterals we install? The SOW language is ambiguous on this subject. Pressure testing will only be required for any irrigation line(s) that are fully replaced and the sections of irrigation line(s) that are repaired. This is to confirm that there are no leaks within the work performed of the replacement(s) or repair(s) of the irrigation lines within the scope of this project.
