About this file

This is a Questions and Answers (Q&A) document for Solicitation 36C78626B0011 regarding the National Cemetery of the Alleghenies National Shrine Project. The document does not address specific products or services, pricing terms, response dates, or award information, but rather clarifies project requirements and operational procedures through 16 contractor questions and government responses.

Key clarifications from the government include: the cemetery will notify relatives, so contractors need not contact families or post bulletins; signage is required per solicitation language; work must proceed sequentially by section, with each section completing raise and realignment of headstones and turf renovation before moving to the next section; staging areas will be determined by the Contracting Officer's Representative (COR); normally one row of headstones is completed before proceeding to the next row; sod areas include section borders up to curbs and surrounding the roundabout, with no map provided; a single on-site supervisor may perform supervision, quality control, and site safety duties; grading will be completed after filling sunken graves and depressions, with headstones set between 24"-26" based on final grade; the contractor determines topsoil quantity needed; spring sod placement is permitted if completed by May 15th; temporary control markers should be determined after section survey; no repairs to existing permanent control markers are anticipated; and signage requirements are specified in the solicitation documents.
