About this file
This is Amendment 0002 to Solicitation 36C78626B0006, issued by the Department of Veterans Affairs National Cemetery Administration Contracting Services, providing responses to prebid Requests for Information (RFIs) for Project 823CM3024 Renovate Roads and FCA Corrections at Wood National Cemetery in Milwaukee, Wisconsin. The amendment does not extend the bid due date, which remains Tuesday, June 2, 2026, at 2:00 PM EST, with submissions directed to Richard Adu at Richard.Adu@va.gov. All terms and conditions of the original solicitation remain unchanged, and bidders are required to acknowledge receipt of this amendment.
The RFI responses address twenty-two questions covering project execution details. Key clarifications include: cross-section details for roadway base repair work are referenced on demolition sheets; all placed materials must be tested for suitability, with in-situ materials testing required only if reused in alternative locations; a single superintendent may fulfill the roles of Site Safety and Health Officer (SSHO) and Quality Assurance/Quality Control (QA/QC) if capable of managing multiple responsibilities, with the government retaining the right to require additional personnel; taxes must be included in bid amounts; trenching shall be limited to work that can be opened and closed within one workday; the contractor is responsible for vegetation establishment and water provision, as the facility has no irrigation system; reused fill material must be clean and meet structural requirements with geotechnical engineer approval; no onsite conex boxes are permitted; an arborist is not required for tree removal provided roots greater than one inch from adjacent trees are not cut; no contaminated soil is present in project work areas; and the base bid may be awarded alone or with options in any sequence, with options providing flexibility for additional work completion.
