About this file

This document is a Questions and Answers file for a federal contract opportunity for Slope Mowing Services at Natchez National Cemetery. The solicitation (36C78625R50177) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract for weekly mowing services from May to November, covering approximately 1.98 acres of slope turf areas. The contract is an Indefinite-Delivery, Indefinite-Quantity (IDIQ) with a base period of 12 months and four 12-month option periods, with a guaranteed minimum of $5,000 and a maximum aggregate value of $1,500,000.

Key details include site-specific challenges such as 60% grade slopes, predominantly St. Augustine sod to be maintained at 3" height, and limited access due to surrounding headstones. The previous contractor was Sanford Federal, Inc. Vendors are required to submit electronic invoices through the VA Financial Services Center web portal, with invoices allowed no more frequently than weekly. The site visit occurred on April 2-3, and quotations are due by 3pm EST on April 18, 2025, to be submitted via email to the Contracting Officer. The evaluation will consider technical documents, past performance, and price, with special emphasis on the contractor's ability to safely mow steep slopes and demonstrate relevant experience.

Q)Can a man stand or walk the slope? Is the slope surface grass like in the cemetery or is it brush, weeds, how tall is the growth to be maintained at?
A)90% of the slopes can be stood on or walked on. The slopes are St. Augustine sod and are to be maintained at 3”
Q)Is there an incumbent supplier for this solicitation?
A)The services were previously provided by Sanford Federal, Inc. under contract number 36C78622D0031.
Q)Have there been any performance challenges or areas for improvement identified in previous contracts that have influenced the requirements for this bid? If so, please provide details on any issues encountered or information about performance criteria not met by previous contractors.
A)There are performance challenges due to the grade of the slope. Specialized equipment may be required. Some areas are too steep for standard mowers.
Q)Considering the requirement for weekly mowing services from May to November, what are the specified payment procedures under this Indefinite Quantity (IDIQ) contract?
A)Services will be ordered as required via Task Order.
Q)What are the specific requirements for submitting payment requests, particularly concerning whether electronic submission is mandatory for Department of Veterans Affairs (VA) contracts, and are there any exceptions?
A)Invoices must be submitted through VA Financial Services Center (Tungsten) via web portal https://www.tungsten-network.com/customer-campaigns/veteransaffairs/
Q)Regarding the delivery of weekly lawn mowing services as specified in the Performance Work Statement, what is the recommended or required frequency for submitting invoices to the Department of Veterans Affairs (VA)? Please consider the stipulations of the Prompt Payment Act and the requirement for Government acceptance of the completed work as a prerequisite for payment.
A)Invoices may be submitted no more frequently than weekly, in arrears.
Q)Regarding the Indefinite Quantity contract, do the specified amounts of the $5,000.00 guaranteed minimum and the $1,500,000.00 maximum aggregate value apply to the potential cumulative total over the entire possible five-year duration of the contract (including any exercised option periods), or are these limits applicable on a per-year basis for each individual contract year?
A)Yes, the minimum and maximum apply to the total (base and options) value.
Q)Given that Attachment 2, Cemetery Maps, indicates that the provided images of slope areas are for reference only and not a substitute for an onsite visit, and considering the estimated 1.98 acres of slope turf areas mowed per cycle under CLIN 001, is it possible to schedule a site visit to the Natchez National Cemetery before submitting a proposal to gain a comprehensive understanding of the slope conditions, the total area encompassed by the solicitation requirements, and any other relevant site-specific factors?
A)Interested vendors may visit the cemetery grounds during normal business hours.
Q)If a site visit is possible, would it be feasible to schedule this visit during the week of March 31, preferably between the hours of 8 a.m. – 12 p.m.? If so, what is the specific process for scheduling such a visit, including the appropriate point of contact and any required procedures or information that offerors must provide?
A)The site visit occurred on April 2nd and 3rd as outlined in the RFP description on SAM.gov.
Q)Additionally, are there any limitations on the number of personnel from a prospective offeror who can participate in a scheduled site visit?"
A)No
Q)Drawing from clause 52.228-5, Insurance-Work on a Government Installation, which states that the Contractor shall provide and maintain the required insurance, and Section 18 of the Performance Work Statement (PWS), which indicates the Contractor's responsibility for obtaining various insurances including Workman’s Compensatory Liability Insurance, property liability insurance, and vehicular insurance and registration, we seek clarification on the following:

· Must both the awarded Contractor and its Subcontractor maintain insurance throughout the entire performance of this contract? This includes, but is not limited to, Workman’s Compensation, liability, and vehicular insurance, as explicitly required by clause 52.228-5 and Section 18 of the PWS.

· Alternatively, if the awarded Contractor intends to utilize a Subcontractor specifically for performing the slope mowing services, is this Subcontractor solely responsible for securing insurance that covers all of its employees?

A) The prime contractor is required to maintain insurance and is responsible for all work under the contract.
