About this file
This is a Questions and Answers document for RFQ 36C78625Q50047 for Grounds Maintenance Services at Houston National Cemetery. The document addresses two key questions from potential bidders: (1) concerns about the low frequency of services during the winter months, particularly regarding mowing, trimming, edging headstones (10 weeks vs. expected 14 weeks), and feature edging (2 times total vs. expected monthly service), and (2) documentation requirements for proving five years of operations in Landscaping Services (NAICS 561730).
The VA's responses indicate that the reduced service frequency is due to budget constraints associated with the CR (Continuing Resolution) and slower winter growth patterns. For proof of landscaping experience, offerors may submit project references, or the Contracting Officer will verify experience through FPDS (Federal Procurement Data System) reports.

RFQ 36C78625Q50047 Questions and Answers
1) The amount of services seems low:
- only 10 weeks of mowing, trimming & edging headstones -- over these four months, seems it should be 14 weeks - Jan (2), Feb (4), Mar (4), Apr (4)?
- feature edging be is only 2 times total - shouldn't this be at least once per month or (4) at a minimum? - generally in the growing season its completed every other week - Jan (1), Feb (2), Mar (2), Apr (2) = 7 for this period.
A) Since this is a bridge contract, the budget constraints associated with the CR only allows for minimal requirements. Based on the slower winter growing, it was determined that some of the service can be required less often.
2) What kind of documentation are you looking for to show five (5) years of operations in Landscaping Services 561730?
A) Offeror’s may submit references for similar projects or Contracting Officer will verify via FPDS report.
