Request for Information

Project Name: Alexandria National Cemetery, Historic Wall Repairs and Renovation

Solicitation #: 36C78625B0048

RFI Transmitted To:

sheryl.palacio-davis@va.gov

RFI Issue Date: 9/17/2025 @ 4PM

Item No.

Reference RFI Item Description

001 Please confirm if the use of laser cleaning technology is acceptable for surface preparation and cleaning of the historic monument. If permitted, kindly provide any specific requirements, standards, or restrictions (e.g., approved equipment types, operator qualifications, sample test panels, or preservation oversight) that must be followed. VA NCA will not specify means and methods, Laser cleaning of historic stone is a relatively new technology that has some limitations that VA NCA has no experience with.

002 Please confirm that the Contractor is responsible for retaining and providing this preservation professional as part of our scope of work and that their costs are to be carried in our bid. Confirmed

003 The project specifications indicate requirements for a full-time Superintendent, Site Safety & Health Officer (SSHO), and Quality Control Manager (QCM).

Please clarify if the same individual may perform the roles of Superintendent, SSHO, and QCM, provided that this person meets all qualification and training requirements listed in the specifications. Yes if certified and qualified to do so, that being said QCM should be done by other than your on-site superintendent to ensure that the superintendent and sub-contractors on site are both complying with drawings and specifications.

If not permissible, please confirm which positions must remain separate, dedicated roles under this contract.

004 Specification Section 32 31 00 and Drawing LS-

Specification Section 32 31 00 and Drawing LS-503 require restoration of historic ironwork, including replacement of missing or damaged elements (e.g., finials, post caps, decorative brackets, hardware).

The notes state these items must be replaced “to match original,” but no fabrication standards, acceptable sources, or submittal requirements are identified.

Please confirm if the Contractor must prepare detailed shop drawings of proposed replacement elements for VA review and approval prior to fabrication. What content is submitted as part of submittals for these replacement parts should include sketches of the replacement parts with dimensions.

Please clarify whether replacement elements must be custom-fabricated to replicate original profiles, or if catalog stock items matching in size/appearance will be acceptable. If stock items are replicated original profiles they can be sourced and utilized, otherwise custom fabrication is required to match existing elements exactly.

005 Drawing A-400 notes: “REMOVE LOOSE CONCRETE AND FILL VOID AT EXTERIOR BASE OF WALL WITH

3,000 PSI CONCRETE (APPROX. 1 CUBIC FOOT).”

The specification set does not provide a concrete mix design or reference a standard section for this limited repair.

Please confirm if the Contractor is required to submit a full concrete mix design (Division 03) for approval, or if a pre-packaged repair mortar/concrete mix meeting 3,000 PSI strength will be acceptable.

If a full mix design is required, please clarify required parameters such as cement type, aggregate size, air content, slump, admixtures, and curing requirements. If you get the award you can submit the mix you plan to use for this repair for approval, if changes are required they will be noted on the submittal by my A&E team.

006 Approved System / Manufacturer s

Does the VA have a preferred manufacturer/system (e.g., full system from a single brand), or will any equivalent three-coat, high-performance system meeting project requirements be acceptable?

See response on PRFI 01.

007 Coating Chemistry &

DFT

Please identify the required primer/intermediate/finish resin types (e.g., zinc-rich primer vs. epoxy primer; epoxy intermediate; polyurethane finish) and minimum dry film thickness (DFT) per coat, if applicable.

See response to PRFI 01 similar question, use finish system manufacturer application standards for their recommended finish system for historic iron fence restorations.

008 Color/Finish Standard

The drawings call for black, semi-gloss. Please confirm if there is a color standard (e.g., Munsell/RAL/manufacturer code) and acceptable gloss range (GU @ 60°) for submittal mockups. Primer, intermediate, and top coat which is semi gloss black is all I know, we want a Tnemec 3-park high performance coating, contact Tnemec Rep for recommended system.

009 Please confirm the anticipated project start date and whether the VA intends for masonry work (repointing, stone repairs, concrete patching) to proceed through the colder months. NHL 3.5 mortar will not cure properly in colder temps, work must be done withing temperature and humidity parameters per NHL manuf. Recommendations. The re-pointing work cannot be done during winter months.

If work is expected to occur during cold weather, please clarify whether the Contractor is required to implement cold-weather protection measures (e.g., heated enclosures, additives, extended cure times) at our expense, or if masonry activities are to be suspended until temperatures are favorable.

This would be required if outdoor temps are below what is required for material being used.

Please confirm if the VA has a seasonal limitation on when masonry work must occur, given the preservation requirements for historic materials. Historic stone and masonry repointing work with NHL mortar is typically done when temperatures remain above minimum required by the mortar manufacturer for 24 hours, 7 days a week due to long curing times required for such applications.

010 Do we submit Reps and Certs with bid? Please submit ALL that is required per the IFB Solicitation, so not to be found non-responsive and hence be disqualified.

011 Is the Contractor Administration Data Sheet supposed to be provided with the solicitation? Or are we supposed to create a document with this name and submit it with our proposal including the required information (the Company name and address, POC name, Phone number, eMail address, and Company’s Unique Entity ID / DUNS numbers.) Please provide form if required. I am not clear as to what you’re asking. ALL annotation of “TBD” will be filled out by the CO after an Awardee has been determined.
