About this file

This document is an Amendment (A0001) for the Alexandria National Cemetery Rostrum and Historic Wall Repairs and Renovation Project, issued by the Department of Veterans Affairs National Cemetery Administration. The amendment provides clarifications and responses to potential contractor questions regarding project specifications, including work requirements for wall restoration, ironwork, hazardous materials handling, site access, safety protocols, and contract options.

Key details include requirements for historic preservation masons with at least 10 years of experience, specific mortar repointing techniques using Natural Hydrated Lime (NHL), Tnemec paint system for ironwork restoration, and temporary site fencing guidelines. The project involves restoration work at the cemetery with a base contract and four additional contract options. Contractors must perform work during normal operating hours, maintain public access, and follow specific safety and environmental guidelines. The VA will evaluate bids based on the base contract and individual option costs, with the potential to award all or part of the project depending on budget availability.

AMENDMENT A0001

A0001 | ALEXANDRIA NATIONAL CEMETERY | ROSTRUM, HISTORIC WALL

REPAIRS AND RENOVATION | IFB NO. 36C78625B0048 | PROJECT NO.

826CM3009.

1. General Conditions / Cemetery Operations

- Confirm required notice period before temporarily restricting public/gravesite access during wall restoration work.

VA NCA would expect contractors to keep public restrictions at a minimum and work to be phased to limit visitor access restrictions, provide 5 days prior notice with marked up phasing site plan showing areas which will require public restriction for construction operations.

- Clarify if weekend or after-hours work is permitted to minimize disruption to committal services.

All construction work must take place during normal operating hours. Any request to work over these hours must be requested in writing and approved by Cemetery Director in conjunction with the VA Project Manager/COR a minimum of 24 hours in advance.

2. Masonry & Wall Restoration

- Drawings LS-101/102 identify areas of wall repointing but do not define depth/extent of mortar removal—should contractor assume full-depth repointing or spot repairs?

Repointing with a Natural Hydrated Lime Mortar requires old defective mortar to be removed to at a depth of at least 2 to 2.5 times the width of the joint, so for a 1” wide joint the depth of new mortar joint shall be at least 2” to 2.5” in depth, NHL mortar also has to be applied in no more than 1/2” lifts. See Lancaster Lime Works Installation Guide (NHL)

- Some wall capstones appear displaced due to tree roots—should these be reset, replaced, or left in place pending arborist input?

Follow scope of work as defined in the Construction Documents, if additional work which is out of scope is identified an deemed necessary by VA NCA stakeholders a contract mod will be processed for that work if the cost of such work is fair and reasonable.

- Foundation conditions of perimeter walls are noted as “unknown.” Please confirm whether exploratory excavation/testing will be required prior to restoration.

If CDs have not indicated that exploratory excavation/testing is required than it is not in scope of work.

3. Ironwork Restoration

- Specs call for 3-part coating system (black semi-gloss). Please confirm if VA has a preferred manufacturer/product line.

Tnemec is our go to paint, VA NCA requires the 3 coat system, primer, base coat, top coat that Tnemec recommends for historic iron fence restoration.

- Should lead paint removal be treated as full abatement or can containment/encapsulation methods be used per EPA/OSHA guidelines?

Abatement method is at the discretion of the contractor and must comply with applicable OSHA requirements.

4. HazMat / Environmental

- Hazmat survey found no asbestos but did identify lead paint at flagpole railings. Please confirm if VA will provide hazardous waste disposal location or if contractor must include cost of licensed disposal site.

All cost associated with hazmat abatement, removal, and disposal is contractor responsibility and in contract.

- If additional suspect materials (e.g., window glazing or roof elements) are encountered, should contractor halt work until new testing is conducted?

There is no such additional work on this project that would require hazmat testing.

5. Site Access / Utilities / Logistics

- Drawings reference maintaining public access—please confirm if temporary fencing can reroute pedestrian traffic adjacent to work zones.

Temporary perimeter fencing with screens that block views and lockable gates are required at staging areas. Areas of work can be clearly marked with do not cross tape or temporary plastic fencing.

- Are there known active underground utilities within the wall work zones? (Utility locates required at least 3 days prior, but drawings don’t show detailed as-builts).

I do not think the contractor will need concern themselves with utilities unless they plan to excavate on the property for some unknown reason.

6. Scope Clarifications / Options

- Confirm scope of Contract Options 1–4: are these intended as phased portions of the perimeter wall restoration, or as separate additive alternates?

A separate roll up cost with cost detail for the base contract and each option 01 thru 04 will be required for your bid proposal so that VA NCA can evaluate IFB proposals.

- Lawn restoration is specified as sod, not seed—please confirm if this applies year-round or only during VA’s approved planting season.

Sod and seed are only to be installed during VA NCA dictated planting season unless some form of rigorous and regular method of irrigation and planting establishment are included in the construction contract scope.

7. Safety & Security

- Safety checklist requires two CPR/First Aid certified employees per shift. Please confirm if this requirement applies to subcontractors as well.

OSHA recommends that at least one employee on site per shift have first aid/CPR certification. Since one of these certified employees may leave the site at any given time for reasons unknown it is better to have at least two. They can be a Prime Contractor employee or a sub-contractor employee.

- Security section requires contractor to submit keys/lock combos to RE/COR—please clarify if this includes portable storage containers and vehicles.

All work is outdoors, VA NCA does not need this for this project.

8. It was stated in the presolicitation that this project was being rebid due to changes in the specifications, we an not find any changes. Can VA give a list of all changes?

The specifications were not changed, we added the requirement for qualified historic preservation masons with at least 10 years experience doing historic stone wall work to do this project and also clarified that a base contract cost and individual costs for each of the 4 options are required per the revised solicitation.

9. Will the basis of award for this project be the base bid or based on the total lump sum?

VA NCA uses contract options so that we can award the base contract of a project and all options if they fall within the budget we have allocated for the project. If the cost of options fall outside of our available budget we will include only the options we can afford or only award the base contract for the project. This information you seek should be in the solicitation documents.

10. Are you accepting bids for the metal work alone? No

11. Is the Main Entrance Gate included in the scope? No

12. Is Gate at Wall A – 4+50 included in the scope? No

13. Is Wrought Iron Fence at Wall A – 4+93.14 included in the scope? No

14. It is very likely that more repairs will be needed than is specified in the plans. Please advise on how modifications will be handled. What kind of modification would it be if there is any, will it be materials/labor based, or will it be unit price based?

Modifications to the construction contract if required for unforeseen conditions or CD scope deficiencies will be processed if the cost of such modifications is deemed fair and reasonable based on cost detail in whatever format is provided by the contractor.

15. Will the VA mark out in crayon at the beginning of the project what they are asking to be repointed? No
