Q1: The most available sod in Colorado is Kentucky Bluegrass. Can this be used instead of the Tahoma 31 Bermuda grass that is not available in Colorado?
A1: No, Bluegrass is not a suitable substitute. Tahoma 31 Bermudagrass is available from multiple vendors in Colorado.
- Confirmed available via phone call 7/16/25 at Green Belt Turf Farm https://www.greenbeltturffarm.com/contact-us/
- Confirmed available via phone call 7/16/2/5 at Green Valley Turf https://gvt.net/product/tahoma-31-sod/
- Possibly available at three additional vendors with the sod advertised: NoCo Sod, Horizon Turf Nursery, and Scienturfic.
Q2: Most grave sites have depressions and ground has sunk. Who is responsible for bring up the level of the ground in these areas?
A2: The Shrine Contractor will be responsible for repairing sunken graves within the project area per Specification Section 32 92 00, para. 1.2.11.c.
Q3: Due to sunken ground above graves, was importing of more topsoil considered into the project to have this completed?
A3: See answer to Q2:
Q4: Alignment of headstones is not consistent in the cemetery and alignment of the headstone on the angle axis cannot be achieved. Would a front to back and left to right alignment only to be accepted?
A4: The Shrine Contractor will be required to survey the stones and present the best-case alignment per SOW para. L and Spec Section 10 80 00 para. 1.3.1.
Q5: Spalding [sic], scaling, and cracking of headstones are current noticeable conditions. Would the contractor be exempt from replacement of headstone if they break when leveling or aligning?
A5: The Shrine Contractor shall be responsible for the cost of the headstone replacement if they demonstrate willful negligence and disregard for the established procedures as set forth in the Statement of Work in the removal process. The Contractor shall demonstrate their process for at least two rows to the COR for observation and approval.
Q6: How much is the cost to replace a headstone?
A6: The current Average cost is $434.60, however this is not a firm number.
Q7: Will the contactor have access to water and control of the irrigation system?
https://www.greenbeltturffarm.com/contact-us/ https://gvt.net/product/tahoma-31-sod/
A7: Yes, the Shrine Contractor will have access to water using existing Quick Connections per SOW para. J. Control of the irrigation system sill be retained by the Operations Contractor and Cemetery staff; per Spec Section 32 92 00 para 1.2.14.b, the Shrine Contractor shall “coordinate irrigation schedules with the COR” to establish the sod.
Q8: What is the time frame between mowing intervals?
A8: The timeframe between maintenance mowings (after installation for establishment) shall be one week. The interval between mowings prior to herbicide application is already listed in the specification as 2 to 3 days.
Q9: How big of a section can be worked for sod removal and replaced?
A9: Turf renovation shall be limited to no more than 20,000 square feet (a quarter of the total area) at one time. This includes the total-kill, turf removal, preparation, and sod installation. This limitation may or may not be lifted (at the COR’s discretion) after the Shrine Contractor demonstrates excellent performance.
Q10: Will the master gravesite drawings be available to the contractor?
A10: The Gravesite Layout Maps will be provided to the Shrine Contractor.
Q11: Will the sign-in sheet from site visit be available in addendum?
A11: Yes, if the cemetery took attendance.
Q12: Please clarify if a superintendent can be a dual hat to cover the requirements of SSHO?
A12: Yes, as long as they meet both criteria for the positions.
Q13: If no to the question above, will the SSHO need to be full-time for this project?
A13: See answer to Q12
Q14: Please clarify if a superintendent can be a dual hat to cover the requirements of QA/QC?
A14: Yes, as long as they meet both criteria for the positions.
Q15: If no to the question above, will the QA/QC need to be full time for this project?
A15: See answer to Q14
Q16: Can a superintendent be a triple hat to cover the requirements of SSHO and QA/QC?
A16: Yes, as long as they meet all criteria for the positions.
Q17: Please confirm if tax should be included in our proposal?
A17: Yes, all Tax should be included.
Q18: Please provide three recommended resources for vendors or contractors local to the project site.
A18: The incumbent Operations Contractor is Muth Enterprise LLC. Possible turf vendors were provided in the answer to Q1.
Q19: Please confirm if there is a separate staging area onsite for fill material to be stockpiled for re-use?
A19: The Shrine Contractor shall be provided a working space and space available for storing materials per SOW para. D. The area will be sufficient in size to stockpile materials.
Q20: If all reusable fill material can stay on property, is it expected that the area will need erosion controls and to be topsoil, raked, and seeded at end of project?
A20: This question seems to address two separate topics: Erosion controls are required per Spec Section 32 92 00 para. 1.2.11.h. “to meet local environmental regulations.”
This applies to the area within the construction boundary. If any areas outside of construction area are disturbed, they shall be restored to their previous condition. Spoils (i.e. fill material that cannot be reinstalled) shall not be kept on site and shall be disposed of off-site.
Q21: Please confirm if we will be allowed to keep a locked storage container or conex box within the grounds.
A21: See answer to Q19. This staging area may also contain the Contractor’s storage solution(s).
Q22: To allow sufficient time to review responses and prepare our bid we kindly request that you please extend the bid date.
A22: This shall be extended accordingly.
Q23: Page 4 Section I Work hours: The solicitation reads: “The Government will not compensate the Contractor for any alternate work schedules needed for the Contractor to complete all contract work within the specified period of performance.” Does this apply for Government delays or weather delays that are extensive?
A23: Excusable delays are covered under Contract Clause 52.249-10.
Q24: Page 5 Section K Specific requirement: Please provide a copy of Burial Register Report from the Burial Operation Support System (BOSS) to validate what is onsite for bidding purposes?
A24: The Burial Register Report will not be provided to the Shrine Contractor. Per SOW para. K, this shall be provided to the COR to conduct the Verification Survey (to be signed and provided to the Contractor).
Q25: Page 6 Section K Specific requirement ii: Are there specifications for the raise and realignment of the headstones?
A25: Specification Sections (e.g., 10 80 00 for Raise and Realignment) and exhibits for all work were provided in the Solicitation.
Q26: Page 6 Section L (ii) Are there recommended sources for A/E firms and surveyor/s?
AmeriTech understands that these sources are only informal recommendations, and the Government is not making any obligations.
A26: The Government does not have recommendations for these services.
Q27: Page 18 Section J Availability: Does the irrigation work at this facility?
A27: The irrigation system is operational.
Q28: Page 18 Section J Availability: Is there a list where the cemetery water system is not readily available and a square footage total? Knowing the location of the areas will help provide a competitive price.
A28: See answer to Q27.
Q29: Section 10 80 00 : 1.1.6. Are these headstones installed in a traditional manner or beam system with the headstone sockets.
A29: There is no beam system (or any other headstone support system) at Fort Lyon NC. All headstones are installed traditionally.
Q30: Section 10 80 00 1.2.4 Can this be a line-item per unit cost, since the SOW does not identify the “bad” sockets?
A30: This requirement is unknown and, therefore, cannot be enumerated without the Shrine Contractor’s survey.
Q31: Section 10 80 00 1.1.8. Is there a specification for the crushed rock?
A31: The requirements for the crushed rock are described fully in Spec Section para. 10 80 00 1.1.8.
Q32: Section 10 80 00 1.3.3. Is there a list or drawings that identify the headstones at a height other than at the specified height above grade.
A32: This cannot be identified until the Shrine Contractor completes their survey. The site is generally flat and so the Government does not anticipate there will be any headstones that cannot be set at the required height range.
Q33: Section 10 80 00 1.3.4.c. Is there a list or drawings that identify the keystones at a height other than at the specified height above grade.
A33: See answer to Q32.
Q34Section 32 92 00 1.2.6 Can you provide a current inventory of all irrigation heads?
A34: There are roughly 38 irrigation heads (rotors). Providing this number does not absolve the Shrine Contractor’s responsibility of performing a full accounting and removal of heads per the specification.
Q35: 1.2.7. Can you provide a current inventory of all irrigation components?
A35: The irrigation schematic layout will be provided to the Shrine Contractor after award. The caveat provided in A34 applies.
Q36: 1.2.8. Is there a specification for replacement irrigation heads if needed and please provide the POC vendor.
A36: If the Shrine Contractor damages irrigation heads and need to replace them at their cost, the COR will provide the make and model and possible vendor at that time.
Q37: 1.211.c. Can these areas be identified on a drawing?
A37: No, not that this time.
Q38: 1.2.13a Is there a specification for the sod?
A38: Provided in Exhibit D.
Q39: 1.2.14.g. Please verify that after 30 days, only after they have performed the required three (3) mowings, a final inspection will be conducted by the Government and that section will be accepted and the Government will be responsible for the mowing in that area?
A39: Restating the specification: “After the sod has been established the Contractor shall request a Final Inspection in writing to the Contracting Officer and COR. The Contractor shall request final acceptance from the Government (approximately after 30 days) only after they have performed the required three (3) mowings and after it can be demonstrated that the sod has firmly rooted and is generally weed free.”
