About this file
This document is a Request for Information (RFI) response file for the Fort Jackson National Cemetery construction project. The RFI addresses multiple technical details for a cemetery expansion and maintenance building renovation, including specific requirements for fencing, parking lot markings, plumbing repairs, electrical system updates, and security system installations. Key technical specifications include installing privacy slats around pump stations, painting approximately 48 parking spaces with 62 stop bars, replacing existing fluorescent light fixtures with LED fixtures, and integrating new security and fire alarm systems with existing infrastructure at Fort Jackson.
The project involves multiple system upgrades across various building components, with specific requirements for materials and installation methods. Notable elements include using Pro Industrial High Performance Epoxy paint for vehicle wash bay surfaces, installing CAT6 and fiber optic cabling for security and fire alarm system interconnectivity, and performing detailed mechanical and electrical system repairs. The solicitation is issued by the Department of Veterans Affairs National Cemetery Administration, with the solicitation number 36C78625B0020, and is scheduled for implementation in 2025. Contractors will be responsible for comprehensive system installations, network switch programming, and integration with existing infrastructure.

15. 28 08 00 Commissioning of Electronic Safety and Security Systems: Verify if this commissioning is required. Yes, specification 28 08 00 is required for the newly installed security system included in the design package. Integration with existing system is essential and commissioning the new security/surveillance system shall be completed.
Second batch of RFI’s Issue: Sheet E-502 shows Cat-6 runs from the new PoE Ethernet switch to two new security cameras, but no cable path to the new fire-alarm controller; the documents are also silent on who is responsible for programming the new switch.
Question: Will the VA confirm that Cat-6 cabling is required between the new Ethernet switch and the new fire-alarm controller, and will the VA confirm whether VA IT staff will handle switch configuration or if the contractor must perform all network switch setup and programming?
1. Yes, CAT6 cable between each camera and the ethernet switch as shown in E-502
2. Single (1) fiber optic pair for the surveillance system ethernet switch in building 3002 interconnecting into existing surveillance system ethernet switch in building 3001. This interconnection will allow for added cameras to be viewed, controlled, and recorded into existing security/surveillance camera system.
3. Single (1) fiber optic pair (within the single 6-pair fiber optic cable) for the fire alarm system to be installed in building 3002 interconnecting into existing fire alarm system in building 3001. This interconnection will allow for the newly installed fire alarm system in building 3002 to be integrated into existing the existing fire alarm system.
4. Contractor to perform all network switch setup, programming, testing, and commissioning.
5. Plans call for the installation of (2) conduits and (1) single fiber optical cable with minimum 6 pair fiber conductor. This fiber optic cable is to be used for surveillance system and fire alarm system over different fiber optic pairs within the same fiber optic cable.
Issue: CCTV notes reference an existing head-end rack but provide no make/model; integration protocol not stated. Contractor to identify components and required terminations for complete system meeting design intent of camera system installed on building 3002 integrated into existing camera surveillance system.
Question: Will the VA confirm the existing VMS platform (e.g., Lenel, Milestone) so camera licensing and encoding costs can be determined? Digital Video Recording system manufacturer is Clinton Electronics.
Third batch of RFI’s Question 1 - There is a leak above the lockers in the employee's breakroom, and nothing is noted on the prints regarding this. Should we repair or replace the damaged lockers? What about mold? The repairs within the employee breakroom are out of scope and not included within the current bid.
Question 2 - On page C101, drawing B7 calls for a 30' x 20' fencing around the pump house, which will require lots of clearing and grubbing to achieve this. Little to no clearing will be required to install fencing as stand of trees is offset from the pump station.
Question 3 - on page C101(incorrect sheet reference), drawing D7, notes to replace damaged ceiling tiles in the locker/ shower rooms and repair leaks. The locker room leak is a supply line, but the leaks in both men's and women's shower ceilings are unknown. Has there been a roof leak previously? If so, do we repair or exclude the roof repairs? There are no know roof leaks. Contractor to assume all leaks are either from supply or condensation. Should roof leaks exist, contractor to notify COR.
Question 4 - I was told something regarding the trees. The VA recently purchased the cemetery and surrounding land, but the trees still belong to Fort Jackson, and consultants would come out to survey them. Clear and Grub as shown on plans. Additional survey & consultants are not required.
Question 5 - On page E 501, keyed note 3, cut existing concrete slab apron to create adequate access to install new below-grade copper ground conductor into exposed soil, are we allowed to remove the entire slab instead of trenching about 12" wide on each side and then pour to match? Yes.
Question from Victor Stanley Vendor Question - Receptacles: Specs are indicating color to match existing and galvanized steel. Details are indicating VS Black Powder. Benches: Specs are indicating Color: VS Black approved by Architect/Engineer. Previous order records indicate site furnishings in “Bronze” without galvanizing. Would you like the site furnishings in the current expansion project to be in VS Black? Also, do the litter receptacles and benches require galvanizing? Or is it just required on the litter receptacles? Color to match existing (VS Bronze). Neither the receptacles or benches require galvanizing.
