About this file
This document is a comprehensive Questions and Answers (Q&A) file for the Bay Pines National Cemetery Gravesite Expansion project, Solicitation Number 36C78625B0019. The file contains 86 detailed questions from potential contractors and corresponding government responses covering various aspects of the project, including design specifications, utility relocations, sheet piling requirements, access control systems, wetland permitting, and construction logistics.
Key details include a projected award date in July 2025, a design-build approach for certain project elements like the modular bridge and sheet pile installation, and multiple wage determinations applicable to the project. The government responses indicate that the project involves cemetery expansion with new roadways, columbariums, gravesites, and infrastructure improvements. Notable requirements include contractor responsibilities for utility relocations, adherence to OSHA safety training, compliance with federal standards for hardware and technology, and coordination with National Cemetery Administration personnel. Many technical specifics are delegated to the contractor for final design and shop drawing submissions, with the government providing initial guidance and parameters.

Solicitation: 36C78625B0019
Project: Bay Pines National Cemetery, Gravesite Expansion
Contractor Questions & Government Responses
1. I just downloaded all the documents for the subject project and noticed there are (2) separate wage decisions posted, one for Heavy & one for Building? Can you please clarify which one would be applicable to this project?
1. GOV Response: Both wage determinations are applicable. The Government has determined that there is substantial construction in multiple categories (Heavy and Building) on this project. Reference U.S.
Department of Labor All Agency Memoranda Number 236 for information regarding the use of multiple wage determinations.
2. Ref drawing CD101- It appears 2 trees are scheduled for removal and marked with a designated circle and x. There are several trees shown with a X without a circle in the are of the IGC gravesites. Do all trees shown with an X remain and if so will they require tree protection?
2. GOV Response: WILL BE ANSWERED OF FUTURE AMENDMENT
3. Ref drawing CS101- What are the 3 underground utilities that need relocating outside of the bridge abutment walls and who are the utility providers? What depth is each utility?
3. GOV Response: The G(B) line is a gas line, the utility provider is mostly likely TECO Peoples Gas, but the contractor will need to confirm this.
The UNK(B) line is an unknown line that the surveyor picked up when the survey was completed. Note that during the pre-bid site inspection excavations were taking place in this area for telecom lines. Contractor to verify type and depth. The NPW(B) line is a non-potable water line. The depths of these lines are unknown.
4. Ref drawing CG503 detail 4- Will foundation drawings and details be forthcoming for the modular bridge? What is the width and depth of channel the bridge spans? Will abutments bear on edge of ditch
4. GOV Response: The modular bridge is a design/build item and is a delegated design item for the contractor. Details and dimensions are provided in detail 4 of Sheet CG503. Contractor is required to provide engineered foundation and bridge plans for shop drawing review.
5. Ref drawing LC101- The typical planters reference drawings 3/C505 for further details. When referring to drawing 3/C505 curbing is shown. Will planter details be provided?
5. GOV Response: Detail shown on 3/C-505 is for curbing to be placed around planter area. Planter areas are 7’-0” square from outside to outside of planter curb.
6. Ref drawing CS 101 and detail 2/CG503- Realizing the sheet pile wall is design build, is an aluminized finish required on the sheet pile wall?
6. GOV Response: Yes, an aluminized finish is preferred for added corrosion resistance.
7. Ref design build items- With the Rostrum shelter foundation being designed by the shelter manufacturer based on soil conditions and sheet pile wall requiring design based on the existing conditions, will the awarded general contractor be required to have a Florida certified general contractor license to perform work on this project?
7. GOV Response: Contractor shall be Certified General Contractor, as this is a federal project does not specifically have to be in Florida
8. Can the depth/length of the Contech Metric Sheeting sheet pile required be provided?
8. GOV Response: The limits of the sheet pile installation are provided on sheets CS101 and CG103 of 365LF. Sheet pile installation is listed as a design/build item and is a delegated design item for the contractor.
Contractor is to determine sufficient depth or length of the sheet pile.
9. Can the gauge of the Contech Metric Sheeting sheet pile required be provided?
(Contech Metric Sheeting is offered in black steel & hot-dipped galvanized steel in the complete range of 5 gage through 12 gage.)
9. GOV Response: Sheet pile installation is listed as a design/build item and is a delegated design item for the contractor. Contractor is to determine the gage requirement and submit shop drawings for review.
10. Can the finish of the Contech Metric Sheeting sheet pile required be provided? (Contech Metric Sheeting is offered in black steel & hot-dipped galvanized steel in the complete range of 5 gage through 12 gage.)
10. GOV Response: Aluminized steel type 2 coating is preferred.
11. Ref drawing CD101- after visiting the site it appears there are a good number of trees that are present within the area of work that are not shown on the drawings and appear to interfere with proposed roadway, columbarium, and IGC gravesites. How many additional trees require removal that are not shown on drawings and what are the sizes?
11. GOV Response: All trees and brush indicated by the tree boundary that are inside the limits of disturbance will need to removed.
12. Ref drawing CG503/2- The sheet piling detail includes a range of 5 gauge to
12-gauge sheet pile. After considering soil and slope conditions these gauges do not appear to be thick enough to adequately retain the soil. May we suggest using a PZC 13 for bidding purposes? If not what thickness would you like?
12. GOV Response: Sheet pile installation is listed as a design/build item and is a delegated design item for the contractor. Contractor is to determine the gage requirement and submit shop drawings for review.
