SITE DESCRIPTION
The Lebanon National Cemetery is located at 20 State Highway 208 in Lebanon, Kentucky.
Terracon’s scope of services included the following three (3) site structures:
◼ The Administration Building (Building 1) is two-story building with an unfinished basement. The building consists of approximately 3,000 square feet (SF) of interior floor space. The interior floors of the building are wooden floorboards, and the interior walls are drywall and plaster. The exterior walls of the building are brick, and the building has a slope metal roof with a coating. The building is used as office and storage space.
◼ The Service Building (Building 2) is a one-story slab-on-gab building with an attic. The building consists of approximately 1,200 SF of interior floor space. The exterior walls of the building are brick, and the roof is a sloped shingled roof. The building is used as a garage and storage area for landscaping equipment and supplies.
◼ Maintenance Garage (Building 3) is a one-story slab-on-grade building with an addition.
The maintenance garage is a single-story building with approximately 2,400 SF of interior floor space. The exterior walls of the building are brick, and the roof is a sloped metal roof. The addition also has brick exterior walls and a sloped metal roof. The building is used as garage space with a breakroom and storage closets. The addition contains exterior facing restrooms.
EVALUATION CRITERIA
3.1 Visual Inspection
A visual inspection was conducted to document existing conditions and areas of impact. The inspection included:
◼ An examination of existing conditions.
◼ An examination for visible evidence of water damage.
◼ An examination for visible suspected fungal growth.
3.2 Moisture Measurement
Excess moisture in building materials may result in the growth of fungi or bacteria. Moisture content will vary building-to-building and across geography, depending on air intrusion pathways, air moisture levels and condensation, indoor environmental conditions, and bulk water intrusion.
3.3 Microbial Sampling
There are no State or Federal exposure limits established for fungal aerosols. There are currently no regulatory standards or medically based threshold limit or dose-response relationships for exposure to airborne or surface concentrations of fungal spores. Terracon relies upon experience, professional judgment, current scientific literature, guidelines and recommendations made by professional organizations and experts, and statistical methods in interpreting fungal sampling results.
Terracon relies on microscopic examination of samples to identify fungal growth on surfaces.
Building materials or building surfaces commonly have resident fungal spores that have settled out of the air or have been filtered out of the air with other particles. Fungal structures, such as hyphae and conidiophores (or other fruiting bodies) seen microscopically in surface samples, typically indicate fungal growth on surfaces, and are associated with the presence of moisture.
High variability in airborne fungal spore concentrations can exist in different geographic locations, during different seasons, and weather patterns, and over the course of a given day.
As a rule, indoor air fungal spore concentrations in a mechanically ventilated building are typically less than, but with a similar spore type distribution as fungal spore concentrations found in the outside environment. To help interpret the sampling results, we compared indoor air and outdoor air measurements.
Terracon interprets sample results for airborne fungi by comparing total airborne concentrations and the distributions of fungal spore genera in samples from indoor locations to samples from outdoor locations. The following comparisons are performed. Other information may be used for interpretation on a case-by-case basis.
◼ In general, total airborne fungal concentrations measured at indoor test locations should be lower than those outdoors.
o If total indoor air fungal spore concentrations are higher than those measured outdoors, indoor fungal sources may be suspected.
◼ In general, airborne fungal spore genera observed in samples at indoor test locations should have a similar distribution as those at outdoor locations.
o The consistent presence of moisture indicator fungal spores at test locations over and beyond background reference concentrations typically indicates a damp indoor environment.
o The dominating presence of one or more kinds of moisture indicator fungal spores at test locations and the absence of the same types at background reference locations typically indicates an indoor source and potentially degraded air quality.
Terracon collected total fungal spore air samples onto Allergenco-D® sampling cassettes using a portable sampling pump calibrated at a flow rate of 15 liters per minute, for five minutes. The flow rate was checked prior to the sampling using the factory-supplied rotameter. Samples were collected at representative indoor and outdoor sample locations.
After collection, the samples were delivered under chain-of-custody (COC) protocol to Eurofins
EMLab P&K (EMLab) in Marlton, New Jersey. EMLab is accredited by the AHIA® Laboratory
Accreditation Programs, LLC under the Environmental Microbiology Laboratory Accreditation
Program (#103005).
METHODS
4.1 Visual Inspection
The visual inspection may include:
◼ Documentation of material discoloration or odor that could indicate moisture intrusion, water damage and microbial growth
Destructive sampling or testing to inspect interior wall cavity spaces was not within the scope of work for this project.
4.2 Moisture Measurement
Building materials have different absorptive and moisture retention properties and will come into equilibrium with environmental moisture (as indicated by temperature and relative humidity levels) or become wet by contact with water. Terracon uses an infrared (IR) thermal imaging camera to evaluate thermal characteristics of building materials in areas of suspected water damage. A moisture meter is used to identify whether building materials were dry, damp, or wet at the time of the investigation if thermal anomalies are observed using the IR camera.
Infrared Imaging
Terracon used a FLIR C2 camera to collect IR thermal images. Thermal imaging allows the user to visualize temperature gradients in building materials. Wet or damp areas are typically cooler than adjacent dry areas because of evaporative cooling.
Moisture Meter
Terracon used a Protimeter Surveymaster™ moisture meter to measure the moisture levels of selected building materials. This is a dual mode instrument.
◼ Measure mode - This mode uses sharp metal pins that penetrate building materials and uses electrical conductivity to measure the moisture level of building materials between the two pins. A number readout and colored LED signals are elicited in this mode (0-
99.9). The number readout and LED signals/color scale are synchronous.
A calibration check was conducted onsite prior to the assessment. The moisture level value is reported as percent wood moisture equivalent (%WME). With this instrument, readings in wood from 16% to 19% may indicate un-acclimated lumber or minor moisture intrusion.
Readings above 19%, the moisture content at which framing lumber is typically kiln dried, may indicate moisture intrusion. Moisture readings greater than 24% are at levels where wood-deteriorating organisms are typically activated. Readings of >15% in other types of building materials may indicate elevated moisture; however, materials other than wood should be referenced to similar materials in the building that are not affected by atypical moisture conditions.
4.3 Microbial Sampling
Terracon shipped microbial samples under chain-of-custody (COC) protocol to EMLab, Marlton, New Jersey. EMLab is accredited by the AHIA® Laboratory Accreditation Programs, LLC under the Environmental Microbiology Laboratory Accreditation Program.
Surface Sampling
Terracon collected surface samples for microscopic examination. Samples were collected using
Mold Tape SlideTM samplers. The sample was labeled with a unique identifier, touched to the surface of interest, and then placed into a plastic shipping case. Samples were collected from surfaces exhibiting suspected fungal growth.
Air Samples for Total Fungal Structures
Terracon collected air samples for total fungal structures for microscopic examination using
Allergenco-D ® sampling cassettes and a portable sampling pump calibrated at a flow rate of 15 liters per minute, for 5 minutes. The flow rate was checked prior to the sampling using the factory-supplied rotameter.
FINDINGS
5.1 Visual Inspection
Terracon conducted a visual inspection that began with a walkthrough of the buildings. At the time of Terracon’s assessment, here was a musty odor in the basement of the administration building and the attic of the service building. There was suspected visible fungal growth observed on surfaces in the basement and 1st floor southeast corner of the administration building and on the east wall of the northeast storage room in the maintenance building.
Selected representative photographs are presented in Appendix A.
5.2 Thermal Imaging
The thermal characteristics of building interior walls and ceilings were observed utilizing the
FLIR C2 camera. Thermal anomalies indicating potential excessive moisture in remaining materials in the basement and at the northeast, southeast, and southwest corners on the 1st and 2nd floors of the administration building, and in the attic of the service building. Thermal images are in Appendix A with photographs.
5.3 Moisture Measurement
Moisture meter measurements were collected from gypsum wallboard and plaster walls within the administration building, Wood beams in the attic of the service building, and gypsum wall board in the maintenance building. All measurements were collected in the Measure Mode using metal pins that penetrate the material.
Measurements within the Administration building basement were 9.5% WME at the bottom of the basement stairs, 14.5% WME near the HVAC unit and 49.4% MWE at the north wall of the basement. The administration building 1st floor measurement at the southeast of the building was 22.0% WME and at the 1st floor southeast corner of the north room was 10.5% MWE. The measurement of the 2nd floor southwest corner of the west room was 10.5% WME and the 2nd floor East bathroom wall was 11.6% MWE. Measurement within the service building was
13.3% WME. The measurement within the maintenance building was 9.4% MWE at the east wall of the Northeast storage room and 10.6% MWE at the Middle South wall of the breakroom. A moisture map is in Appendix B.
5.4 Air Sampling
Air samples were collected before intensive inspections, measurements, or surface sampling.
Table 1 presents a summary of the fungal structure air samples for the Administration
Building. Table 2 presents a summary of fungal structure air samples for the Service Building.

CONCLUSIONS
Terracon has concluded the following based on this assessment:
◼ Administration Building: The basement and the southeast corner of the 1st floor have elevated building material moisture, and fungal growth on surfaces. Water damage was observed in the basement and southeast corner of the 1st floor. High moisture levels were also measured in the basement during the evaluation.
◼ Service Building: The attic has elevated building material moisture and fungal growth on surfaces. Air samples indicate that the indoor air is being degraded by an indoor source of microbial growth. Water damage and elevated building material moisture levels were found in the attic.
◼ Maintenance Building: Air sampling indicates that the indoor air does not appear to be being degraded by an indoor source of microbial growth. Elevated moisture levels were not observed in the building materials of the of the building.
RECOMMENDATIONS
Terracon recommends the following:
◼ Determine water intrusion pathways and make repairs.
◼ Prepare restoration and remediation protocols.
◼ Conduct restoration and remediation using trained workers that have experience with projects of similar scope and complexity.
◼ Fungal remediation should follow ANSI/IICRC S520 Standard and Reference Guide for
Professional Mold Remediation (latest edition).
◼ Post-restoration inspection and verification testing should be conducted following fungal remediation to ensure the effectiveness of environmental controls and air and surface cleaning.

Spore types listed without a count or data entry were not detected during the course of the analysis for the respective sample, indicating a raw count of <1 spore.
† The spores of Aspergillus and Penicillium (and others such as Acremonium, Paecilomyces) are small and round with very few distinguishing characteristics. They cannot be differentiated by non-viable sampling methods. Also, some species with very small spores are easily missed, and may be undercounted.
††Background debris indicates the amount of non-biological particulate matter present on the trace (dust in the air) and the resulting visibility for the analyst. It is rated from 1+ (low) to 4+ (high). Counts from areas with 4+ background debris should be regarded as minimal counts and may be higher than reported. It is important to account for samples volumes when evaluating dust levels.
The analytical sensitivity is the spores/m^3 divided by the raw count, expressed in spores/m^3, per spore and per sample.
For more information regarding analytical sensitivity, please contact QA by calling the laboratory.
‡ A "Version" indicated by -"x" after the Lab ID# with a value greater than 1 indicates a sample with amended data. The revision number is reflected by the value of "x".
§ Total Spores/m3 has been rounded to two significant figures to reflect analytical precision.

* Indicative of normal conditions, i.e. seen on surfaces everywhere. Includes basidiospores (mushroom spores), myxomycetes, plant pathogens such as ascospores, rusts and smuts, and a mix of saprophytic genera with no particular spore type predominating. Distribution of spore types seen mirrors that usually seen outdoors.
† Quantities of molds seen growing are listed in the MOLD GROWTH column and are graded <1+ to 4+, with 4+ denoting the highest numbers.
†† Some comments may refer to the following: Most surfaces collect a mix of spores which are normally present in the outdoor environment. At times it is possible to note a skewing of the distribution of spore types, and also to note "marker" genera which may indicate indoor mold growth. Marker genera are those spore types which are present normally in very small numbers, but which multiply indoors when conditions are favorable for growth.
‡ A "Version" indicated by -"x" after the Lab ID# with a value greater than 1 indicates a sample with amended data. The revision number is reflected by the value of "x".
The limit of detection is < 1+ when mold growth is detected.
