Information and Evaluation Criteria

RFQ: 36C78624Q50098

Information: This requirement is set-aside for service-disabled Veteran owned businesses (SDVOSBs). We intend to award a firm-fixed price contract for a base and four (4), one (1) year options for fertilizer, herbicide, and Fire Ant control application services.

Location: Fort Sam Houston National Cemetery 1520 Harry Wurzbach Road San Antonio, TX 78209

The tentative period of performance is: 4/1/2024 – 3/31/2025.

Procurement history: This requirement was provided under the previous contract number: 36C78619D0078. Evaluation criteria: Evaluations will be conducted using simplified acquisition procedures in accordance with FAR 13.106-2; see FAR Provision 52.212-2. The award will be made to the offeror providing the best value to the government. Technical and past performance, when combined, are significantly more important than price.

Price – Because below-cost prices are not inherently improper, when vendors are competing for award of a fixed-price contract, vendors are given notice that a business decision to submit a low-priced proposal may be considered as reflecting on their understanding of the contract requirements or the risk associated with their approach.

The schedule price shall be all-inclusive, including all labor, equipment, materials, and supplies to complete the Contract Line Items (CLINs). Offerors shall enter unit price and total amounts for each CLIN as indicated in the schedule. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended price and the total of the CLINs will be recomputed accordingly.

Contractors are cautioned against submitting a proposal that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items for the base and or option years is significantly overstated or understated as indicated by the application of analysis techniques. Proposals that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

Information and Evaluation Criteria

offeror’s total prices. Thus, the offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and ½ (half) of the 4th option.

Technical – Proposals will be evaluated for acceptability, receiving either an acceptable or unacceptable rating. To be considered acceptable, an offer must demonstrate an understanding of the requirement through their submission by providing the following:

1. Managerial and technical qualifications of key personnel. A summary of experience/qualifications for the same or similar work including references – maximum of 5 pages.

2. Draft quality control plan (maximum of 5 pages), including approaches to the following:

• Providing trained staff that can provide services independent of redundant training from cemetery staff.

• Maintaining continuity and quality of services.

• Methodology to providing services and personnel management.

3. Any safety certifications and/or licenses required for the work.

Proposals that do not include all the items listed will be marked unacceptable.

The government will query Contractor Performance Assessment Reporting (CPARS) to evaluate past performance.

Offerors that fail to complete and submit FAR Provision 52.212-3 and VAAR Clause 852.219-75 will be removed from consideration.

Proposals shall be submitted via email to David Boyd at David.Boyd7@va.gov by 2:00 PM EST on Tuesday 2/29/2024.

Electronic submissions shall be in either Microsoft Word or Adobe pdf platforms.

Compressed files and/or Zip files will be rated as technically unacceptable and removed from consideration.

Questions: Questions shall be submitted via email to David.Boyd7@va.gov by 2:00 PM EST on Tuesday 2/26/2024. Answers will be provided via an amendment to the solicitation. Telephone inquiries will not be accepted.

Site Visit: A guided site visit is being offered on Wednesday 2/21/2024 at 9:00 AM Local. Attendees must meet in the administrative building parking lot and check in with Bob Winkler or his representative. The government guide will address questions about the requirement and submit both the questions and answers to the contracting officer.

Questions and answers will be posted via an amendment to this solicitation along with questions received via email.
