Information and Evaluation Criteria

RFQ: 36C78624Q50098

Amendment 0001

Information: This requirement is set-aside for service-disabled Veteran owned businesses (SDVOSBs). We intend to award a firm-fixed price contract for a base and four (4), one (1) year options for fertilizer, herbicide, and Fire Ant control application services.

Location: Fort Sam Houston National Cemetery 1520 Harry Wurzbach Road San Antonio, TX 78209

The tentative period of performance is: 4/1/2024 – 3/31/2025.

Procurement history: This requirement was provided under the previous contract number: 36C78619D0078. The previous contract’s value can be accessed by populating the contract number into the search bar on the Federal Procurement Data System (FPDS) website at www.fpds.gov, or by using the link below.

https://www.fpds.gov/ezsearch/search.do?indexName=awardfull&templateName=1.5.3 &s=FPDS.GOV&q=36C78619D0078

Evaluation criteria: Evaluations will be conducted using simplified acquisition procedures in accordance with FAR 13.106-2; see FAR Provision 52.212-2. The award will be made to the offeror providing the best value to the government. Technical and past performance, when combined, are significantly more important than price.

Price – Because below-cost prices are not inherently improper, when vendors are competing for award of a fixed-price contract, vendors are given notice that a business decision to submit a low-priced proposal may be considered as reflecting on their understanding of the contract requirements or the risk associated with their approach.

The schedule price shall be all-inclusive, including all labor, equipment, materials, and supplies to complete the Contract Line Items (CLINs). Offerors shall enter unit price and total amounts for each CLIN as indicated in the schedule. In the event there is a difference between a unit price and the extended total amount, the unit price will be held to be the intended price and the total of the CLINs will be recomputed accordingly.

Contractors are cautioned against submitting a proposal that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items for the base and or option years is significantly overstated or understated as indicated by the application of analysis techniques. Proposals that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

As a part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the offeror’s final option prices to the http://www.fpds.gov/ https://www.fpds.gov/ezsearch/search.do?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=36C78619D0078 https://www.fpds.gov/ezsearch/search.do?indexName=awardfull&templateName=1.5.3&s=FPDS.GOV&q=36C78619D0078

offeror’s total prices. Thus, the offeror’s total price for the purpose of evaluation will include the base period, 1st option, 2nd option, 3rd option, 4th option, and ½ (half) of the 4th option.

Technical – A detailed work plan must be submitted indicating how each aspect of the performance work statement is to be accomplished. Your technical approach should be in as much detail as you consider necessary to fully explain your proposed technical approach or method. Your approach must contain at a minimum:

1. Managerial and/or technical qualifications of the site manager - see performance work statement. A summary of experience/qualifications for the same or similar work including references –maximum of 5 pages.

2. Draft quality control plan, including approaches to the following:

• Providing trained staff that can provide services independent of redundant training from cemetery staff.

• Maintaining continuity and quality of services.

• Methodology to providing services and personnel management.

3. Any safety certifications and/or licenses required for the work.

Proposals that simply restate the government's requirements or fail to provide all elements of the three items above will be removed from further consideration.

The government will query Contractor Performance Assessment Reporting (CPARS) to evaluate past performance.

Offerors that fail to complete and submit FAR Provision 52.212-3 and VAAR Clause 852.219-75 will be removed from consideration.

Proposals shall be submitted via email to David Boyd at David.Boyd7@va.gov by 2:00 PM EST on Tuesday 3/7/2024.

Electronic submissions shall be in either Microsoft Word or Adobe pdf platforms.

Compressed files and/or Zip files will be rated as technically unacceptable and removed from consideration.
