Q:In the "Statement of Need" it states: "The Contractor shall be responsible for unloading and neatly stacking the bags." Where will the bags be stacked? If bags are neatly stacked and wrapped on a pallet does that suffice? Can the pallets be unloaded with a pallet jack and put where they need to go?
A:A pallet that has the bags stacked and wrapped is the best way to receive them. A pallet jack can be used to unload and place them in a designated area.
Q:Clarification on "Base/Option Ind" in the SON Biloxi Fertilizer document: We would appreciate clarification on the term "Base/Option Ind" requested in the document. Could you please explain what this term refers to and how it should be addressed in our bid?
A:The column can be disregarded. It indicates if the CLIN is for the base or option year period. This procurement does not include options, thus all CLINs are for the base period.
Q:Invoicing procedure: could you please confirm the preferred invoicing method? Will invoices be submitted through Tungsten Network or another designated instrument?
A:All invoices must be submitted through Tungsten Network.

https://www.tungsten-network.com/customer-campaigns/veteransaffairs/ Q: Can give us the label for the current fertilizer you use or would you consider this product as an alternative?

A:The formula must be 28-7-14, with 50% slow release. That is required by our agronomist.
Q:Would the VA (National Cemetery) accept Green Point PRO 24-4-18 w/50% slow release nitrogen?
A:No
Q:Would the invoice accept invoicing by delivery or only after the third scheduled delivery?
A:After each delivery.
Q:Is there an incumbent for this contract, or is this a new requirement?

A: This is considered a new, one-time requirement.

Q: If there is an incumbent, could you kindly provide their name, and if available, the awarded amount for reference purposes?

A: Not Applicable

Q: Can we use any (or all) of the following N-P-K mixes instead of 28-7-14?

e. 12-12-12 e. 10-10-10 f. 18-24-12 g. 22-0-3

h. 13-13-13
