RESPONSE TO PREBID REQUEST FOR INFORMATION
Project Number: 945CM3002 Columbaria, Burial Expansion Phase 2 at Cheyenne National Cemetery Solicitation Number: 36C78624B0034
Question 1:
Drawing sheet A-503, keyed note 8, says “See Detail F1/A-504” in regards to the cast bronze column numbers. Detail F1 on sheet A-504 actually details the no parking sign. Can you please provide necessary details on the cast bronze column numbers?
Response:
It should have been labeled F1/A-503.
Question 2:
Drawing sheet C-503 detail B8 indicates to follow detail F1/C-502, when referring to pre-placed crypt measuring. There is no detail F1 on page C-502, please advise on whether there is an additional specification that is supposed to be there or if this intends to refer to something else already in the drawings.
The reference to detail F1/C-502 can be disregarded as the information is provided in detail F2/C-503.
Question 3:
Reference Standards 01.42.19 - the reference standards section it states, the project is using MDOT Mississippi Department of Transportation standards. Shouldn’t this reference Wyoming (WYDOT) as this project is in Wyoming not Mississippi?
Correct. WYDOT is the reference standard.
Question 4:
Section 01.45.29 Laboratory Services 1.4 Lab Requirements - A. “Accreditation Requirements: Testing Laboratory retained and paid for by Contractor must be accredited by one or more of the National Voluntary Laboratory Accreditation Program (NVLAP) programs acceptable in the geographic region for the project. Furnish to the COR a copy of the Certificate of Accreditation and Scope of Accreditation. For testing laboratories that have not yet obtained accreditation by a NVLAP program, submit an acknowledgement letter from one of the laboratory accreditation authorities indicating that the application for accreditation has been received and the accreditation process has started, and submit to the COR for approval, certified statements, signed by an official of the testing laboratory attesting that the proposed laboratory, meets or conforms to the ASTM standards listed below as appropriate to the testing field.” There is currently no one in Wyoming or the surrounding states that holds the Construction Materials accreditation, in fact only 12 labs, according to the NVLAP lab directory, hold this accreditation, and those labs are in New York and Connecticut (https://wwws.nist.gov/niws/index.cfm?event=directory.results).
The NVLAP accreditation is not required, however the contractor must supply the testing agency is certified to perform the required testing.
Question 5:
Since all of the irrigation mainline is existing and Schedule 80 fittings were previously used, can we use Schedule 80 fittings to remain consistent with the current system, or will we be required to use ductile iron couplers and service tees for the new valves?
Ductile iron couplers and service tees are required.
Question 6:
Details on plan page LI501 state that 24V control wire needs to be installed in conduit, but spec section 32 84 00 states to only run wires in conduit under hardscape - please confirm if the whole run of wire needs to be in conduit or if it only needs to be in conduit under hardscapes.
Per the construction plans, the entire run of 24V wire is required to be installed in conduit.
Question 7:
Since all the irrigation mainline is existing, will we still be required to test the mainline?
0. If so, how will payment for repairs to the existing mainline be handled if faults are found?
Testing to be performed. Should faults be found, a change order would be issues due to unforeseen sight conditions.
Question 8:
Due to Hurricane Byrtle and the associated damage to power and connectivity, we would like to formally request that the Government grant an extension of the due dates for one week, to July 24th. We have employees and subcontractors currently without power, and as such believe an extension would allow our team to make up for the lost time. Furthermore, if a week extension is not possible, any additional amount of time would be appreciated.
The bid due date has been extended to Wednesday August 7, 2024, at 2:00 pm EST.
Question 9:
With regards to the removal of the C&G that is up against the existing asphalt, will using the existing edge of asphalt as the front gutter form, be expectable or will a patch need to be provided so a formed edge can be maintained during patch back of the asphalt, we usually will see a 18" patch along the curb & gutter section.
Means and methods are at the discretion of the contractor. Using the existing edge as the front form would be an acceptable method.
Question 10:
Based on some grading modeling, based on the plans, it appears that there will be excess material from the spoils from the crypts. Did the VA have a location for any access material.
Spoils may be placed to the south of the crypt expansion area and be incorporated into the proposed grades. All spoils inside of the irrigation must be seeded per plans and specifications, all spoils outside of the irrigation must be seeded and have topsoil installed per planting keyed noted P-05 & general planting note GP-05.
Question 11:
On sheet A-504 a signage Schedule is referenced, is there a sign schedule, please note that this same sheet references A-509 and the given plans don't include sheet A-509, are we missing sheets, can you please clarify? These notes are on the stop sign detail, want to make sure I’m not missing something here.
There is not a signage schedule or sheet A-509.
Question 12:
With the recent Independence Day Holiday, would the VA consider giving an additional week (bid due July 24th), we have had some issues getting a hold of sub and vendors due to the holidays.
The bid due date has been extended to Wednesday August 7, 2024, at 2:00 pm EST.
Question 13:
but I wanted to see if a Chain-link fence with privacy fabric was truly needed for this job or could orange construction fence be used. We will be stooping work during services, and with the location of the project being pretty remote, I don’t think this extra cost is truly needed.
Response:
Chain-link fencing is required along the north and east side of the construction activities as shown on sheet G-101(cemetery facing). The fencing shown on GC101 along the south side of the construction activities is not required.
