Answer: Spoils can be stored on site in areas designated by the COR and Cemetery Director. Material will be separated into fill dirt and topsoil.

3- Given the current economic market volatility, please provide the anticipated date of NTP for this project in order to account for potential cost impacts.

Answer: our plan would be to have an NTP within 30 days after award pending receipt of insurance, payment and performance bonds

4- Please provide anticipated number adverse weather days for the project and confirm lost time due to unusually severe weather is non compensable.

Answer: The amount of bad weather day is unknown. Correct unusually severe weather is non compensable

5- SECTION 01 00 02 All Testing Laboratory services will be retained and paid for by the Contractor (see Spec Section 01 45 29, Testing Laboratory Services). However, the Department of Veterans Affairs may elect to retain its own Testing Laboratory for any purpose. Does the DVA intend on retaining a Testing Laboratory in addition to the one retained by the contractor?

Answer: We may elect to retain our own Testing Laboratory at our discretion.

6- SECTION 01 00 02 All employees of the general contractor or subcontractors shall, at the minimum, have successfully completed the 30-hour OSHA certified Construction Safety course and/or other relevant competency training, as determined by VA COR.

Please confirm that OSHA 30 is only applicable to personnel in a “Competent Person” capacity, and OSHA 10 is acceptable for all other employees onsite.

Answer: Confirmed.

7- Has the cemetery recently encountered theft or vandalism SECTION 01 00 02 The General Contractor shall provide unarmed guards at the project site when theft or vandalism warrants?

Answer: NCA does not require contractor provide an unarmed guard at the project site.

Contractors are responsible for the security of their equipment and material from theft. The Cemetery has not encountered any theft or vandalism. There is an occasional police presence at the Cemetery.

8- SECTION 01 00 02 Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.

Are the requests to be formally submitted in writing or will verbal suffice?

Answer: Verbal will suffice.

9- SECTION 01 00 02 Construction Fence: Before construction operations begin, the Contractor shall provide a chain link construction fence, eight feet minimum height, around the construction areas and construction staging areas.

Will 6’ temporary panels and bases be acceptable where “in ground” fencing cannot be installed (i.e. hardscape areas)? Also, is there a color requirement for the privacy screening to be installed on all temporary fencing? Historically, DVA prefers green screening in lieu of black.

Answer: Temporary construction fence to be 8’ as required in Specification 01 00 02, 1.6.I. Color not specified, black or green is acceptable.

10- SECTION 01 00 02 Coordinate the work for this contract with other construction operations as directed by COR. This includes the scheduling of traffic and the use of roadways.

Are other construction projects scheduled to be taking place concurrently with this project or are the construction operations being referenced the daily cemetery activities? If so, this could impact logistics as well as production.

Answer: No other construction operations are scheduled concurrent with this contract. Work for this contract must be coordinated to not impact daily cemetery operations.

11- SECTION 01 00 02 Coordination of Construction with Cemetery Director: The burial activities at a National Cemetery shall take precedence over construction activities. The Contractor must cooperate and coordinate with the Cemetery Director, through the COR, in arranging construction schedules to cause the least possible interference with Cemetery activities in actual burial areas. Construction noise during the committal services shall not disturb the service.

Trucks and workmen shall not pass through the service area during this period.

Please provide average number of daily internments as well as the duration of each interment as this may impact daily production.

Answer: The Cemetery averages 2 interments per day with Monday and Friday around 4 interments.

12- SECTION 01 00 02 Refer to FAR clause 52.236-7, "Permits and Responsibilities," which is included in General Conditions. A National Pollutant Discharge Elimination System (NPDES) permit is required for this project.

Answer: There are no open NPDES permits currently.

13- SECTION 01 00 02 A registered professional land surveyor or registered civil engineer whose services are retained and paid for by the Contractor shall perform services specified herein and in other specification sections.

Spec does not specify the state in which the registration is required.

Answer: Florida.

15- SECTION 01 00 02 Where not available or not convenient to connect to the Cemetery distribution system, the Contractor shall supply water via portable/temporary means at his own expense.

Please confirm there is access to the cemetery water distribution system.

Answer: The proposed trailer site has no access to potable water.

16- SECTION 01 00 02 The Contractor shall develop a Microsoft Project 2003 (or later) Gantt Chart (bar chart) schedule demonstrating fulfillment of the contract requirements.

Is Primavera P6 an acceptable alternative to Microsoft project?

Answer: No.

17- SECTION 01 45 29 Accreditation Requirements: Testing Laboratory retained and paid for by Contractor must be accredited by one or more of the National Voluntary Laboratory Accreditation Program (NVLAP) programs acceptable in the geographic region for the project.

Upon contacting several testing firms in the region, this certification is not held. Will any deviation be allowed from the NVLAP certification if the testing lab complies with all other appropriate testing parameters?

Answer: Alternative accreditation, such as AASHTO, for all scopes of the project will be considered. Please provide proposed accreditation with submittal for review.

18- SECTION 01 45 29 Reuse or conserve the collected topsoil sediment as directed by the RE/COR.

Topsoil use and requirements are specified in Section 31 20 00, EARTH MOVING. SECTION 02 41 103 Dispose of unsuitable or excess topsoil as specified for disposal of waste material only after approval of the Architect.

Does the cemetery want any excess topsoil left over at completion of the project?

Answer: Refer to question 1.

19- 03 48 21 Functional Load Tests: Functional on-site load tests will be made at the Contractor’s expense to ensure the units are capable of supporting loads stated.

How much notice will be required to schedule the functional load test?

Answer: 30 days

20- Can the Gravesite Grid Monuments be precast in lieu of cast in place?

Answer: Yes

21- Detail 1 Sheet DT503 depicts the lifting lug bowl to be filled with sand (used as fill in small gaps between crypts). It also depicts the soil tight plastic cover over the sand/lifting lug. Note 1 states cemetery director to choose plastic cover or stone option. Per the specifications, sand is not allowed between the small gaps of crypts. Please confirm if stone or plastic caps (with or without sand ) is the desired installation product for this detail.

Answer: Correct, sand is not allowed between crypts. Sheet DT503, Detail 1, Note 1, states “stone option” for lug, this should be “sand option”. Plastic covers to be used.

22- Understand per the site visit that KTR is not required to provide office trailer for Government use. Please confirm.

Answer: The NCA has decided that an office trailer will be required for the government use and can be sited in the same area as the KTR trailer.

23- Confirm KTR is not required to provide CL fence or privacy screen around KTR office.

24- Confirm KTR is not required to provide skiting on temporary office trailer.

25- Confirm KTR is able to locate the office trailer adjacent to the maintenance complex and that power and water tie-in points are within close proximity and available for use.

Answer: Yes, however, water tie-in is not available.

26- Confirm extent of repairs at the columbarium and memorial walls are limited to joint sealant repairs at the perimeter of the precast caps and any concrete spalling along the joints shall be repaired.

Answer: The limits of the repairs for the columbarium and memorial walls are shown on drawings CS401 and CS402. Please review the notes on both drawings for additional requirements. Caps damaged by the contractor team require replacement at no additional cost to the Government. Most of the existing caps appear to be Indiana Limestone. Patching is not allowed.

27- What are the phasing requirements for columbarium and memorial repairs since there are active internments in those areas?

Answer: Ceremonies for interments occur at Committal Shelters and public access to columbarium is not required for interments. Sheet CS401, Detail 1 identifies only ½ of columbarium to be fenced at any given time. KTR to review internment schedule and deconflict impacts to ceremonies with Cemetery Director on a weekly/daily basis.

28- Does the Government anticipate that night or weekend work will be required to mitigate interference with ongoing cemetery activities or operations? If so, please specify.

Answer: The NCA can not specify if night or weekend work will be required to mitigate interference with cemetery operations. This is a scheduling and coordination matter for the contractor. Work will be conducted during normal cemetery operating hours of 730 AM – 4 PM, Monday through Friday. No work will be conducted on federal holidays.

Work outside of these hours is approved on a case-by-case basis by the COR and cemetery director. Work will not interfere with cemetery burial activities and must be coordinated as specified in notes 6, 7, sheet 2, G1002.No.

29- Confirm SOW for the flag assembly area is limited to light fixture replacement only since the condition of the panels/feeders are currently unknown.

Answer: See Sheet ES101 for additional requirements, which include but is not limited to replacement of fixtures, conductors, and transformers back to flag assembly panel.

30- Ensuring the optimum organic/inorganic content, PH, etc. for topsoil in the burial sections on past cemetery projects has been a difficult and time-consuming process often requiring filling to 6” depths, numerous soil laboratory tests, etc. Often the process has resulted in KTR making the decision to import the topsoil to meet the requirements.

Please confirm:

Answer: Importation of topsoil may be required to meet the requirements of the contract documents. Topsoil testing is required.

Same stringent requirements will apply for this project?

31- Does the cemetery have space to take possession of all unscreened topsoil or would KTR need to make provisions to export off site?

Answer: Refer to question 1.

32- Please confirm KTR is required to screen all general fill and topsoil in both the IGC and Crypt fields.

33- Will as-builts in CAD format be provided to the successful bidder?

Answer: As-builts will be provided to the successful bidder; however, CAD files may not be available.

34- Please provide CAD files for this project.

Answer: See question 32.

35- Please confirm Crypt deliveries star ng at 4AM can be accommodated.

Answer: Yes, however deliveries outside of scheduled cemetery operating hours must be coordinated with the COR and Cemetery Director. The back gate will be always open. The cemetery will notify the police that the back gate is to be used for contractor movement in and out of the cemetery.

36- KTR understands a haul road needs to be provided for construction access to the burial fields. The location suggested during the site visit requires a significant cut to provide a proper grade to accommodate semi-truck access for crypt trucks and equipment trucks.

Please confirm this is the intended approach and no other alternatives are available.

Answer: The potential haul road location discussed during the site visit was merely an option. KTR can suggest alternatives as part of the transportation plan that must be coordinated with the COR and Cemetery Director.

37- If haul road is to be provided, shall it be restored upon completion of the fields or left in place for future cemetery access?

Answer: Any damages to existing cemetery roads must be repaired by KTR. Haul roads installed by KTR must be restored to original condition upon completion.

38- If haul road is to be provided, KTR would anticipate providing a lime rock base on the road. Please confirm this is acceptable.

Answer: Confirmed, haul road is temporary and is to be constructed as required for contractor’s access.

39- Please confirm that 8’ tall CL fence with top and bottom rails with privacy screen is required in the burial sections around the limits of disturbance.

Answer: Confirmed, see Sheet GC011 for fence location.

40- KTR understands that material and equipment deliveries shall be made through the Old St. Augustine entrance. Appears that several trees will need to be trimmed to facilitate access. Confirm KTR is required to perform the necessary trimming work.

Answer: Yes.

41- At the site visit it was mentioned that ProCore was the desired program for RFI, Submittals, etc. Please confirm this is a Project requirement.

Answer: Yes.

42- Drawing scale seems to be missing, Please provide scale for temporary fence at Columbarium Answer: Additional information required for response. Detail 1 on Sheet CS401 provides scale and calls out 8’ construction fence.

43- Sheet DT 505 Detail 1 calls out removal of existing brick/service emblems in two locations. Sheet DT 505 Detail 2 calls out new polished granite cladding to be installed at two locations There is no specification section for any masonry items (cut stone assemblies/ mortar). The type/color of existing granite cladding is not provided either.

Answer: Attached are specifications for cut stone assemblies which contain general information on mortar and sealants. Shop drawings to be submitted outlining materials and installation based on field conditions, which may include reinforcing existing wall.

Polished granite to match existing granite found at the columbarium. Contractor to provide three (3) granite samples for approval by the cemetery director and COR.
