NATIONAL CEMETERY NATION-WIDE
The Department of Veterans Affairs, National Cemetery Administration (NCA), Design and Construction is seeking Architectural/Engineering firms to submit Standard Form (SF) 330. The projects will be located at one of NCA’s National, State, or Tribal Veterans Cemeteries within the United States. The applicable North American Industry Classification System (NAICS) Code is 541330, Engineering Services, and the small business size standard is $16.5M.
This design effort includes, but is not limited to, providing Schematic Design (SDs), Design Development (DDs), Construction Documents (CDs), for A/E design services and other A/E services for construction, renovation, repairs, commissioning of cemeteries, buildings, roadways, and infrastructure projects located throughout the United States.
This procurement is a total Service-Disabled Veteran Owned Small Business (SDVOSB) set aside under the Veterans First Contracting program as required by 38 U.S.C. 8127-8128, as implemented under VA Acquisition Regulation (VAAR) subpart
819.70. The term Service-disabled veteran-owned small business (SDVOSB) under the Veterans First Contracting (SDVOSB) under the Veterans First Contracting program has the same meaning as service-disabled veteran-owned small business concern defined in FAR subpart 2.101, except for acquisitions authorized by 38 U.S.C. 8127 and 8128 for the Veterans First Contracting Program. These businesses must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.gov in addition to meeting the NAICS code small business size standard to be eligible for award under the Veterans First Contracting Program.
All SDVOSB firms that submit Standard Form (SF) 330s must be listed in Veterans Information Page (VIP) as verified to be considered for this procurement. Offers from unverified SDVOSBs are considered deficient and will not be evaluated further. A firm’s status will be verified in VIP at time of receipt of the SF 330, prior to conducting evaluations/ interviews/discussions, and prior to award. This set-aside process is in keeping with VA Procurement Policy Memorandum 2016-05 – Implementation of the Veterans First Contracting Program, FAR Part 19, and the requirements of FAR 36.6 for acquiring Architect-Engineer Services.
This notice serves as the Governments call for Standard Form (SF) 330s from interested SDVOSB Architectural/Engineering (A/E) concerns. Firms that meet the requirements described in this announcement are invited to submit one (1) electronic copy of their SF-330 package via email to Ms. Valerie Wallace at valerie.wallace1@va.gov by 3:00 pm EDT August 22, 2022.
SF-330, Part I may be accompanied by any other evidence of experience and capabilities the applicant considers relevant.
Part II shall be submitted for each proposed consultant’s office involved.
The Government will evaluate SF-330’s received in response to this notice to identify per District up to six (6) of the most highly qualified SDVOSB firms to perform the required services. The Government will then hold discussions/ interviews with the most highly qualified SDVOSB firms on the following evaluation factors.

A.3 STANDARD FORM (SF) 330 INSTRUCTIONS
Instructions:
a. The SF 330 form may be downloaded from http://www.gsa.gov/portal/forms/type/SF Completed SF 330’s shall include the primary firms, subcontractor firms and any consultants expected to be used on the project. Do not submit information incorporating by reference.
Prospective firms shall address all selection criteria factors within their submitted SF330 packages. The following format shall be used:
(1) Cover Page with Solicitation Number,
(2) Table of Contents
a. If your firm is sending qualification packages for multiply Districts, separate section in the TOC need to reflect the district. For example, North Atlantic District (highlighted in a color)
(3) SF 330’s
a. See Section “e” below for instruction on multiple district submissions.
(4) Acceptability under other appropriate evaluation criteria, i.e., SF 330, Section H.

b. SF 330 Date of Receipt/Due Date: Interested firms having the capabilities to perform this work must submit one (1) electronic SF 330 and attachments (if any) no later than (NLT) by 3:00 pm EDT August 22, 2022. Email capacity is limited to seven (7) to ten (10) megabyte (Megs).
c. All SF330 submittals and questions must be sent electronically to the attention of Ms. Valerie Wallace Contract Specialist at valerie.wallace1@va.gov Please provide Pre-Solicitation Number, Project Title, and Firm Name in Subject Line of email. When submitting SF330s, if more than one email is sent, please number emails in Subjects as “1 of n”. Qualifications received after the date and time identified on page one (1) will not be considered. Firms not providing the required information may be negatively evaluated. Facsimile submittals will not be accepted. All information must be included in the SF330.
d. The SF-330 including title page, table of contents, and any other relevant information shall not exceed a total of 50 pages in a common font size 12 font, single spaced. The proposal shall be submitted as a single application-generated (not scanned), searchable PDF document. A page is defined as each face of an 8.5 X 11-inch sheet of paper containing information. The page limitation does not apply to the licenses and contract performance evaluations, (i.e., CPARS).

e. If your firm is submitting qualification packages for multiple districts, you are only required to submit 1 Title page, 1 TOC, 1 SF330 for Part 1 Sections A, B, C, D and H. The table of content (TOC) will be required to identify each District by Name and Color, these are considered “tabs”.
The tab will indicate the district and the section below will need to be highlighted for that District only. Each page will need to be clearly identified by Name and color.

STATEMENT OF OBJECTIVES
Design and Construction Service (DCS), National Cemetery Administration (NCA), Department of Veterans Affairs (VA) anticipates the need for Architect/Engineer (A/E) design services and other A/E services for construction, renovation, repairs, commissioning of cemeteries, buildings, roadways, and infrastructure projects located throughout the United States. DCS plans to enter into multiple- award, indefinite-delivery, indefinite-quantity (IDIQ) task order contracts for A/E services.
This acquisition is a 100% Service-Disabled Veteran Owned Small Business Set-Aside and will require firms to be registered in System for Award Management (SAM) and the Vendor Information Portal (VIP) as a Service-Disabled Veteran Owned Small Business (SDVOSB). Large businesses please do not respond. The North American Industry Classification System (NAICS) Codes that apply to this solicitation are 541310 Architectural Services, 541320 Landscape Architectural Services, and 541330 Engineering Services. The Small Business size standards average annual gross revenues for the past three fiscal years for NAICS Codes 541310, 541320, and 541330 are $8 Million, $8 Million, and $16.5 Million, respectively.
Awards will be divided by geographical zones (Districts). The Government anticipates no more than 6 awards per District.
There are five (5) Districts, each outlined in blue.
The following A/E disciplines will be required during the course of this contract: architecture, interior design, landscape architecture, planners, historic preservation, archeology, structural, civil, mechanical, electrical, plumbing, fire & life safety, industrial hygienist, surveying, cost estimating, commissioning, landscape commissioning, turf grass management, irrigation design, or other A/E services as defined in 40 U.S.C. 1102 and FAR Part 36.6 that may be necessary. While these tasks, disciplines, and expertise are needed for a significant percentage of Task Orders, there are other tasks, disciplines and expertise that may be required. Therefore, adaptability should be demonstrated.
The Contractor will provide personnel, facilities, equipment, transportation, and supplies necessary to provide technical services to Design & Construction Service, National Cemetery Administration, NATIONAL CEMETERIES NATION-WIDE
Department of Veterans Affairs. The Contractor’s work shall be in response to Government issued Task Orders and/or subsequent Change Orders.
1. Place of Performance: Tasks may be performed at the Contractor’s facilities, other
Contractors’ facilities, off-site testing facilities, or in Government facilities (ex. VA Central Office, National Cemeteries, or other locations around the country) and in space provided under the terms and conditions as set forth in this contract, or as specifically set forth in the Task Order (TO) or Change Order (CO) when that work must be performed at a particular Government facility.
2. Mobilization: The Contractor shall have sufficient personnel, office space, equipment, and supplies available to perform the services as described in the TO’s and CO’s issued in accordance with the Article. The Contractor will be afforded a maximum of twenty (20) calendar days to respond to requests for proposals for individual TO’s and ten (10) calendar days to mobilize personnel after award of a TO or CO under the contract unless otherwise specified in the TO or CO. The level of support available shall remain flexible at all times in order to respond to individual TO or CO requirements.
3. Multi-year Service: The Government, at its option, may extend the contract beyond the initial one- year period (base year) for up to four (4) additional years at twelve (12) month increments in accordance with FAR 52.217-8 Option to Extend Services and FAR 52.217-9. Note, the Government reserves the right to cancel this contract(s) at any time if it is in the best interest of the Government.
4. Award, Rates, and Fees: A Firm-Fixed-Price (FFP) IDIQ contract will result from this solicitation, including profit, overhead and hourly rates for anticipated disciplines and for use in negotiating FFP task orders. The minimum guarantee for the entire contract term is $1,000 per awarded contract. Maximum fee for each task order shall not exceed $2,000,000.00. The maximum cumulative contract value for each District contract(s) shall not exceed $50 million for the entire contract duration including any option periods exercised.
5. VA will provide a specific scope of work for each delivery order along with a request for the A/E to prepare a fee proposal. Fee proposals shall be based on pre-established unit prices for all disciplines. The loaded rate overheard will all be a fixed rate. The total loaded rates will be the final fixed price number rates prior to award. Negotiated rates for base and option period will be firm for each contract period awarded.
6. Unit prices for unique services not included in the original negotiation will be negotiated on a case by cases basis with each task order. The award of the initial task order will satisfy the minimum guarantee for the entire contract term (including option years.) Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates.
7. NCA reserves the right to award task orders in accordance with the following:
A. Task Orders estimated $250,000 and under: CO is authorized to award sole source task orders with any contract holder that is deemed most qualified. Competition is not mandatory.
B. Task Orders estimated above $250,000 and below $500,000: Competitive award amongst district contract holders is anticipated. If a determination is made that competition cannot be achieved amongst district contract holders, CO may solicit other contract holders outside the district.
C. Task Orders estimated above $500,000: May be competed outside of district cemetery location to all contract holders.
8. Limitation of Services: The period of performance for the AE IDIQ contract shall not exceed a period of twelve (12) months commencing on the date of contract award and subsequent option periods.
A. The period of performance for any Construction Management Engineering Service Task
Order issued shall continue until the construction project is closed out.

B. Orders for CPIS services may be placed as an option in conjunction with the design and may continue until the construction project is closed out or as determined by the Program Office.
C. No Task Order will be placed after the expiration of the last option year.
9. Design within Funding Limitations: When the scope of work is issued to firms, the proposal will reflect the pricing based on the effort. During negotiations, Contracting will disclose the construction funding limitation amount. The AE firm will have an opportunity to negotiate their proposed design effort. If needed or required, the AE is expected to adjust their proposal to meet the construction funding limitation. Upon awarding the task order, the AE will be responsible to design within this limitation with no exceptions per FAR 36.609-1.

TASK 1. PRE-DESIGN SERVICES: Design Programs & Schematic Planning
WORK TO BE PERFORMED
The Contractor shall plan, prepare, develop, review and/or analyze design program(s) (such as Capital Investment Plans) to delineate the functional and physical needs that define project-specific requirements, constraints, and priorities. Development of the design program will be in accordance with Department of Veterans Affairs, Functional and Physical Design Program. Note, because design programming is an on-going process and project goals sometimes change, the design program will occasionally need to be revised, or updated.
Additionally, the Contractor shall prepare, plan, evaluate, and/or review architectural and engineering discipline calculations, specifications, reports, system analyses, drawings and cost estimates that meet the approved space program, Capital Investment Plan (CIP), or Design Program in accordance with the Minimum Requirements for Contractor Submissions, Program Guide PG-18-15, Volume D. <http://www.cfm.va.gov/til/ae/aesubcem/>.
The Contractor shall identify and recommend correction of submissions to meet the requirements described in PG-18-15. The Contractor shall perform site visits to VA facilities and participate in meetings with NCA Design & Construction Service (DCS) personnel.
DELIVERABLES
The end-product will be the design program submission and/or evaluation of reports, documents, or cost estimates supporting the design program prepared by the Contractor. Should the Statement of Work specify the development and submission of a Schematic Plan, the Contractor shall meet the requirements of the distribution schedule in PG-18-15. The Contractor shall submit a specified number of copies as required by the COR designated in the contract.

TASK 2. PRE-DESIGN SERVICES: Planning & Design Studies and Surveys
WORK TO BE PERFORMED
The Contractor shall prepare studies, surveys and reports involving systems evaluation, geotechnical surveys, environmental surveys, archeological surveys (Phases 1, 2, and 3), cultural resource surveys, topographical surveys, historic structures reports, facility condition assessments, energy studies, and other similar reports. Reports on the inspections of VA facilities as to site development, utilities investigations, Federal, State, and local permit requirements and recommendations will be accomplished. Analyses will be made of existing and selected systems involving irrigation, underground utilities, structural, electrical, and HVAC systems. Evaluation will be done of equipment proposed for structures. Development will be done on cost comparison for studies on various systems, renovation alternatives vs. building additions or new buildings. Studies to determine time analyses of different phasing alternatives will be accomplished.

TASK 3. DESIGN SERVICES: Minor Program
WORK TO BE PERFORMED
The Contractor shall prepare Master Plans (MP), Schematic Designs (SD), Design Development (DD) documents, Construction Documents (CD), and Bid Documents (BD) with an aim toward sustainability as required by the COR designated in the contract.
A. Master Plans (MP): to include but not limited to presenting a comprehensive long-range development plan or the refinement of an existing master plan for a cemetery site, which would require site investigations, collecting data, performing analyses, making presentations, and conducting other fact-finding studies that might be necessary to support the design of the project. This may include an economic analysis, feasibility studies, suitability studies, and developing scopes for programmed projects. Services may also include additional planning studies supported by Computer Aided Drafting (CAD) or Geographic Information System (GIS) technology as necessary based on specific project scope.
B. Schematic Design (SD): to include but not limited to making site investigations, collecting data, performing analyses, making presentations, and conducting or refining other fact-finding studies (ex. economic analysis, feasibility studies, suitability studies) as might be necessary to support the design of the project. Services may also include additional planning and design studies supported by Computer Aided Drafting (CAD), Building Information Modeling (BIM), or Geographic Information System (GIS) technology as necessary based on specific project scope.
C. Design Development (DD): may include engineering calculations and analyses, energy modeling, life-cycle cost analyses, and complete design. See A/E Submission Instructions for National Cemetery Projects (va.gov).
D. Construction Documents (CD): to provide complete detailed construction documents for final review that are of such quality and completeness that they can be competitively bid by general contractors. See A/E Submission Instructions for National Cemetery Projects (va.gov).
E. Bid Documents (BD): to provide completed detailed, signed, and stamped drawings, specifications and documents complete and ready for issuance to prospective general contractors. See A/E Submission Instructions for National Cemetery Projects (va.gov).
Sustainability is an intrinsic part of design excellence and deeply embedded in NCA design culture. Turf management, irrigation design and water consumption, and energy use are of particular importance.
NCA recognizes good design embodies best practices, which is often captured through industry certification programs such as Leadership in Energy and Environmental Design (LEED), Green Globes, Sustainable SITES Initiative, and other performance-based certification programs. The A/E shall address sustainability, as required by the COR, in three parts: 1) building sustainability, 2) landscape sustainability, and 3) ecosystem services.
1. Building Sustainability (LEED or Green Globes)
The A/E shall identify opportunities to incorporate elements from either LEED or Green Globes rating system and clearly delineate (and document) which credits are achievable and which credits are unattainable, as well as monetize their benefits to include in cost comparison studies. Application for certification will be the responsibility of the A/E on a case-by-case basis as determined by the COR and stipulated in the Statement of work for this Task Order.
2. Landscape Sustainability (Sustainable SITES Initiative v.2) While LEED certification is appropriate for building design and construction, it is woefully short for examining landscape sustainability. Landscape planning and design involves the careful management of complex systems.
