Amendment P00001 to RFP 36C78621R0050 RFP updates/changes Updates/Changes to the RFP document:

1. Section C. A.4.21 Headstone Raise & Realignment:

Include at the end of Section C.A.4.21, the following requirement:

These additional requirements will take effect when a whole section R&R needs to be done to include turf renovation:

Turf renovation Follow these steps when a burial section requires complete renovation of the existing turfgrass cover due to extensive headstone raising and realignment, a general deterioration of the turfgrass stand over time, extensive sunken gravesites and/or wash-boarding appearance over time, or any other circumstance that has rendered the turfgrass stand unsatisfactory.

a. Collect soil samples from the site and submit them to a certified soil-testing laboratory two to three weeks prior to the intended re-seeding operation to determine fertility and pH adjustment requirements.

b. Mow the target area three times, removing grass clippings each time. The first mowing in this sequence should be at normal maintenance height of 2.5 to 3 inches. Subsequent mowings two or three days apart should be at a lowered height of 1.5 to 2 inches.

c. After the preparatory mowing, the entire vegetated area should be sprayed with a non-selective herbicide (such as glyphosate). Application rate should be at the maximum label recommended rate for the complete elimination of turfgrass species and weeds. Follow product label directions for time to elapse for the herbicide to fully affect the plants (approximately 10 to 14 days).

d. Power rake or verticut the entire treated area to loosen residual plant debris. Remove excess quantities of debris that would hinder proper preparation of the seedbed. Spread quantities of starter fertilizer and ground agricultural limestone recommended by the soil testing evenly over the entire area, using any suitable broadcast application method. Roto-till the area to a minimum depth of 3 inches to uniformly mix the fertilizer, lime, and topsoil.

e. Grade the site to the desired finished level. If there are low spots, fill them with high quality topsoil, similar to the soil already present, to eliminate the depressions and achieve the desired finish grade.

f. Firm the prepared seedbed by rolling in several directions with a standard turfgrass roller filled with water

g. Procced with installation of sod.

2. Section G.5(l) – Change the wording from “State of New York” to “State of Kansas”.

3. Section H.1(1)(c) – Remove the following wording: ”The CO/COR may require dismissal from work any employee who is identified as a potential threat to the health, safety, security, general well being or operational mission of the facility and its population.” and Replace with the following: “Contractor shall immediately reassign, remove, and/or dismiss contractor employees who determined to pose a potential threat to the health, safety, security, general well-being or operational mission of the facility or its population.”

4. Section H.1(2)(a) – Remove the following wording: “The Contractor will ensure that all on-site work required by this contract at the building is satisfactorily supervised through a continuous presence of the Supervisor, or his/her COR approved alternate.” and Replace with the following: “The Contractor will ensure that all on-site work required by this contract is supervised during the morning meeting and throughout the duty day.”

5. Section I.16, FAR 52.223-9 is removed form this solicitation.

6. Section M1.D Price – Delete the following wording: “The Government will look at whether a proposed price is too high and may also consider whether a proposed price is too low, since this might indicate a lack of technical understanding on the offeror's part or a performance risk associated with the proposal that the agency may not be willing to accept. Whether a price is too high or too low may be considered in the context of comparison to other price proposals as well as to the IGE or to any other information the contracting officer deems useful in his or her discretion. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.”

A7) Flag will be raised and lowered at the guidance of the COR. Most often will occur on federal holidays designated for the flag to be flown at half staff.

Q8) Discussion: During the Fort Leavenworth National Cemetery Site Visit the COR indicated that currently government personnel were responsible for the trimming of trees and backhauling of trees and limbs. The government identified a dump location that was currently being used for this purpose.

Question: Can the government confirm the locations for downloading tree and leaf debris will be made available to the contractor at no expense?

A8) Per the discussion and SOW contractor will need to removal all limbs and debris from cemetery grounds at contractors expense

Q9) Discussion: The COR indicated during the site visit that the contractor would be responsible for mowing and trimming outside of the cemetery walls and indicated it was a relatively small amount of land; defining the additional land to be serviced would be beneficial for the contractor in more accurately providing a quote for this site.

Question: Can the government more clearly outline the areas the contractor is responsible for providing mowing and trimming services at the Fort Scott National Cemetery and consider attaching a graphic to support this?

A9) Contractor will be responsible to mow all areas within property line

Q10) Discussion: This project has an extremely elevated number of headstone realignments; this could become burdensome if attempting to execute extensive realignments at all sites simultaneously.

Question: Will the headstone realignment be scheduled site by site, or will multiple sites be scheduled for the same time? Will the plan for headstone realignment be forecasted out with the CORs to ensure timely and quality service?

A10) “As a task order is issued for headstone realignments, the Contractor will be responsible to prepare a plan, with milestones of anticipated completion of the task order. Realistic, reasonable progress will be expected, but work at different sites is not expected to be performed simultaneously.”

Q11) Discussion: Page 78 of 159 of the Solicitation states “The master IDIQ shall provide services at the five National Cemeteries located in Southern California and Arizona.”

Question: Please indicate if this is a typo for this opportunity.

A11) Yes, this is a typo. All work will be conducted at the three (3) sites – Leavenworth, Fort Leavenworth and Ft Scott.
