About this file
This document contains a solicitation amendment and responses to offeror questions regarding a federal contract opportunity. The solicitation amendment is for project number 900-MM-FY21-010 to construct a new restroom with utilities and a new septic system at the Prescott National Cemetery in Prescott, Arizona. The estimated value of the contract is between $250,000 and $500,000. The work includes building a pre-engineered restroom structure, running utility connections for water and electricity, installing a new septic system, and constructing related site work like parking, curbing, and sidewalks. The solicitation is set aside exclusively for service-disabled veteran-owned small businesses. The amendment provides responses to offeror questions about utility connection points, acceptable building materials, parking and road design requirements, and historical drainage data for the septic system location.

X This amendment is to answer third set of RFI questions. See Page 2 for details.
All other terms and conditions will remain the same.
Auvorie Benson Contracting Officer
1. Where is the point of connections for water and electricity? See attached map. Water is connected across the road and electricity is from the columbarium
2. The "diagrammatical drawing" shows a stone wainscot with plaster upper half. With a pre-engineered package building will alternate materials be accepted? Some spoke to use CMU from the ground up. We understand from previous RFI answers that cementitious products only are required, does this include James Hardie Cementitious Boards as one vendor has asked? Concrete or CMU structure only
3. Are the parking spots, curbing, asphalt, markings, and sidewalks only following the Arizona DOT requirements, or is a federal requirement expected to be added? Normal ADA requirements
4. Are bore logs available for the area of the septic due to the depth it needs to be dug? No
5. What is the expected life expectancy of the prefabricated building that was conceptualized? These buildings come in many qualities. There are many types of "upgrades" to apply to these buildings. A long time.
6. What size vehicles will use the roadway to a storage area for design purposes? What weight capacity is expected to be hauled on this road? Nothing bigger than a pickup truck.
7. Will the existing electrical hookup support the building or will a transformer need to be added? An assessment would have been conducted in the IGE.
The load requirement for this building will be minimal. 3 lights and a insta hot water for each sink.
1. Is it the government's intention to remove the Entrance Stone Columns? No
2. Photos obtained from Google Earth do NOT show these entrance stone columns. It would make more sense to construct in this location if the columns weren't there. Are these stone columns a new addition? Not new but recent in past 6 years,
3. With these stone columns would it be the intention to place the facility and the parking lot on the "outside" (south) of these columns, change the road to the storage area, and relocate the gates to a new road on the storage area? With this being a Design-build project, you may present this as a design and the Government may or may not approve.
4. With this site visit it is noted that the septic system will be located in the drainage swale. Is there knowledge of the amount of water that passes over this area annually? There is some info form the recently constructed columbarium.
