About this file
This document contains an amendment to a solicitation for education materials on veterans' heritage. The Department of Veterans Affairs National Cemetery Administration seeks proposals from universities, museums, historical societies and other non-profits to create educational materials in partnership with K-12 schools. The materials would promote memorialization of veterans interred in National Cemeteries and contribute to the Local Legacy, National Heritage program by sharing positive narratives that can be used to teach about veterans both as individuals and as a community. The amendment provides responses to eighteen questions from potential offerors clarifying topics such as appropriate cemeteries for proposed projects, indirect cost rates, allowable costs, evaluation criteria, and sources for military records research. No specific products or services are required in the amendment itself.

10. We would be proposing work with a neaby Cemetery Soldiers lot and possibly the local Soldier’s and Sailors’ Home Cemetery. Does this sound appropriate? A more competitive proposal for an NCA-funded project would include an NCA cemetery as the focal point of the proposed project.
11. We don’t have a lot of NIH funding, and we have one federally negotiated rate for research/programs, which is 53% of salaries, wages, and benefits. Is there a target rate suggested if this rate isn’t allowed? Indirect cost rates (IDCs) are based on the nature of the research being funded by the Government. NIH rates are appropriate for medical research. Research and program activity under NCA’s Veterans Legacy Program is historical and educational in nature. Previous proposals have proposed IDC rates of 30% and lower. The Government seeks to create the best value for its investment, and offerors are encouraged to keep that in mind when proposing an IDC rate. The Government reserves the right to negotiate the IDC rate.
12. On page 10 of the solicitation, when referring to costs not covered by this award, it lists “summer funding”, what is this in regard to? Funding for project team members is allowable at levels commensurate to the work they perform. Excessive additional compensation, course buy-outs, and funding for summers (for tenure-track faulty not teaching over the summer) will be scrutinized heavily in the evaluation process.
13. Past Performance- Do the projects need to be on a similar topic (i.e. Veterans related) or can they be projects of just similar size/scope, but not necessarily same topic? If we don’t have 5 projects to list, would we still be competitive? NCA accepts proposals from first-time offerors. But, past performance for those offerors who have previous experience with Government-funded programs is certainly evaluated. Offerors are encouraged to disclose any previous projects funded by VA as well as projects of similar or larger scope funded by the Government.
14. Do you have an anticipated award notification date or estimated timeline? The faculty are just brainstorming which classes they could involve in the project. See response to Question 1.
15. Where should the letters of commitment from k-12 partners be included in the submission documents? I.e. should it be part of the technical proposal? See response to Question 6.b.
16. The team is now considering a National Cemetery as the 2nd cemetery rather than the Soldiers and Sailors home. Since this is a newer cemetery, they may need records from the National Military Personnel Records in St. Louis, but this is currently only accepting emergency requests due to COVID. The team is hoping it would be open by this time, but do you have any thoughts or other recommendations? Successful offerors will receive cemetery data from NCA after award. This does not include full military personnel files.
VLP’s program officers will support project teams in their research, but project teams are responsible for conducting their own research and are encouraged to make use of resources available to all Americans.
17. Are only universities allowed to send proposals? No, museums, historical societies and other similar non-profits are welcome to send proposals.
18. As a non-profit, are we still required to have two higher-ed faculty attached to the project, or does that only apply only to universities? No, you do not need higher-ed.
faculty. However, you should still be able to say who is on the project team and numerate their qualifications as is noted in Criterion A.
