About this file
This document contains amendments to a solicitation of proposals for an education program. The Department of Veterans Affairs National Cemetery Administration seeks proposals to develop educational materials through partnerships between colleges or museums and grade schools. The program aims to promote memorialization of veterans' legacy through sharing positive narratives that can be used to teach about individual veterans and veterans as a community. Resumes are not required for advisory volunteers or community partners. Supporting documents like letters of commitment can be included as appendices. The page limit for proposals is increased to 40 pages. Proposals should describe plans for developing lesson plans and collecting assessment data to measure impact on student academic performance and community engagement. A performance period milestone list should include points of contact for each task.

VALP PROGRAM QUESTIONS
1. When does the NCA expect to announce awardees? Within a month of the close date.
2. The projected start date for new contracts is when? After the award is the post award conference. That is the date
3. Are any Amendments expected for this Solicitation? Each set of questions creates an amendment as do any independent changes.
4. We would like to confirm our understanding of what all is counted in Volume 1’s 20 page limit. We understand from p. 37 that Volume 1 includes the “Technical Response for Factors A-E, Org. Chart, and resumes”.
a. The SOO (p. 37) states that “Resumes of all professionals” are to be included. Our proposed VLP team is large including: four faculty members, four consultants, three K-12 teachers, and two volunteers (serving on an Advisory Committee). In addition, we have leaders from over a dozen Veteran and community partner organizations who have committed their support. The resumes from faculty, consultants and K-12 teachers will total 11. If resumes are also required from the two volunteers, and if each resume is one page, then 13 of the 20 pages for Volume 1 will be resumes. With one page for the Org Chart and another for our detailed Milestone List Table, we’ll have five pages remaining for the Technical Response to Factors A-E. Our current draft for that response is much larger, so our questions are:
i. Are resumes required from the volunteers? No.
ii. We assume that resumes would not be required from leaders representing the partner organizations. Correct? Correct. We do have letters of commitment from them (see question 5 below).
iii. Would a half-page summary resume (like a professional biography) be acceptable for each person…making sure that their credentials, and dated work history relevant to the role they will play for the VLP is clearly described? Yes, relevant information is much better than a book list of everything ever published.
iv. As for the K-12 professionals, we describe who they are, where and what they teach in the narrative. And since the K-12 teachers are all licensed and currently practicing in our area schools, their professional qualification for developing curriculum is established.
Would their resumes still be required? No. We assume that they would; but want to explain about the information already provided in the narrative.
5. We note that information such as “marketing materials and an introduction letter” will not be considered. Our question is whether significant supporting documents are acceptable as appendices? Marketing materials are things such as brochures about the museums and universities.
6. We’re referring to documents such as letters of commitment from the Veteran and community partner organizations listed on our Org Chart, a Letter of commitment from each of your partners in this project required.
several reference letters addressing the qualifications of key personnel such as the P.I., a specific Resolution regarding the NM VLP from Santa Fe’s City Council, and Certificate endorsing the NM VLP from the New Mexico State Legislature. Not required unless it is an official permission required for partners to work the project that must be in the contract.
a. If such documents are not acceptable, we just need to know.
b. If they are acceptable, could they appear as appendix materials at the end of Volume 1, and not be counted as part of the 20 pages. Is that correct?
Correct.
7. Is the “POC” reference for the Milestone List referring to Performance Objective Criteria for each task? If not, please clarify that reference. Yes. Every task you list for the project needs someone authorized as the POC.
8. Is the expectation for Factor C a description of how those results will be achieved (e.g. who will create those plans, how and by when to meet the bulleted requirements on p.9). It does not appear that there would be space within the 20 page limit to provide actual sample lesson plans. I will increase the page limit to 40 pages.
9. Regarding Factor E, our understanding is that the SOO is requesting a narrative describing the plan for collecting assessment data and how those data will provide a reliable, meaningful measure of the impact of students’ participation on their academic performance in the subject area of their activity. If we are misunderstanding the SOO, please advise. Essentially, yes. Performance assessment data to show how participation in VLP impacted student performance, measurably, as well as data showing impact on the community (community engagement can be measured in all kinds of ways).
