AMENDMENT #1 TO PREVIOUS COMBINED SYSNOPSIS/SOLICITATION
THIS IS AN AMENDMENT TO A PREVIOUS COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES AND PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.
THE PURPOSE OF THIS AMENDMENT IS TO:
1. Post questions and answers 1-5.
Please see the attached pages 3 for the questions and answers.
The solicitation due date remains the same and will NOT be extended.
1.Section 8.2.4 states that the Cemetery POC will decide if the R2 inscriptions are to be done at the gravesite or at the blasting structure. Can we give two different prices for the two different methods? Not only is blasting at the structure is much more cost effective (half the price), it is also safer for the contractor and cemetery visitors. The two different prices can be used for the POC to determine which method is preferred. I know there are some additional costs to have a cemetery employee bring the stone to the structure, but I believe the difference in the inscription cost will outweigh the cost of removing headstones in cremation sections. Headstones in casket sections are pulled during burial anyway.
ANSWER: The cemetery chose the first option as stated: “Inscribed at the gravesite within the cemetery property. Cemetery shall ensure the Contractor has access to the gravesite to perform the inscription operation.”
2. P&G memorials is a small business in Tampa, Florida and in anticipation of this and other on-site inscription contracts have been in talks with a 8a/SDVOSB/TS Facility company also in Tampa. I would like to know if we would be able to put two quotations in for this contract one with just P&G Memorials and another with both companies involved. The two bids will allow the government to determine which arrangement is most beneficial.
ANSWER: Yes you may submit two quote packages.
3. Request to review and remove or modify Section 20.6 I believe that Section 20.6, which requires that the contractor's employees set up the stones for inspection, will cause unnecessary complications and a confusion in who is liable for damage. I propose that the cemetery employees be responsible for both unloading the stones from the supplier and also setting them up for inspection.
Under sections 20.1, 20.2 and 20.3, the cemetery is still in possession of the blank stones and responsible for them until they transfer possession of the stones for inscription to the contractor. 20.7 makes clear that the contractor takes possession and responsibility of the stones AFTER inspection. Therefore, the contractor should not be handling the stones prior to inspection.
ANSWER: Cemetery personnel are responsible for unloading, initial inspection of palleted blanks and signing for the shipment. Cemetery will transfer blanks (it is up to the cemetery what the transfer quantity would be) by completing Appendix B. Appendix B is confirmed by the contractor to ensure the quantity is correct with both parties responsible for final inspection of blanks. Blanks will be unloaded from pallets by the contractor for this transfer inspection with both parties agreeing on inspection and acceptance. Appendix B is signed by the contractor accepting the inspected and approved quantity of blanks which now become their responsibility.
4.Can we use samples stones that have been approved within the last 3 months to qualify for this bid ?
ANSWER: No. You must submit a new sample.
5.Do the samples require lithochrome ?
ANSWER: No
