About this file

This document contains an amendment to a solicitation for a water service and irrigation system project at the Springfield National Cemetery. The amendment provides answers to potential offerors' questions to clarify the requirements. The Department of Veterans Affairs intends to award a firm-fixed price contract valued between $1 million and $2 million to install a new water service line connected to the city utility, remove or abandon existing water lines and irrigation systems, install a new backflow preventer and water main lines, and establish a new irrigation system. The work must be completed within 274 calendar days of the notice to proceed. The contract is set aside exclusively for verified service-disabled veteran-owned small businesses. Offerors must register in the System for Award Management and Vendor Information Pages databases. The solicitation will be posted on beta.sam.gov, and amendments will only be issued there rather than being mailed. The contracting officer is Denise Russell and questions may only be submitted electronically.

Springfield NCA - Water Service & Irrigation Project RFI Questions

1) Is this a tax-exempt project?

a) No.

2) If tax-exempt, will the Government be providing a tax-exempt certificate to the Prime Contractor for use by subContractors and vendors?

a)

3) Can the Prime Contractors Superintendent be shared across multiple projects or should they be dedicated full-time to this project and this project only?

a) The Contractor is responsible for managing contract personnel, but must meet the contract and OSHA requirement for a certified “competent person” on site whenever work is being done (see below). In the absence of an on-site superintendent during project work, this competent person will be considered the authorized Contractor’s representative in dealing with the Government.

IAW Spec Section 01 00 02-1.1F, “An OSHA certified “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subContractors are present.”

1) Will the VA provide a spot for the Prime Contractor employee(s) to set up an office or should Contractors include monies for a temp office, utilities, etc.?

a) The Government will work with the Contractor at the initial site visit to identify the location of a Contractor-controlled storage/office area. The Contractor is responsible for all costs to set up, secure, and operate their area, including providing toilets for their employees.

This question is more fully answered in the Specs:

IAW Spec Section 01 00 02-1.6B, D: "Temporary buildings (e.g., storage trailers, office trailers) and utilities may be erected by the Contractor only with the approval of the RE/COR and shall be built with labor and materials furnished by the Contractor without expense to the Government." "Working space and space available for storing materials shall be as determined by the RE/COR with agreement of the Cemetery."

IAW Spec Section 01 00 02-1.16: “Temporary Toilets - Provide ample temporary sanitary toilet accommodations, or when approved by RE/COR provide suitable dry closets where directed.”

IAW Spec Section 01 00 02-1.17, Availability and Use of Utility Services, excerpted:

“The Government shall make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies, as specified in the contract.” The following clarifications are included:

1. “Electricity (for Construction and Testing): The Contractor shall meter and pay for electricity required for electric cranes, hoisting devices, electrical welding devices and any electrical heating devices providing temporary heat. The Contractor shall install meters at the Contractor's expense. The amount to be paid by the Contractor for chargeable electrical services shall be the prevailing rates charged to the Government.” 2. “Water (for Construction and Testing): Water is available at no cost to the Contractor. If potable water is required, the Contractor may connect to the Cemetery potable water distribution system. The Contractor shall install reduced pressure backflow preventer at each connection at own expense. Where not available or not convenient to connect to the Cemetery distribution system, the Contractor shall supply water via portable/temporary means at his own expense.”

5) Does the NCA anticipate this project will require off hours work?

a) We don't anticipate a requirement for work hours other than a standard 8-hour work day Monday-Friday (specific work hours to be discussed and agreed to by the Contractor and the Government at the initial site visit).

6) If so, what trades/scopes will be required to perform off hours work? a) N/A

7) How long can the water service be down at each building during transition to new line?

a) Per the plans and Specs, the Government requirement is for minimal water outages, in both duration and frequency. All scheduled outages must be requested by the Contractor in writing 10 days in advance per Spec Section 01 00 02-1.6I2. Major utility outages (either to the entire cemetery or occupied buildings) require 15 days written notice per Spec Section 01 00 02-1.6I4.

8) Several civil drawings reference architectural drawings, but none are included in the bid docs. Please provide these.

a) Sheet C104 Keynote 6 incorrectly references Sheets A101 and A103 for details on the irrigation and pump enclosure. Please correct the Bid Plans sheets as follows: 1) Revise Sheet C104 Keynote 6 to reference Sheet I-2.1 for the pump enclosure – it’s a self-enclosed pump.

9) The drawings mention a pump enclosure, but the enclosure isn’t found in the specs or on any of the drawings. Please clarify.

a) The pump enclosure is shown on the plans, Sheet I-2.1. The Spec Section covering it is 32-82-00, Irrigation Pumps.
