Yellowstone Gravesite Expansion Contractor Questions & GOV Responses

1. Will the NCA hire a Third Party Inspection company and on-site inspector for this project?

1. GOV Response: The contractor is required to hire a third-party Testing Laboratory Services, see specification. The contractor is responsible for QA/QC of the work being performed.

The VA will hire their own construction period inspection service personnel, with one of their duties to provide on-site inspection for the VA of the work that is being performed.

2. 01 00 02-1.6.H Install PVC privacy slats the entire length of fence. IS the requirement Fence Fabric or PVC Slats?

2. GOV Response: Both. The fence fabric is the actual chain-link fencing fabric and then in-filled with PVC privacy slats.

3. 01 00 02-1.12.C.1 Is the certification being referenced just a letter generated by the land surveyor that they have confirmed locations before work can proceed ?

3. GOV Response: Yes, a survey plan and letter confirming the locations and elevations of all built items prior to construction.

4. 03 30 53-3.1.A Is it really necessary to have an Engineer design the formwork on such small footers?

4. GOV Response: No. This requirement can be removed unless deemed necessary by the contractor.

5. Sheet C-201 Note 1- Limestone Caps to Match Existing- Please provide the location of the quarry the existing caps came from. Limestone is different based on the quarry location.

5. GOV Response: The cap stone is, Indiana Oolitic Limestone, color “Silver Buff”.

6. Sheet C-502 Detail 2 Niche Covers- Please provide location of previous vendor OR a more detailed name of the Black Marble so an exact match can be provided.

6. GOV Response: The color of the granite is Absolute Black.

7. Sheet LP-101 Detail 2- In detail it shows a flower watering station next to columbarium. Is this existing or will it need to be added?

7. GOV Response: This is an existing flower watering station. The only new FWS to be installed by the contractor is the one by the IGC section labeled 3 on detail 1/LP101.

8. 32 90 00-1.6.A.2 Has the NCA verified that the native soil is capable of meeting such stringent requirements. These certifications required are not utilized in all parts of the US. Would NCA consider a local soils lab that can make recommendations for best processed planting in that area?

8. GOV Response: The soil from the last project was amended and testing confirmed the soil met the specifications as designed. These are standard NCA requirements for amended soil. The testing laboratory needs to be VA approved and meet laboratory testing specifications. This approved laboratory should be able to make recommendations on soil amendments and conditioners.

9. There are 3 storm-water catch basins shown on C-102, C-103 & C-402 (Keyed Note #9) just east of the New Columbaria walls. The connecting pipe between them appears to connect to an existing inlet north of the Columbaria. There are no details for the inlets given in the plans as to size, construction, etc.

9. GOV Response: The new 6” SD pipe does not connect to an existing inlet. It daylights into the drainage ditch using the storm drain outlet details 4/C-402.

10. On plan sheet C-402, there is a cut section 4/C-402 showing “Top View-HDPE Outlet” (located about mid-page). These cut sections are shown on the Plan View to be located at the East end of the Columbaria walls. Please clarify, as the 4” trench/gravel drains from the Columbaria show to tie into the 6” HDPE storm main drain that also connects the 3 area inlets.

10. GOV Response: The location of the HDPE Outlet is shown as (Keyed Note #6) which is shown daylighting the new 6” SD line into the drainage ditch to the north of the columbarium plaza. They are not located at the east ends of the columbaria walls.

11. Just below cut section 4/C-402, also on plan sheet C-402, is another section 4 – “Storm Drain Outlet”. I am not sure where this is to be used since the 6” storm drain line shows to connect to the existing inlet and not outfall into a ditch.

11. GOV Response: The location of the HDPE Outlet is shown as (Keyed Note #6) which is shown daylighting the new 6” SD line into the drainage ditch to the north of the columbarium plaza. The new 6” SD pipe does not connect to an existing inlet. It daylights into the drainage ditch using the storm drain outlet details 4/C-402.
