Solicitation document changes and Contractor Questions & GOV Responses
1. Page 1 – Block 10, sixth paragraph refers to the Midwest District.
1. GOV Response: Should read Continental District.
2. Evaluation Criteria, M-1 Source Selection:, B. refers to North Atlantic District.
2. GOV Response: Should read Continental District.
3. Section L., Solicitation Instruction:, 1.14 proposal Format:, Volume I, Sub-factor-4, bullet point five that reads:
· Provide Material Submittal Data Sheet for each submittal item for all seed projects.
3. GOV Response: The Government removes the requirement to Provide Material Submittal Data Sheets for each submittal item for all seed project.
4. Section M., Evaluation Criteria, M-2 Evaluation Factors:, B., Sub-factor-4, bullet point five that reads:
· Provide Material Submittal Data Sheet for each submittal item for all seed projects.
4. GOV Response: The Government removes the requirement to Provide Material Submittal Data Sheets for each submittal item for all seed project.
5. Attachment J-8 has been revised.
5. GOV Response: The Government replaces J-8_Contractor Cost Estimate Worksheet posted with the solicitation with J-8_Revised7-11-19_Contractor Cost Estimate Worksheet.
6. Section L., Solicitation Instruction:, 1.14 proposal Format:, Volume I, Sub-factor-4, bullet point six that reads: “The Project Cost Estimate for the seed project demonstrates a reasonable and complete approach in construction methodology for line items, labor classifications, materials, quantities, and is consistent with the associated seed project SOW, Specifications, and Drawings. Calculations are correct calculations, and other documents necessary to support the design information required for the solution are included. Offeror shall use J-8_Contractor Cost Estimate Worksheet and edit to fit the seed project. “ The summarization table does not reflect this requirement for Volume II proposal. Also, the price proposal requires the same Excel Work sheet. From my understanding, Volume II would only have the list of intended work items and would not have any costs included with that work sheet and Volume III would have the same list of items but would include the prices for this, is this correct?
6. GOV Response: Offerors only need to submit one competed J-8_Revised7-11-19_Contractor Cost Estimate Worksheet in Volume III as noted in the Instructions VOLUME III. Price Proposal, table for submitting.
7. Section L. and M. – Subfactor 2: Key Personnel Resumes Section Notes: “Quality Control, Environmental, Site Safety and Health Officers may be an additional duty to Job Site Superintendent.”
Can we propose to have the Site Superintendent, QC manager, and SSHO on site, can the duties of the Environmental Officer still be performed by the Site Superintendent?
7. GOV Response: The NOTE: in Sub-factor 2: 1. Under the bullets indicate that the Quality Control, Environmental, Site Safety and Health Officers may be an additional duty to Job Site Superintendent.
8. Solicitation Section C, para 2: “Each contract holder will be required to submit a proposal for every task order requirement solicited among the contract holders against the IDIQ.”
It is likely that there will be task orders that contract holders cannot submit on due to various reasons. How will this be enforced? Offeror requests that this language be reviewed and revised.
8. GOV Response: Each contract holder will be required submit quote/proposals for all task orders, but in the case of extenuation circumstances requested by the contract holder, the Contracting Officer may authorize relief from submitting.
9. Bermuda TIF-419 is a type of grass that goes dormant in Late October. TIF-419 needs 100% sunlight for it to grow in fully and the photos show that the grass under the trees is not growing there at all. That being said if the Sod is laid in shady areas it will struggle in the spring to survive and will eventually die.
a. Is there another type of SOD that would be acceptable for shady areas of the project that does not go dormant?
1.
9. GOV Response: Material specified for the shady areas (i.e. under the large canopy trees) shall be modified to Bermuda TifTuf™ (as shown on the revised site plan). The rest of the renovated area shall be the original Bermuda TIF 419.
10. Bermuda TIF-419 shouldn’t be transplanted after mid-August, and this is especially problematic for slopes when in the dormant state.
a. Is there an alternative SOD that could be used here?
10b. GOV Response: See Response 9.
1. b. When is this project scheduled to start? Maybe in the spring of 2020? If so the TIF-419 is suitable for the slopes but not shady areas.
10b. GOV Response: The contract holder selected and awarded this seed project can make a request to start actual work (i.e. Notice to Proceed) later as noted in your question, while preparing, submitting, and getting material submits approved, to include conducting other pre-construction efforts until actual project work begins (Winter weather, lead time and other potential delays). The schedule would be adjusted after award during the pre-construction conference if the awarded contract hold makes such a request. The NTP will be issued to the Contracting Officer after considering any such request, in coordination with the District Agronomist and in the best interest of the government and turf viability.
11. If trees have to be removed for installation of the GEOCELL will they need to be replaced?
11. GOV Response: No trees are currently called out to be removed as part of this project. Reference Item B.3. in the SOW for working within drip lines and protecting existing trees. An offeror may propose to remove trees if required to gain access to the work area(s); removals should be highlighted in the technical proposal and associated costs included in the price proposal. Any removed trees will not be replaced.
12. Will there be a requirement for SWPPP on this project?
12. GOV Response: A SWPPP is not required for ground disturbance/exposure less than one acre. This project disturbs less than one acre.
13. Can we establish a temporary gate on Aldine Western Rd for access and egress during the project? We will be providing a temporary gate and restore any disturbed areas in kind.
13. GOV Response: A temporary gate is the preferred method of accessing the site. The SOW has been modified accordingly.
14. Are we to haul all spoils to the designated area on site or haul off site?
14. GOV Response: Spoils are to be hauled according to Item B.1. in the SOW.
15. Is there a prevailing wage for this project?
15. GOV Response: YES, the wage Determination is an attachment to the solicitation.
16. Will the testing lab be provided by the owner or Contractor?
16. GOV Response: Any required tests shall be acquired by the Contractor. The Government will not be providing the testing lab.
17. Will any work be performed beyond the top of the slope?
17. GOV Response: The project extends to the back of the first encountered row of headstones per the drawings.
18. Will we be straightening headstones or adding soil to the grade to achieve the 26" exposure of the headstones?
18. GOV Response: Because the work is so close to the headstones and the Government expects some shifting during construction, raising and realigning the first row of headstones has been added to the revised SOW.
19. Will the limit of scope remain 12 inches outside of the headstones?
19. GOV Response: The 12 inches on Drawing L-102 is in reference to the new built grade break, not to the project limit.
20. In section L it asks for the SF1442, Amendments, and Section B price schedule in Volume I. Factor I AND in Volume III Price Proposal. Please clarify if this information should be repeated in both volumes?
20. GOV Response: Section B is the lump sum amount to be completed, and attachment J-8 shall be completed and part of Volume III.
21. In section L it asks for attachment J-8 in Subfactor 4 (which is supposed to be contained in Volume II) and in Volume III Price Proposal. Please clarify if this form should be included in both volumes?
21. GOV Response: J-8 shall be completed and part of Volume III.
22. Volume I Item D Price - Please clarify if this item should be included in Volume I Technical or in Volume III Price, or both?
22. GOV Response: Complete Section B as lump sum, and J-8 shall be completed and part of Volume III.
23. Section L volume I asks for a bonding capacity letter, but the SF 1442 also asks for a bid bond. Please clarify in which volume the bid bond should be included.
23. GOV Response: Bid Bond and bonding capacity letter should be together within Volume I.
24. In Section L Volume I Factor I Technical Proposal Subfactor 1 Administrative data it asks for the following items. Please verify these are just for reference and no response is required:
Follow the instructions in Section L Sam registration identifies Offeror's socioeconomic status...
VIP registration for SDVOSB?
24. GOV Response: SBA letter would confirm SDVOSB status and part of Volume III.
25. . It is our assumption that the requirement for Material Safety Data Sheets was included in error. Please confirm.
25. GOV Response: The Government removes the requirement to Provide Material Submittal Data Sheets for each submittal item for all seed project as noted in 3 and 4 above.
26. Volume 2 requires a schedule. Without the NTP date or anticipated NTP date, the schedule would be a random guess based on availability of materials and subcontractors. If that is the Governments intent, to base selection on the schedule information, that is fine but the evaluation method and selection of LPTA would need to be revised to Best Value and a scored evaluation based on presented information of the Proposal Volumes.
26. GOV Response: The schedule is being used to check offeror’s ability to plan and schedule the seed project. The start date can be a date you select, say 15 days after the solicitation proposal due date. Offeror should build a 120-day schedule noting the seed project tasks and durations out to a completion date.
NOTE: This solicitation is LPTA and the requirement to prepare and submit a work schedule is a Go or NO GO evaluation. But, if an offeror submits a schedule that has irrelevant tasks that do not apply to the seed project and unrealistic durations, then that schedule submission would be considered a NO GO, as it demonstrates the offeror’s misunderstanding of the requirement making it technically unacceptable.
27. Section L Subfactor 4 states:
· Provide a cover page for the seed project that includes the project title, total project cost, list of assumptions, list of major work tasks, performance period, material lead times, and any special considerations such as phasing of construction, which demonstrates an understanding of the project and how it should be accomplished.
27. GOV Response: The cover page may consist of more than one page to provide the requested information.
