AMENDMENT NO. 0001 36C786-19-R-0363 DATED: August 2, 2019 NCA MATOC IDIQ FY 19 – This amendment supports government response to all questions received against subject requirement. Note: There will be no time extension for receipt of proposals, based on government responses, the official date and time on SF 1442 stands.
Question 1: Can PPIRS (CPARS) evaluations be used in lieu of completing the Past Performance Questionnaire. As you know many of the VA employees that we had on the past projects have retired or moved to other campuses or agencies. They are often hard to track down and the new staffs do not have any 1st hand knowledge of the projects. We do have PPRIS/CPARS for the projects and can submit them in lieu of PPQ. Please advise. GOVERNMENT RESPONSE: All prospective offerors are advised to provide past performance information as indicated on the questionnaire.
Question 2: What is the turf repair requirement? SOD or SEED? If SOD, what type SOD is currently being installed in Cemetery. GOVERNMENT RESPONSE: Need to use Sod “Cynodon dactylon” Bermuda-grass, cultivar is Tifway.
Question 3: What percentage of sprinkler heads were working in each zone before water went down? GOVERNMENT RESPONSE: 100 percent of sprinkler heads were working Question 4: Where any of the control wires known to be bad on the mentioned zones prior to irrigation system going down? GOVERNMENT RESPONSE: No bad control wires “new system”.
Question 5: Can the asphalt be cut and patched to cross the roads? GOVERNMENT RESPONSE: It was performed on initial irrigation install. Directional drilling would be preferred.
Question 6: What is the required depth of the new main water line? GOVERNMENT RESPONSE: 30-inches over submain lines.
Question 7: What is the required depth of the new sprinkler lines or repaired lines? GOVERNMENT RESPONSE: 18 inches.
Question 8: Are all the remote controllers operational? GOVERNMENT RESPONSE: All are operational except in the damage area.
Question 9: Having a baseline idea of repairs would assist in making an estimate of repairs for a firm fixed price contract. While sprinkler heads may be low cost if one control wire needs to be re-installed that is a good bit of work. How is the contractor to estimate repairs without a known condition of the system previously? GOVERNMENT RESPONSE: System was functioning properly before damage (new system).
Question 10: Is butt-fusion the only acceptable manufacturers recommended method of joining HDPE Mainline pipe? GOVERNMENT RESPONSE: Yes Question 11: Can you provide sign-in list from site visit? GOVERNMENT RESPONSE: See attached attendance sign-in sheet.
Question 12: Have there been in modifications to current irrigation system in subject areas for SEED Project not shown on as-built drawings provided? GOVERNMENT RESPONSE: No.
Question 13: Can you provide as-built or construction drawings for the columbarium project that is in subject areas for SEED Project? GOVERNMENT RESPONSE: We do not have as-built drawings for the columbarium project yet.
Question 14: Is all work to be accomplished during normal cemetery hours? GOVERNMENT RESPONSE: Yes Question 15: Are there any special events/holidays we should consider for non-work days/times? GOVERNMENT RESPONSE: See page 14 of 106.
Question 16: What level of design documents are required for this project (shop drawings, AE seals, etc.). GOVERNMENT RESPONSE: Shop drawing submittals on the irrigation system should be enough.
Question 17: What closeout documents and formats will the VA require at the end of this project? GOVERNMENT RESPONSE: Project closeout documents should include as-built drawings (hardcopies and PDF on disc).
Question 18: Please clarify exactly what information should be included in each Volume and Section of the proposal. GOVERNMENT RESPONSE: See responses to questions 20 thru 24.
Question 19: Provide Material Submittal Data Sheet for each submittal item for all seed projects. GOVERNMENT RESPONSE: The Government removes the requirement to Provide Material Submittal Data Sheets for each submittal item for all seed project.
Question 20: Section M., Evaluation Criteria, M-2 Evaluation Factors: B., Sub-factor-4, bullet point five that reads: Provide Material Submittal Data Sheet for each submittal item for all seed projects. GOVERNMENT RESPONSE: The Government removes the requirement to Provide Material Submittal Data Sheets for each submittal item for all seed project.
Question 21: Attachment J-8 has been revised. GOVERNMENT RESPONSE: The Government replaces J-8_Contractor Cost Estimate Worksheet posted with the solicitation with J-8_Revised7-11-19_Contractor Cost Estimate Worksheet.
Question 22: Section L., Solicitation Instruction: 1.14 proposal Format: Volume I, Sub-factor-4, bullet point six that reads: “The Project Cost Estimate for the seed project demonstrates a reasonable and complete approach in construction methodology for line items, labor classifications, materials, quantities, and is consistent with the associated seed project SOW, Specifications, and Drawings. Calculations are correct calculations, and other documents necessary to support the design information required for the solution are included. Offeror shall use J-8_Contractor Cost Estimate Worksheet and edit to fit the seed project. “The summarization table does not reflect this requirement for Volume II proposal. Also, the price proposal requires the same Excel Work sheet. From my understanding, Volume II would only have the list of intended work items and would not have any costs included with that work sheet and Volume III would have the same list of items but would include the prices for this, is this correct? GOVERNMENT RESPONSE: Offerors only need to submit one competed J-8_Revised7-11-19_Contractor Cost Estimate Worksheet in Volume III as noted in the Instructions VOLUME III. Price Proposal, table for submitting.
Question 23: Section L. and M. – Subfactor 2: Key Personnel Resumes Section Notes: “Quality Control, Environmental, Site Safety and Health Officers may be an additional duty to Job Site Superintendent.” Can we propose to have the Site Superintendent, QC manager, and SSHO on site, can the duties of the Environmental Officer still be performed by the Site Superintendent? GOVERNMENT RESPONSE: The NOTE: in Sub-factor 2: 1. Under the bullets indicate that the Quality Control, Environmental, Site Safety and Health Officers may be an additional duty to Job Site Superintendent.
Question 24: Solicitation Section C, para 2: “Each contract holder will be required to submit a proposal for every task order requirement solicited among the contract holders against the IDIQ.” It is likely that there will be task orders that contract holders cannot submit on due to various reasons. How will this be enforced? Offeror requests that this language be reviewed and revised. GOVERNMENT RESPONSE: Each contract holder will be required to submit quote/proposals for all task orders, but in the case of extenuating circumstances requested by the contract holder, the Contracting Officer may authorize relief from submitting.
Question 25: Base CLIN 001: One of the bullet points on “3. Scope of Work:” it says, “Installation of new 4” irrigation main segments to match existing.” And “8. Pipe and Fittings:” says “use HDPE.” If existing mainline is PVC, can PVC be used for the new section of mainline? GOVERNMENT RESPONSE: No existing pipe is HDPE.
Question 26: Base CLIN 001: For the location and repair of the buried gate valve, is there a time limitation on excavation in the road area. (investigate, repair, 5 days for testing?) GOVERNMENT RESPONSE: No.
Question 27: We anticipate installing isolation valves for testing of the new and repaired mainline sections. Is there a spec we need to follow for these isolation valves? GOVERNMENT RESPONSE: No.
Question 28: Will excavated material need to be hauled off site, or can it be stored on site until completion? GOVERNMENT RESPONSE: It can be stored on site until completion.
Question 29: Does the Government’s estimate for this project cover just the Base CLIN or are the Optional CLINS included? GOVERNMENT RESPONSE: The requirement will be evaluated from a pricing standpoint whereas, all clins will be evaluated and determination made thereafter, as what options can/will be awarded with the base clin.
Question 30: If Optional CLINs are awarded, will the project duration of 120 days be extended? GOVERNMENT RESPONSE: Yes.
Question 31: Based on the furnished estimate sheet the VA is asking us to use, does all of this work fall under Division 2 – Site Construction? It appears that all other Divisions other than General Conditions do not apply. GOVERNMENT RESPONSE:
Question 32: Sub-Factor 4 – Cover Page requires: Project Title, Total Project Cost, List of Assumptions, List of Major Work Tasks, Performance Period, Material Lead Time, and Special Considerations such as Phasing of Construction. All of this appears to be more than a single page can hold and seems to redundant for what is required in the written narrative. Can the bulk of these topic be covered in the written narrative? GOVERNMENT RESPONSE: Yes.
Question 33: Since some of the control valves have been paved over in other projects on the site, will the contractor be able to saw cut the asphalt pavement to be able to excavate and determine where the new 4” main can be connected to the existing line? The area will then have to be backfilled, compacted and have the asphalt patched. Will this be acceptable? GOVERNMENT RESPONSE: The government’s preference for directional drilling as much as possible and asphalt removal to be minimized.
Question 34: If other areas of the work require crossing an existing asphalt paved area, will the contractor be allowed to saw cut the asphalt and cross the pavement via an open cut? GOVERNMENT RESPONSE: The government’s preference for directional drilling as much as possible and asphalt removal to be minimized.
Question 35: The wage rates determination document for this project only covers landscape laborers. How will the workers installing the HDPE or PVC pipe, control valves and sprinkler heads etc. be classified? GOVERNMENT RESPONSE: The government has provided the most applicable wage rate decision for this seed requirement and work classified required thereafter, will be addressed within the guidance the wage decision.
Question 36: As the answers to these questions and those submitted by other potential contractors affect the manner in which the Seed Project is estimated, VCM respectfully request a minimum of 7 calendar days delay of the due date for proposals to August 15, 2019. GOVERNMENT RESPONSE: No extension.
Question 37: This is administrative correction by the government. GOVERNMENT RESPONSE: Reference to SF Form 1442, Block 5: Change PR requisition number to read: 7889-000003.
