SCOPE OF WORK
REPAIR ORNAMENTAL FENCING
Fort Sam Houston National Cemetery, 1520 Harry Wurzbach Rd, San Antonio, TX 78209
A. The Contractor: Shall furnish all labor, material, tools, equipment, and supervision to repair, refurbish, and install new replacement ornamental fencing, swing gates, and fencing components at
Fort Sam Houston National Cemetery in accordance with the contract drawings, specifications, applicable standards and requirements, and as described herein.
B. The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated): All general construction, selective demolition, ornamental fencing, concrete, grading, drainage, earthwork, landscaping, irrigation, and alterations to existing facilities.
The Contractor shall conduct a site survey and field-verify all site conditions and site access prior starting construction. The Contractor shall verify all configurations, locations, and material quantities as indicated within the contract documents.
1. SECURITY REQUIREMENTS:
a. The work involves the security boundary fencing between Fort Sam Houston National
Cemetery and Joint Base San Antonio (JBSA) military base. This will require all contractor staff to acquire JBSA security badges/identification and vehicle passes (stickers) to access and work within the JBSA property outside of the cemetery boundaries.
b. Contractor shall provide temporary construction fencing to maintain the security boundary while working on areas or sections of the fence that will require the fencing to be removed while under renovation and construction.
c. At the end of each work day, ensure that the fence line is intact (secured) at the completion of each workday by completing the fence repair work to close the fence or by installing temporary security fencing to secure open areas in the fence line.
2. RENOVATION OF EXISTING ALUMINUM ORNAMENTAL FENCING:
a. New Fence Panels:
i. Panels shall match exactly (original manufacturer) or as closely as possible the existing fencing panels in style, color, material, dimensions, and spacing. New fence panels shall be provided where indicted on the contract drawings and/or when an existing fence panel cannot be fully refurbished from original manufacturer’s new parts stock or from salvaged existing fence panels as per paragraph 1.b. below.
b. Refurbishment of Existing Fence Panels:
i. Fully refurbish and reconstruct the existing damage fence panels as indicated on the contract drawing from the original manufacturer’s new parts stock or other manufacturer’s matching new parts stock.
ii. When the original manufacturer’s or other manufacturer’s matching new parts stock is unavailable, the Contractor shall fully refurbish and reconstruct the existing damage fence panels as indicated on the contract drawings by utilizing existing damaged fence panels that have been removed and replaced. The removed, damaged existing panels are to be used as an individual parts source to refurbish and re-build existing fence panels with minor repairs.
iii. The total number of existing fence panels to be replaced with new panels will be the responsibility of the Contractor to determine and may exceed the quantity indicated on the contract drawings. It may prove to be more cost effective to replace damage panels with all new panels rather than making repairs and refurbishing existing panels and if this is so, the Contractor will provide any additional new fence panels at no additional cost to the Government.
c. Replacement of Existing Fence Posts:
i. Remove and replace fifty-four (54) of the existing damaged or removable fence posts as indicated on the contract drawings and as identified by the COR from the original manufacturer’s new parts stock or other manufacturer’s matching new parts stock. The new fence posts shall match the existing in style, color, material, dimensions, and material thickness.
ii. Note: Not all of the 54 locations of the fence posts to be replaced are indicated on the contract drawings. All fifty-four (54) damaged posts or removable posts to be replaced shall be identified and reviewed with the COR to ensure the total number of posts are replaced.
iii. Replacement of the existing fence posts shall include the saw cutting of the mow strip on both sides of the fence post footing; the removal of the existing concrete fence post footing in its entirety; the installation of the new concrete fence post footing; the installation of the new fence post that matches the existing location, height, and fit; and the installation of new concrete mow strip. See Specification 1.9 for disposal and retention requirement.
d. Replacement of Damaged, Broken, and Missing Mounting Brackets for the Fence Panels:
i. Replace all damaged, broken, and missing mounting brackets from the original manufacturer’s new parts stock or other manufacturer’s matching new parts stock as indicated on the contract drawings. The approximate number of mounting brackets to be replaced is 380 pieces. The Contractor is responsible to replace ALL damaged or unusable fence panel mounting brackets even if not indicated on the contract drawings.
The new fence panel mounting brackets shall match the existing in style, color, material, dimensions, and material thickness. See Specification 1.9 for disposal and retention requirement.
ii. Remove, inspect, and re-attached each and every fence panel mounting bracket to ensure each fastener is secure and tight and mounted correctly. There are approximately 1,568 existing mounting brackets or mounting bracket locations to be checked and verified.
iii. Replace damaged, broken, and missing fasteners with the original manufacturer’s new parts stock or other manufacturer’s matching new parts stock as indicated on the contract drawings.
iv. Where the original fastener cannot be installed due to an oversized or stripped hole:
1. Replace original fasteners with one of larger diameter to re-use the existing mounting hole in the post.
OR
2. Replace original fastener(s) by installing a stainless steel through bolt, washers, and nut as shown in the contract drawings. Length and diameter of the bolts are to be determined at installation. This method is to be used to attach the mounting brackets on both sides of the fence post or on only one side of post.
e. Demolition of Existing Concrete Mow Strip:
i. Where indicated on the contract drawings saw cut the concrete mow strip in a location to allow enough space to install the replacement mow strip.
ii. Replace removed concrete mow strip with new 3,000 PSI minimum concrete mow strip.
4" minimum thickness and match width to existing. Compact subgrade to 95% of maximum density prior to placement of concrete.

i. In all locations where the concrete mow strip area is covered with turfgrass, soil, and/or debris, remove all excess material and dispose of off cemetery grounds.

COR shall review and approve elevations, grades, and slopes prior to the installation of the new turfgrass sod.
iii. Removal of existing turfgrass shall not exceed a maximum of two (2) feet from the mow strip. Minimize the amount of disturbed turfgrass surrounding the work areas. Replace all removed and/or damaged turfgrass with new turfgrass sod.
iv. See the contract drawings for more details.
g. Operation of the Cemetery Irrigation System in and Around the Work Areas:
i. Coordinate with the COR to locate the existing irrigation system piping and components.
