AMENDMENT-0001, Solicitation 36C78619R0034 Repair Ornamental Fencing at Ft. Sam Houston National Cemetery Contractor Questions & GOV Responses

1. Are there any records to indicate the manufacturer of the current fence installed at the Cemetery?

1. GOV Response: Unfortunately no records, cut sheets, or submittals are available that would indicate the original manufacturer(s) of the existing ornamental fencing. Based on past construction documents, the ornamental fencing was installed after 2001.

2. Is there a procedure for gaining access to the location for a site visit?

2. GOV Response: There is not a procedure for gaining access to the cemetery for the site visit. We are open to the public. Entrance is on Harry Wurzbach, come in the main gate and proceed on San Antonio Blvd for approximately one mile. At dead end, take a left and park at the administration building. Meeting will be held in administration conference room. Contractor to coordinate with the Contracting Officer and the Cemetery. Note: Access to all of the fencing can be performed from the inside of the cemetery property.

3. In an interest to match the existing fencing as closely as possible, can the government provide the original source for the current components (pickets, rails, posts, caps, and brackets)?

3. GOV Response: See response to Question #1.

4. In an interest to match the existing fencing as closely as possible, can the government provide the gauge (thickness) of the metal in the pickets, rails, and posts individually?

4. GOV Response: The contract scope of work requires the use of Commercial Grade materials. Industry standards for Commercial grade ornamental fence specifications are: Posts – 12 gauge minimum, Rails – 12 gauge minimum, and Pickets – 14 gauge minimum.

Note: The Contractor shall measure the material thickness of the existing fencing material. If the material thickness is found to be thinner than listed above, then the above listed gauges shall be applied to this contract and the materials installed. If the existing thickness is greater than the gauges listed above, then the Contractor shall provide materials that match the existing greater thickness.

5. Will the government use the Federal Highway Administration's Manual on Uniform Traffic Control Devices (MUTCD) or the Texas Manual on Uniform Traffic Control Devices for traffic control standards? If neither, what standard do we apply for traffic control?

5. GOV Response: Yes. See the following guidance that will be added to the contract Scope of Work:

1. The Contractor shall prepare and submit in advance a written traffic control program in accordance with the recommendations in Part VI of the "Manual of Uniform Traffic Control Devices," (MUTCD) current edition, for review and approval by the COR.

2.Contractor shall also submit a project phasing plan with their schedule. The Contractor’s plan shall incorporate the following restrictions:
a.During public visiting (i.e. business) hours (Sunday – Saturday, 7:00 am to 4:30 pm) two-way traffic shall be maintained at all times on the main boulevards. The Contractor shall provide and place temporary signage and barriers in accordance with the MUTCD to direct and notify traffic of any new two-way conditions.
b.Weekend and after-hours closure may be considered for other areas by approval of the COR.

c. The construction access route to the cemetery shall be as directed by the COR and Cemetery Director. The inbound and outbound lanes of San Antonio Boulevard shall be maintained open at all times for visitors and funeral corteges.

d. The Contractor is required to discontinue his work sufficiently in advance of Easter Sunday, Mother's Day, Father's Day, Memorial Day, Veteran's Day and/or Federal holidays, to permit him to clean up all areas of operation adjacent to existing burial plots before these dates.

3. When other than normal business hours are approved in any case, all traffic control devices shall be removed to allow normal traffic flow (one lane) the following morning (i.e. at 7:00 am).:

6. Will the Government allow traffic to self-regulate in accordance with the appropriate MUTCD?

6. GOV Response: See the response to Question # 5 above.

7. Is a traffic control plan required?

7. GOV Response: See the response to Question # 5 above.

8. Who is the regulating authority for approval of traffic control on Winans Road?

8. GOV Response: See the Security Requirements, Paragraph B.1 as stated in the Scope of Work. Traffic on Winans is regulated by JBSA 502nd Security forces. All work for fence replacement can be conducted from inside the fence on Cemetery Property. If contractor needs to work from base property or receive deliveries, they will be responsible for vetting sub-contractor or employees to receive a day pass.

9. Where is the laydown yard and approximately how much area is available?

9. GOV Response: Laydown yard is at the back of the property. Area is a shared space with two other contractors. Alternate laydown area will a portion of maintenance parking lot. After award, site will be determined with Director and COR.

10. Is the laydown yard secured or will the contractor need security fencing around its materials and equipment?

10. GOV Response: Security will be the responsibility of the contractor. We do not provide fencing and fencing is not in the laydown area.

11. Will the Government allow a follow up RFI to clarify questions that may arise from the first RFI response?

11. GOV Response: YES.
