AMENDMENT NO. 0006 36C78619R0024 DATED: February 13, 2019 MILL SPRINGS NATIONAL CEMETERY – This amendment supports government FINAL response to all questions received against subject requirement.

QUESTION 1: Would you like the proposals to be submitted in one (1) file (Technical and Price combined) or in two (2) separate files (Technical and Price in separate files) via the Vendor Portal? GOVERNMENT RESPONSE: Technical and Price must be provided in separate files each not combined into one file via vendor portal.

QUESTION 2: The front page of the Specifications show a Task Order No. that is different than what is shown on the Solicitation. Please clarify which is the correct Solicitation number. GOVERNMENT RESPONSE: So noted, the official solicitation number for the advertisement of subject requirement is 36C78619R0024.

QUESTION 3: In “Factor 1 Past Performance” of the Solicitation, it states that “The offeror shall provide sufficient project details with their technical proposal to demonstrate experience with at least three (3) construct projects of similar size, scope, and using similar materials and methods over the past five (5) years.” However, on the Past Performance Questionnaire that we are to use, it sates “Offerors must list at least three (3) within the past three years for evaluation.” Please clarify if past performance projects presented in our proposals must be within the last five (5) years or the last three (3) years GOVERNMENT RESPONSE: The solicitation requires that each prospective offeror must provide documentation that supports past performance of similar projects within five (5) years.

QUESTION 4: What is the Historic Site mentioned on the drawings? What are the specific limitations or special requirements of this historic site as there is nothing specifically mentioned in the specifications? GOVERNMENT RESPONSE: Historic area is outside the Construction limits as shown on Sheet X-101. Refer to Construction Phasing Note #5.

QUESTION 5: In regards to the fencing at the back of the new site where the timber guardrail ends, the drawings call for aluminum fencing. Is this fencing supposed to be the 4’ decorative black aluminum fencing or 6’chainlink fencing, as it is unclear? Please clarify. The Government provided a response to a similar question to this one in Amendment 3, however, they didn’t answer the question. Please clarify if the “Aluminum Fence” that lines the retaining wall on C-101 is to be Chain Link fencing or Decorative fencing. GOVERNMENT RESPONSE: Limits Aluminum Fencing (Detail 2 /L-505) along the south and west of the site is shown on Sheets L-101 and A-201. Fencing called out on Sheet C-101 is to be Aluminum Fencing (2/L-505).

QUESTION 6: As stated on the drawings, the contractor is to remove the parts of the existing fence around two (2) sides of the cemetery and install new fencing around the new expansion. According to the drawings, there will be parts of the cemetery that will not be entirely contained by fencing. Is it the intention of the NCA to leave areas of the cemetery uncontained? Or is there to be fencing installed all the way around the new expansion and old part of the cemetery so that the entire cemetery is fenced in? GOVERNMENT RESPONSE: Limits of new fencing is noted in response to Question 5.

QUESTION 7: If the entire cemetery is to be entirely fenced in after this phase of the expansion is complete, please provide details of the remailing fence line that will be required. GOVERNMENT RESPONSE: We will not be fencing entire site as a part of this project.

QUESTION 8. There are several trees, as shown on the drawings, that are to be removed, however, there are many other remaining trees on the existing western cemetery fence line, which are not shown on drawings V-101 Existing Conditions, that look as though they will be in the way of the new work that is to take place. Are these trees supposed to be removed? Please clarify. GOVERNMENT RESPONSE: Revise Keynote #1 to read “Remove existing fencing and adjacent small caliper trees and vegetation along fence line.”

QUESTION 9: Other than the one (1) tree listed on CD-101, Note 11, that is to be protected during construction and is to remain, are there any other trees that are to be protected? GOVERNMENT RESPONSE: No other trees in the construction work zone designated to be protected.

QUESTION 10: Is it acceptable to assume that if there are no other trees listed on the drawings as being protected or “to remain,” that all other existing trees on the site, within the construction work zone, and that may interfere with the work being performed for this project, can be removed? GOVERNMENT RESPONSE: Within the Phase Limits shown on Sheet X-101 that is correct.

QUESTION 11: Is the temporary fence required to have privacy screen? GOVERNMENT RESPONSE: Privacy screening is to be incorporated into construction fence long project boundary where it abuts the existing cemetery.

QUESTION 12. The specifications require the temporary fence to be within 1" of the ground. Given the change in grade, how much tolerance will we have? GOVERNMENT RESPONSE: Tolerance of 2 inches to 6 inches will be acceptable.

QUESTION 13: Are there any known existing utilities on the new site and/or the existing site? GOVERNMENT RESPONSE: Refer to Note #5 and #6 on Sheet C-101.

QUESTION 14: For example, is there an existing septic system for the existing admin/restrooms building that is currently on site? GOVERNMENT RESPONSE: Remnants of an existing septic field for the demolished house on this property may remain. If encountered it is to be removed.

QUESTION 15: If there are any known utilities, can you please provide the location of said known utilities? GOVERNMENT RESPONSE: Refer to Note #5 and #6 on Sheet C101.

QUESTION 16: There are some existing trees in the line of where the temporary fence is to be placed along the back of the existing cemetery (North side). Do those trees need to be removed to install the temporary fence or can the temporary fence meander around those trees? GOVERNMENT RESPONSE: Fencing can move to avoid conflicts with existing vegetation.
