AMENDMENT NO. 0003 36C78619R0024 DATED: February 3, 2019 MILL SPRINGS NATIONAL CEMETERY – This amendment supports government response to all questions received against subject requirement.
QUESTION 1: The appendix of the specifications, the table of contents for the boring logs lists figures but they seem to be missing. We were specifically looking for the boring log map for the locations of the samples. GOVERNMENT RESPONSE: See attached GEO/Map Report.
QUESTION 2: The plans on page L502 detail 2&4 call for ABS pipe and an ABS ½” shelf. Will schedule 40 PVC pipe and a plastic shelf be acceptable? GOVERNMENT RESPONSE: This detail is based upon one manufacturer, but others, if they meet all of the requirements of the specifications (Sec 03 48 21), are acceptable.
QUESTION 3: There is a boring log attached to the specifications. Can you provide an overall map showing the boring locations? GOVERNMENT RESPONSE: Revised Geotechnical Engineering Report has been issued with Map showing boring locations on Figure 3 (page 22 of pdf).
QUESTION 4: Section 32 05 23 references the TDOT. GOVERNMENT RESPONSE: It’s hereby changed to read KDOT.
QUESTION 5: Section 01 00 00, 1.6, H requires a 7’ temporary fence. Can this fence be 6’ tall? A 7’ tall fence is not a standard height. GOVERNMENT RESPONSE: A 6’Ht fencing will be allowed.
QUESTION 6: Section 01 81 13 requires an Indoor Air Quality Management Plan to include air handling units and building flush outs. Should this be part of this project? GOVERNMENT RESPONSE: Air handling units are not included as a part of this project.
QUESTION 7: Whether CAD files of the plans being made available? GOVERNMENT RESPONSE: CAD files will be supplied to selected contractor. Prospective offers shall be responsible for calculation of cut and fill quantities through methods of their own choosing with information provided. Note: Any offeror shall recognize that the government provided opportunity to visit the job site reference to the official pre-proposal/site visit conference held on January 16, 2019.
QUESTION 8: There are no details provided on timber guard rail for the dirt road along the length of the retaining wall. Please provide details of construction. C-101 GOVERNMENT RESPONSE: Detail 3/C505.
QUESTION 9: All retaining wall plans are showing that the retaining wall is extending beyond the future expansion projects. Is this intentional? Sheet C-204. GOVERNMENT RESPONSE: Wall is being constructed as shown to provide access to future expansion areas.
QUESTION 10: Sheet CD100- Keynote #2- Please identify the shelter. GOVERNMENT RESPONSE:
Keynote #2 is hereby deleted. Shelter is to remain.
QUESTION 11: Sheet X101- In reference to the temp road to the borrow area will this be required to be returned to original condition after construction? Will this require sod or seed planting? GOVERNMENT RESPONSE: Area to be seeded.
QUESTION 12. Sheet C-201- Can the depth of Structure 1 be reduced to decrease the depth of the excavation for safer working depths, potential of encountering rock and ability to provide future maintenance of these drains? We understand the concern with flow rate and would prefer to spread this through the excavation to the outflow area. GOVERNMENT RESPONSE: Structure 1 depth cannot be reduced. The underdrains from the crypts connect to this structure.
QUESTION 13: Can a plan sheet showing boring locations and layout be provided that coincides with the geo-tech report and current project layout? GOVERNMENT RESPONSE: Revised Geotechnical Engineering Report has been issued with Map showing boring locations on Figure 3 (page 22 of pdf).
QUESTION 14: For the borrow area shown, is it confined to the shaped area noted on plan sheet c-102? If so this will not provide enough material to achieve designed grades therefore raising costs to import fill material. This appears to be all property of the US and there would appear to be the needed yardage of material here is allowed to borrow from this entire field. Obviously, the borrow area, when complete, would be graded to drain and top soiled and vegetated. GOVERNMENT RESPONSE: Borrow Area can be expanded as need to acquire required quantity of fill material.
QUESTION 15: Are all permits in place for the new entrance with KYDOT (Kentucky department of transportation)? GOVERNMENT RESPONSE: The plans have been approved. The contractor is responsible to pull the permit, on behalf of the owner (Federal Government). The owner may be required to issue a letter delegating authority to the contractor to apply for the permit.
QUESTION 16: Plan Sheet C-101; note 3. States that the subgrade for crypt field to mirror finished grades unless otherwise noted. What does this mean and is there anything that shows us this depth of subgrade? GOVERNMENT RESPONSE: The bottom of the crypts is to be parallel with the finish grade. Refer to detail 5, sheet L-501, where it states that the subgrade is to reflect the finish grade. The detail gives the various dimensions from which the contractor can calculate the depth (some dimensions are ranges).
QUESTION 17: Once we are able to locate the borings and determine any rock excavation that may be in the storm sewer system, we may have additional questions about the project. For example, this project is mostly fill from either onsite borrow or offsite depending on the answer to questions 2 above and we’ll need to know if rock can be used as fill. GOVERNMENT RESPONSE: Full Geotechnical Report with boring locations has been provided.
QUESTION 18: It was noted that all the bronze signs are not in this contract except the Front Entrance Sign with Mill Springs National Cemetery. Was this signage left intentionally or is it possible to use the existing signs at the existing entrance. GOVERNMENT RESPONSE: New bronze signs at the entrance columns and entrance sign are the responsibility of the contractor to purchase and installed. The bronze service seals at the Committal Shelter are to be provided by the owner, and installed by the contractor.
QUESTION 19: In the specifications we see section 32 31 13 Chain Link Fence and Gates. Unfortunately, we do not see this on the plans but we do see that it the plans call for aluminum. Can you please confirm if you would like chain link fence or aluminum fencing? GOVERNMENT RESPONSE: Aluminum fencing is covered under 32 31 19 Decorative Metal Fences and Grates.
QUESTION 20: We see that there is striping called on in the plans but we do not see a section for more details in the specifications. Can you please verify if there is stripping on the project and if specifications will be released for it? GOVERNMENT RESPONSE: Striping is required. Striping shall meet KYTC standards.
QUESTION 21: In Specification Section 08 90 00 Louvers and Vents it calls for stainless steel. On the plans the louvers and vents are called out to be galvanized. Can you please confirm if stainless steel or galvanized is to be used? GOVERNMENT RESPONSE: Galvanized metal louvers.
