AMENDMENT-0002, Solicitation 36C78619Q0502 Ft Sam Houston_Irrigation Pond Cleaning Contractor Questions & GOV Responses

1. Can we not drain down the pond and use our divers to dredge the bottom of the pond down to elevation? The pumps would stay in place and could water the grass after working hours every day.

No heavy equipment needed.

We use sediment bags that collect the debris and filter the clean water back in to the pond every day. Sediment bags come in different sizes and can be disposed of daily or weekly depending on the size or amount of sediment removed.

Using divers though could mean more than 7 days needed to do the work but with the water not being drained and usable surly that could be extended.

1. GOV Response: The storage pond needs to be completely drained to allow power washing of the entire liner surface to completely remove the algae, algae residue, and algae spores, as well as to allow dry access to the pump well to clean and power wash the entire pump well and pump intake manifolds and piping to completely remove the algae, algae residue, and algae spores.

Note 1: The irrigation water in the storage pond is reclaimed/recycled waste water from the San Antonio Water System (SAWS) and direct human contact is not allowed.

Note 2: Using sediment bags may be considered with approval by the District engineer. However, if sediment bags are to be considered, we will not allow the filtered pond water from the sediment bags to be drained back into the pond. Draining the sediment bags back into the storage pond would allow the algae and algae spores to be re-introduced back into the storage pond water where they will grow and reproduce again, defeating the purpose of the cleaning.

2. Will you reconsider the use of divers using sediment bags possibly under value engineering VE?

2. GOV Response: See the response to Question #1 above.

3. If a diver can fit in the well is this acceptable?

3. GOV Response: See the response to Question #1 above.

4. There is over 4 million gallons of water, can the water be used over a period of time to irrigate the lawn area or is there a convenient place where the water can be drained?

4. GOV Response: The requirement is to coordinate the draining of the pond with the COR by using the irrigation system pumps to irrigate the cemetery to the point where the irrigation pumps are almost uncovered but not run dry. From there, it is allowable for the remaining water to be pumped using portable pump(s) and widely distributed onto the surrounding landscape to east and southeast of the pond in the wooded area, but not directly into a ditch or waterway system. Contractor shall utilize a piping and/or a sprinkler type system to provide a widely distributed discharge of the pond water with the approval of the COR.

5. Will the Government or the San Antonio water authority do the initial drain down of the pond, Ie. draining to the lowest level just above the intake?

5. GOV Response: See the response to Question #4 above.

6. Once the initial drain down is completed the contractor will be able to dispose of the balance of clean water onsite. Approximately how far from the pond? within 1000 feet?

6. GOV Response: See the response to Question #4 above.
