The work shall not be accepted until all unsatisfactory conditions have been corrected to the satisfaction of the Contracting Officer and the COR.
C. The Work: The Work shall include, but shall not be limited to the following (not necessarily in the order indicated):
1. CLEANING:
a. The intent of the storm drain system cleaning is to remove all sludge, dirt, sand, rocks, roots, and other solids or semisolid material from the piping, catch basins, and inlets to restore the storm drain system to its maximum operating condition possible and to perform a visual inspection/evaluation of the entire system. The cleaning is to ensure defects are not obscured and to allow the water level to drop so that defects are visible. The piping, catch basins, inlets, and all system interior surfaces shall be clean enough to allow viewing of the entire area during inspection. Since the success of the other phases of work depends a great deal on the cleanliness of the lines and catch basins, the importance of this phase of the operation is emphasized.
b. The Contractor shall be solely responsible for his means and methods of the storm drain system cleaning. Selection of the cleaning equipment and the method for cleaning shall be based on the conditions of the storm drain system and its structures at the time work commences and shall comply with this statement of work. Contractor is responsible to determine and execute the most effective method for debris, sediment, and root removal, pressure cleaning/washing, vacuuming, cleaning, and management of the resultant spoils to achieve the final results. The finished product shall be thoroughly clean storm system catch basins, drain inlets, and all associated drain piping to a condition where 100% visual inspection can be completed.
c. If cleaning of an entire storm drain system section cannot be successfully performed from one manhole, the equipment shall be set up on the other manhole and cleaning attempted again. If, again, successful cleaning cannot be performed or the equipment fails to traverse the entire storm drain system section, it will be assumed that a major blockage may exist, the cleaning effort shall be suspended, and the Contracting Officer and the COR shall be notified.
d. Conditions such as a broken pipe or major blockage may prevent cleaning from being accomplished or cause further damage if further attempts to clean the line are made. If such problems beyond large accumulations of sediment or debris are encountered, notify the Contracting Officer and the COR immediately for further instruction.
e. All storm drain system cleaning efforts shall require documentation of all quantities and types of materials removed during cleaning. Materials shall be disposed of from the site at least once at the end of each workday. The Contractor shall be responsible for the proper disposal of the materials removed from the storm drain system.
2. CATCH BASINS AND INLETS:
