Solicitation 36C78619Q0134

Turf Management Services for Fort Mitchell National Cemetery

FY2019 Base plus 4 Option Years

Solicitation Questions:

1. In the solicitation, it states we would need to bring hoses for water access on-site. So there is a working spigot on-site to fill tanks for a spray application?

Answer: Yes, each section currently has common hose spigots; although by this Summer they will have quick connect valves.

2. Is there a 51% requirement to self-perform the contract?

Answer: Reference contract clause VAAR 852.219-10 VA NOTICE OF TOTAL SERVICE-

DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (JUL 2016)

(DEVIATION).

3. For the fire ant control, is it required that an equal amount of product be applied for each application or can an initial application be made and a spot check for an ant problem each time the site is visited?

Answer: We utilize a product that we reapply with some frequency and regularity. We understand there are newer chemicals that are a yearly application with periodic spot treatments.

The goal is, zero complaints by patrons, and no visible mounding at headstones. The contract actually reads: “Contractor shall apply necessary chemical applications to control fire ants and/or other pest.”

4. Is there a certain product required for the fire ant control?

Answer: Please see question 3.

5. Is there a contractor area on-site to park vehicles and unload supplies?

Answer: Yes

6. Are there any areas we would need a gate key?

Answer: No. All services are provided Mon – Fri 0800 – 1630 Eastern Time.

7. To give a quote for the fertilizer and lime I would need a copy of the most recent soil tests from each section of the 27 acres for 2019.

Answers:

a. The next soil sample will be conducted Jan 2020. The current sample from Jan 2018 is current. Two years is very appropriate.

b. The estimate of 27 Acres was done without knowing the area of the three new burial sections being built, sections 3, 5, and 7. Now that they are nearing completion, the total estimate is closer to 24+ acres.

8. The pricing schedule has 2 different CLIN's for "Applying Pest Control Blanket

Application" for CLIN 0005 and 0007, 1005 and 1007, and so on. What are they referring to? Is CLIN 0005 also a grub control or is that a Fire ant Control?

Answer: In short, 0005 is fire ant, and should have been more specifically labeled, thank you.

Yes, 0007 is more for destructive pests, in particular grubs, Army Worms, etc.

9. Also, if the Fire Ant Control is in CLIN 0005, how does that differ from CLIN 0006?

Answer: See question 8.
