AMENDMENT-0001, Solicitation 36C78619B0017 Ft. Richardson National Cemetery Gravesite Expansion _Proj 910CM3008 Contractor Questions & GOV Responses

1. Regarding "01 00 02-14, 1.11 B" states "A copy of the geotechnical investigation is an Appendix to these specifications and shall be considered part of the contract documents." QUESTION: Where do we find this Appendix?

1. GOV Response: A copy of the geotechnical report is attached. In case of discrepancies between the plans/specifications and the geotechnical report, the plans/specifications take precedence.

1. Regarding "01 57 19-5, 1.7 B.2.a" and Plan Sheet C-102 Tree Protection Fence: QUESTION: Unlike the 6' Chain Link Fence, which has details on the type of fence, we cannot find a specification for the Tree Protection Fence. Can this fence be 3' high orange "pedestrian fence"?

2. GOV Response: Provide 4 ft high orange tree save fence.

1. Regarding "01 00 02-2, 1.2 B". Is this a typographical error? This states "CLIN 0002, Manufacture and delivery of crypts. Installation of crypts to be included in CLIN 0001." The SF1442 only lists CLIN 0001.

3. GOV Response: SF1442 has been updated to include CLIN 0002.

1. Are there manufacturers of Pre-Placed Crypts and In-Ground Cremains that have been approved on past VA projects? If so, can you provide them?

4. GOV Response: We know of no pre-placed crypt suppliers in Alaska. Our recent projects have been supplied by Lindsay Precast. In-Ground Cremains vaults (30-gallon plastic drums with lids) are only required for Burial Section T, see Detail 8 on sheet C-501.

1. Sheet C-101 shows (11)ea Proposed Hydrants. Sheet LI101 shows (10)ea hydrants. Do we assume that sheet LI101 takes precedence?

5. GOV Response: Yes, Sheet LI101 takes precedence.

1. Regarding "Scope of Work". QUESTION: Scope of Work states that there are 1,654 Pre-Placed Crypts and 1,838 In-Ground Cremains, however, Plan Sheet C-401 shows 1,657 Pre-Placed Crypts and 1,717 In-Ground Cremains?

6. GOV Response: Plans take precedence.

1. Regarding Plan Sheets C-401 & C-501: ASSUMPTION: We need to furnish and install 1,657 Pre-Placed Crypts in Section S, with 1,657 Grave Section Markers.

7. GOV Response: For Section Markers, refer to sheet C-101, Key Note 6 callouts. Section S requires 1,657 Pre-Placed Crypts and 4 Grave Section Markers.

1. Regarding Plan Sheets C-401 & C-501: ASSUMPTION: We need to furnish and install 729ea 30 Gal. Plastic Drums with lids, per detail 8 of Plan Sheet C-501, AND 729ea Grave Section Markers, per detail 8 of Plan Sheet C-501. QUESTION: Is there a specification for the 30 Gal. Plastic Drum with Lid, or are these Plastic Drums and Lids provided by the government?

8. GOV Response: Section T requires installation of 729 plastic drums with lids and 2 Grave Section Markers. Refer to sheet C-101, Key Note 6 callouts for Section Markers. Cemetery is currently using 30-gallon heavy-duty open head plastic drums with lids (item# IP80024) supplied by Inlet Petroleum Company (907) 274-3835 (Lee Moua) – provide same or equivalent. The plastic drums will likely be a long-lead item.

1. Regarding Plan Sheets C-401 & C-501: ASSUMPTION: Since we are not installing any vaults in Section U, we are assuming that we will not be required to install any Grave Section Markers in Section U. We are also assuming that we WILL however, have to install the Gravesite Grid Monuments for Section U.

9. GOV Response: For Section Markers, refer to sheet C-101, Key Note 6 callouts. Section U requires 2 Grave Section Markers. Grid Monuments are required as shown on sheet C-101, Key Note 7 callouts.

1. Plan Sheet C-101 Key Note 2, and Sheet C-503, Detail 2 - QUESTION: There are 2 areas on Sheet C-101 that Key Note 2 applies to, one of them says "Proposed Gravel Road to Tie into Existing gravel Road". Sheet C-503, Detail 2 calls this a "Temporary Gravel Surface". Are all of these areas being removed at the end of the project?

10. GOV Response: No. These gravel roads will remain. Sheet C-503, Detail 2 calls this a "Temporary Gravel Surface" because the government may pave these areas in the future.

1. Plan Sheet D-101, Key Note 2 - states "Remove gravel road full depth, stockpile and reuse as indicated". QUESTION: Where does this material get stockpiled? QUESTION: What is the quantity of material? In summary, there is no indication of the depth of material to be removed on these existing gravel roads.

11. GOV Response: Stockpile material to be stored in the laydown area shown on sheet B-101. Contractor to verify quantities.

1. Are we allowed to obtain aggregate material at a material site on JBER? Can we set up a screening plant to generate the Type A Engineered Classified Fill? If so, where is this material site located?

12. GOV Response: No. Contractor to provide aggregate.

1. Regarding 31 20 00-13, 3.5 A & B. - It is stated that we can transport surplus satisfactory soil to designated storage areas on Cemetery property, and it is also stated to "Remove waste material, including unsatisfactory soil....and legally dispose of Cemetery property". Are we allowed to dispose of the unsatisfactory soil at designated disposal sites on JBER? If so, where?

13. GOV Response: Surplus soil can be temporarily stockpiled on site. Once project is complete, contractor must remove surplus soil and dispose of accordingly.

1. Are the Pre-Placed Crypts Government Furnished Equipment?

14. GOV Response: No. Contractor to furnish and install the pre-placed crypts.

1. Are the In-Ground Cremains Government Furnished Equipment?

15. GOV Response: No. Contractor to furnish and install IGC plastic drums. Refer to the revised specifications 01 00 02 Para 1.20, A.

1. If not, what materials are used?

16. GOV Response: See response to Question 15.

1. Is there a preferred supplier(s) we get the standardized materials from?

17. GOV Response: No.

1. If the Crypts and Cremains are concrete, what are the specifications of the concrete?

18. GOV Response: In-Ground Cremains are not concrete; see responses to Question 4 and Question 15. Pre-Placed Crypts are concrete refer to Specification Section 03 48 21.

1. Are there existing bore logs?

19. GOV Response: Yes. See response to Question 1.

1. How many acres is the expansion going to cover?

20. GOV Response: Approximately 4.5 acres.

1. Is a new access road included in the new construction of this site?

21. GOV Response: Refer to Sheet C-101 for new asphalt and gravel roads/paving.

1. Plan LP101 specifies revegetation seeding on sloped areas disturbed by road construction or other grading activities. C103 also show these slopes with stabilization and refers to 8/C503 for details. The diagram requires mats/blankets to be placed over the seeded areas. What is the type of mat/blanket required? I have checked 1 57 19 of amendment 1 regarding slope stabilization and no mention is given to the type of mat/blanket. Given the vast varieties and costs of mats and blankets, please specify which is required.

22. GOV Response: American Excelsior Curlex I or approved equal.

1. Sheet V-101 indicates Headstone Alignment in several locations. No bearing, coordinates, or other geo-spatial data is given. Can you please provide supplemental information.

23. GOV Response: This information will be provided to the selected contractor.

1. Sheet V-101 and Sheet B-102 indicate numerous test bores/test pits throughout the site. Can you please provide the analysis of data from these test sites?

24. GOV Response: Geotechnical Report was provided.

1. When is the site visit? If it was already conducted can you provide a list of attendees.

25. GOV Response: Site visit was on August 8, 2019

1. Sheet D-101: Where is the location referenced in Key Note 8?

26. GOV Response: Area D3 of sheet.

1. Sheet C-505 Detail 6, Note 1 indicates the Aluminum Sign panels are to be powder coated. The referenced National Cemetery Signs manual 12/2012 indicates that all signs referenced are surface applied reflective vinyl. Please clarify if the signs are to be powder coated graphics or surface applied reflective vinyl graphics.

27. GOV Response: The aluminum sign panels, posts, and mounting hardware are to be powder coated, and the text and graphics are to be surface applied reflective vinyl. See text “Graphic Process” on left side of VA Sign Document National Cemetery Signs pages 12-4-1 through 12-4-25.

1. Sheet C-505, Detail 6, Note 3 indicates the sign panel is to be bent into an Upside down ‘U’ shape. Is there anything on the backside of these signs? Please clarify.

28. GOV Response: See Sheet C-104 for clarification. The hexagonal callouts in the Signage Site Plan indicate/point to the sides of the sign panels that are to have text, a graphic, or combination of both. See the corresponding Signage Schedule on Sheet C-104 for direction on what text/graphic/combination is to be on a sign panel side. Related to this question, see Sheet C-506, Detail 11, Note 1 stating, “All Street name signs are to show the street name text on both faces of the panel.”

1. Would it be possible to extend the completion date? The manufacture and delivery of pre-cast concrete crypts (weight restrictions on Alaska Highways until possibly late May of 2020) might preclude completion within 240 days.

29. GOV Response: Period of performance is extended to 360 days.

1. Can you confirm that the contractor will only be able to work Monday-Friday from 8:00 – 4:30pm?

30. GOV Response: Yes. Any work outside of the normal business hours will be at the discretion of the cemetery director and must be coordinated with the cemetery director and approved in advance by the COR/PM.

1. Attached is some additional information from the referenced VA Sign Document National Cemetery Signs, page 12-6-6, Detail 6 which I think the designer is intending for. It depicts two sign panels installed and says ‘sign faces’ which does not include an Upside down U. Please clarify that the sign manufacturer needs to bend a sign panel or if we can install two sign panels per this attached drawing.

31. GOV Response: The sign manufacturer is to bend the sign panel material into the upside-down U-shape as depicted in Sheet C-505, Detail 6 annotations and notes, and mount to the posts using the aluminum channel as shown.

1. Plan Sheet C-102 Note 1 states "Contractor to remove top 3 feet of soil in the IGC Burial Section U and Replace with Engineered classified fill. See spec. Sec. 31 20 00: Earth Moving." Plan Sheet C-501 Detail 8 shows the Section U cross section, which requires 6" of drainage stone, 32" of screened topsoil, 2" of topsoil/D1 mixture, and 2" of topsoil, for a total prism depth of 42" (3.5'). QUESTION: Is it correct to assume, that what this really means, is that we are required to excavate enough material from beneath the "design bottom of drainage stone" to allow for 3' of Engineered classified fill beneath the drainage stone? (The reason we are asking, is that in some cut areas, if you only excavate the top 3' as required on Plan Sheet C-102 Note 1, there will not be enough room for the 42" prism of material shown on C-501 detail 8.)

32. GOV Response: The intent is to have the 42 inch prism as described, with addition of engineered fill under the gravel only being that required to establish the subgrade elevation required to achieve the surface finish grade shown on the drawings.

1. Plan Sheet D-101 Key Note 4. QUESTION: What size are the double swing arm gates that we need to install, or is it up to the contractor?

33. GOV Response: As required on site or approximate sizes are North – 16 ft, Center - 24 ft, South - 12 ft.

1. Plan Sheet D-101 Key Note 4. QUESTION: Do the 3 double swing arm gates that are installed become the property of the contractor after the project is complete?

34. GOV Response: No, those three gates will be permanent to prevent visitor’s from accessing the maintenance yard.

1. Plan Sheet D-101 Key Note 8. QUESTION: Does the relocated existing gate get removed and become property of the contractor after the project is complete?

35. GOV Response: No. The existing gate shall be turned over to the cemetery and stored in the maintenance yard by the contract at the location specified by cemetery director.
