AMENDMENT NO. 0001 36C786-18-R-0250 DATED: April 5, 2018 RICHMOND NATIONAL CEMETERY – This amendment supports government response to all questions received against subject requirement. Note: There will be no time extension for receipt of proposals, based on government responses.

QUESTION 1: Solicitation documents spec. out an architect or historic conservator to be involved in the initial scope of work and to define methodology for Rostrum repairs. His or her recommendation could potentially change the original Scope of Work along with our original pricing in our proposal. It could also extend the performance period. GOVERNMENT RESPONSE: Under "Statement of Work Summary" (1/26/18) - "Specific Work Items" B. "For Project “A”: Contractor shall obtain the services of an Architect or other Historic Preservation Professional qualified to conduct a “Condition Assessment” to formulate a plan, set priorities, provide guidance, on the restoration work to ensure that the historical integrity of the Rostrum is maintained as part of the work. A thorough assessment of the type and extent of damage should be documented." NOTE: Such Professional will not be involved with the "Scope of Work". Scope of Work has been defined by the NCA. Professional will provide the requested "Condition Assessment" as outlined in the technical specifications.

QUESTION 2: The Subcontractor we are planning to use is a AIC approved conservator and has 30+ years in historical repairs and renovations at Historical Cemeteries. May he act as the Historical Conservator for his work? GOVERNMENT RESPONSE: Submit with Proposal the resume and related information of Professional to conduct "Condition Assessment".

QUESTION 3: Paint removal from podium can be done in three ways, mechanical, chemical or sandblasted, most historic guidelines reject sandblasting as too aggressive. Chemical and mechanical methods are recommended for this project; may we price out these methods? GOVERNMENT RESPONSE: Refer to Spec Section 05 01 70 Item 3.2 “Cleaning and Paint Removal”.

QUESTION 4: The top handrails have a top cap that has rusted and expanded to reveal a gap, after cleaning may these gaps be filled with epoxy or are welded repairs intended? Past performance has shown epoxy infill is a great solution, please advise, big cost difference. FYI: any re-casting of metal parts at the Rostrum would also extend to project. GOVERNMENT RESPONSE: Refer to Spec Section 05 01 70 – “Historic Metals Maintenance & Repair” as well as “The Maintenance and Repairs of Architectural Cast Iron”, U.S. Department of Interior National Park Service Cultural Resources – Preservation Assistance Preservation Brief No. 27.

QUESTION 5: The Scope of Work states that at one of the historical cannon locations, ¼ of the concrete flatwork is to be replace; wouldn't it make more sense to replace the entire concrete? GOVERNMENT RESPONSE: The government understands your inquiry, but you are hereby directed to bid the requirement as stated. Note: See attached replacement page for price schedule, which now incorporates an “Add Alternate” Bid Price Line Item for the removal and repair for entire concrete base for all four (4) Cannon Monuments. NOTE: The government will only base the price factor evaluation on line items 0001 thru 0003. The alternate bid price will only be addressed when the final evaluation is completed and at the government’s discretion to include in final award amount thereafter.

QUESTION 6: At the Site Visit, Mike your COR mentioned that his understanding was that all the concrete at all the historical cannon locations would be replaced; please confirm. GOVERNMENT RESPONSE: The Base Bid for Project “C” will not change.

QUESTION 7: Does any of the existing paint slated for removal and repainting contain Lead Based Paint (LBP); at the Rostrum and Storage Building? GOVERNMENT RESPONSE: The Project Engineer is not aware of any prior testing conducted for Lead Based Paint on the Rostrum – Project “A”. As noted in Spec Section 05 01 70 Item 3.1 B. “Contractor shall be knowledgeable of all State and Local environmental regulations that may restrict the options for cleaning and paint removal methods, as well as the disposal of materials.” The Contractor shall assume that there is Lead Based Paint on the Maintenance Shed – Project “B”.

QUESTION 8: Does the entire concrete pad around the cannon monuments get removed, and re-poured or just cut and replace the damaged area? GOVERNMENT RESPONSE: See government’s response to questions 5 and 6.

QUESTION 9: Do the precast caps around the monument stage get replaced or just get cleaned and pointed up? GOVERNMENT RESPONSE: The Rostrum Platform Restoration includes cleaning and replacement of mortar joints along with required submittals outlined in the Specifications.

QUESTION 10: Does the concrete step and landing at the bottom of the concrete steps get replaced and re-poured? GOVERNMENT RESPONSE: The Rostrum Stairs Restoration includes replacement of Cast Stone landing as shown on Drawings and as Specified.
