Responded to Questions and Answers (Q&A) in response to Solicitation 36C78618Q0103
Question 1: If we have approved bronze medallion samples on file with the NCA are we required to submit additional ones?
Answer 1: Past samples will only be accepted if they are less than a year old. We have revised the sample submittal language and have provided more guidance on page 79; ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS. The following has been added; “Contractors having previous approval of bronze medallion samples for all sizes within the last 12 months may submit a copy of that approval in lieu of submitting an actual sample.”
Question 2: B.3.A (page 4) describes invoices being "submitted in arrears within thirty (30) calendar days." B.1.3 (page 8) describes invoices be "submitted in arrears - quarterly." Please provide clarification to the invoice submission - thirty (30) days or quarterly in arrears. Thank you.
Answer 2: We have revised the invoice language and have provided clarifications on page 4 of the Solicitation 36C78618Q0103. A single invoice shall be submitted in arrears within thirty (30) calendar days upon the Government acceptance of items.
Question 3: This was posted as an Unrestricted solicitation. As per the instructions to Offerors - Commercial Items found on pages 79-95, the proposal must include a Small Business Participation Plan illustrating the percentage of small business contribution to supplying bronze medallions. Is Volume III necessary, if company is submitting as a large business with no small business involvement - due to supplier provides orders from entry through shipping (vertically integrated)? Is Small Business participation required to be considered for this proposal?
Answer 3: Yes, a small business participation plan must be submitted with Volume III of the solicitation on page 81; ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS. All contractors must complete and submit the Small Business Participation Plan. The small business participation plan is not to be confused with the requirements for subcontracting goals.
Question 4: When drilling the 1-1/2” bronze medallion (type M1), the specification drawing indicates that the hole should be drilled 1.2346” from the right edge of the body of the medallion and 1.1249” from the bottom of the body of the medallion. This will result in drilling into the far upper left portion of the medallion, as opposed the visual look which is nearly center. Can you verify the dimensions?
Answer 4: Please see page 19 of Solicitation 36C78618Q0103; 3.9 Reverse Side; “3.9 Reverse Side – Surface texture of reverse side of the medallion shall be normal as-cast sand texture (foundry sand texture). Mounting holes shall be drilled and threaded according to the dimensions noted on the drawing for each size of medallion. Mounting holes shall be located per dimension layouts as noted on the drawing. The reverse side shall be stamped with “Property of the United States Government”. (see attached A-M Medallions Revision A)”. Please see the drawings attached to the combined synopsis A-M Medallions Revision A.
These are also the same drawings that were issued during the Request for Information posted on FBO under Sources Sought VA78617-N-0854 on 9/21/17.
