Lenora Stephens Contracting Officer Solicitation 36C78618B0070 – Amendment 00004 for Memphis National Cemetery

Below are two questions concerning the 36” drainage pipe. One of these questions was answered previously under Amendment 00003 which is now entitled, “Previous Question.” The Government has now provided a response to a similar question regarding the 36” storm drainage pipe which renders the previous answer under Amendment 00003 as moot. Both questions concerning the pipe have been provided below along with their answers.

The line item for the 36” storm drainage pipe cost per linear foot is no longer required to be completed on the Continuation Sheet provided in Amendment 00003. Only line items CLIN 001, Option 001 and Total of all line items are required to be completed on the updated Continuation Sheet.

Previous Question: RE: 36” storm drain to be relined. Since the current pipe conditions are unknown, and given the age of the pipe, heavy cleaning, root cutting/removal, and point repairs may be required prior to CIPP lining. I might also note that some repairs may require excavation in order to make repairs. Due to these unknowns, how are we to price this installation?

Previous Answer: Offerors shall provide a cost per linear foot for the pipe replacement. See an updated copy of the Continuation Sheet.

New Question: On the continuation sheet, a request for pricing per LF of 36" storm drain is requested. What type of pipe i.e. RCP or HDPE? What type of joints? What is the depth of the pipe?

New Answer: HDPE pipe ASHTO M294 Type S with water tight joints. 1foot of cover minimum required – existing brick structure appears to be +/-4-5’ to bottom of the pipe. We do not recommend pipe replacement due to the tight configuration through the burial sections and the unknown exact location of the graves (these go back more than 100 years). The brick sewer was videoed at the beginning of the project and determined to be in reasonably good condition and suitable for lining.

Question: Sheet C 1.06 shows a flower watering station at STA 61+08 on Morgan Dr. Where is the water source for this station?

Answer: Intent is to tie the watering station into the irrigation main running adjacent to the roadway.

Question: Sheet AS 1.00 shows a small gate in addition to the main gate exiting the maintenance yard. There are no details provided. Please clarify.

Answer: It is not a gate but a 3’ x 7’ HM door. – listed as EXT1 on door schedule on sheet AS9.31. Painted PT 3A – Satin #4 to match BR2 brick color.

The cut-off for questions has passed. No further questions will be taken concerning this solicitation.
