The Contracting Officer will not be available to escort potential bidders 15 minutes prior to the bid opening as indicated in Box 13A of the Standard Form 1442 or via amendment should the bid opening be extended.
EXPRESS MAIL COURIERS
We strongly advise when submitting your bid that use any method other than 1st Class mail e.g. UPS, Federal Express, Airborne Express and the United States Postal Services’ Priority Mail Express are considered viable methods of delivery with tracking numbers for verification of Government receipt. Please take note: That packages being shipped via these types of couriers are examined off site prior to delivery. Circumstances have been known to happen in which such mail was due to be delivered by 10 a.m., due to its examination off site, did not arrive until later in the day. Just be sure to keep your tracking number handy.
US 1st CLASS (REGULAR) MAIL Please take note: The bid location is a Federal facility that has a mail scanning requirement. The scanning requirement is known to cause delays in mail delivery. It is paramount that bidders use good judgement in submitting offers in a timely and responsive manner.
GOVERNMENT HANDS
Any bid received after the bid opening shall be deemed late unless the bid was in “Government hands.” In this instance, the mailroom located in the building where the bid opening will take place is deemed Government hands and that of a VA Contracting Officer.
