About this file
This is a Technical Questions and Answers document for the FY26 Capital Investment Options (CIO) Indefinite Delivery/Indefinite Quantity (IDIQ) contract solicitation (36C77626Q0133) issued by the Department of Veterans Affairs Technology Acquisition Center Austin. The document addresses 10 key technical questions submitted by potential offerors regarding proposal requirements, evaluation criteria, and submission procedures.
The clarifications address critical submission requirements including: Key Personnel qualifications constitute minimum standards only, with additional professional credentials encouraged but not required; past performance relevancy will be evaluated on scope, complexity, and recency, with prime contractor performance weighted more heavily than subcontractor or Key Personnel past performance; the 50 percent personnel cost requirement for SDVOSB set-asides applies at the individual task order level, not in aggregate; subcontracting to non-SDVOSB concerns is permissible within regulatory limitations; fully-burdened labor rates must remain fixed for the base period with no index-based escalation accepted; the Government cannot guarantee specific task order volumes or dollar amounts; technical narrative page counts exclude Key Personnel resumes, past performance references, Attachment 3 Price Schedule, and required certifications; Key Personnel resumes should not exceed two pages per individual with no Government template required; quotations must be submitted via email to the Contracting Officer with a 25 MB file size limit; and the Government reserves the right to make award on initial quotations without conducting discussions. The proposal due date is May 10, 2026, at 12:00 EST.

TECHNICAL QUESTIONS WITH ORP RESPONSES
1.
Key Personnel Qualifications (Section L / PWS). The offeror requests confirmation that the Key Personnel qualifications enumerated in the PWS constitute the sole minimum qualification standard for technical acceptability, and that professional credentials not explicitly enumerated are not required for a compliant quotation under the Technical Capability factor.
The qualifications set forth in the PWS represent the minimum standards for technical acceptability under the Technical Capability factor. Professional credentials not explicitly enumerated in the PWS are not required for a compliant quotation; however, offerors are encouraged to highlight relevant credentials that substantiate their proposed team's ability to perform the work for areas within the PWS.
2.
Past Performance Relevancy (Section M). The offeror requests clarification of the relevancy criteria the Government will apply in evaluating past performance, specifically whether relevancy is evaluated based on contract size, scope, complexity, period of performance, or a combination thereof, and whether past performance of proposed subcontractors and Key Personnel will be evaluated with equal weight to prime contractor past performance.
Relevancy will be evaluated based on a combination of factors, including contract scope, complexity, and recency of performance. Contract size alone is not determinative. Past performance of proposed subcontractors and Key Personnel will be considered; however, prime contractor past performance carries greater weight in the evaluation. Offerors should clearly identify and describe all past performance references, distinguishing between prime and subcontractor roles.
3.
Limitations on Subcontracting (VAAR 852.219-75 / FAR 52.219-14). The offeror requests clarification as to whether the 50 percent personnel cost requirement applicable to SDVOSB set-asides will be measured per individual task order issued under this IDIQ or in aggregate across the base period and all option years.
The 50 percent personnel cost requirement under VAAR 852.219-75 will be measured at the individual task order level, not in aggregate across the IDIQ period of performance. Offerors must ensure compliance on each task order issued under this vehicle.
4.
Subcontractor Workshare (13 CFR 125.6). The offeror requests confirmation that subcontracting to concerns not qualified as SDVOSB is permissible under this IDIQ, and whether the Government intends to impose any workshare ceiling beyond the limitations on subcontracting cited above.
Subcontracting to concerns not qualified as SDVOSBs is permissible under this IDIQ, subject to the limitations on subcontracting referenced in Question 3 above. The Government does not intend to impose workshare ceilings beyond those required by applicable statute and regulation.
5.
Pricing Structure (Attachment 3). The offeror requests clarification as to whether fully-burdened labor rates proposed on Attachment 3 Price Schedule must remain fixed across the 3-year period of performance, or whether the Government will accept escalation provisions tied to a published index (e.g., Bureau of Labor Statistics Employment Cost Index) for option periods or out-year task orders.
Fully-burdened labor rates proposed on Attachment 3 must remain fixed for the base period of performance. The Government will not accept index-based escalation provisions tied to the BLS Employment Cost Index or any other published index. Any pricing for option periods will be addressed through the task order process in accordance with the terms of the IDIQ.
6.
Task Order Projections (Section B / PWS). The offeror requests the Government's anticipated number of task orders and aggregate dollar range projected for issuance under this IDIQ during the base period and across the full 3-year period of performance, to inform resource planning and pricing.
The Government is unable to guarantee a specific number of task orders or aggregate dollar volume under this IDIQ. Task order issuance will depend on agency need, funding availability, and workload as determined through VA's capital planning process. The IDIQ maximum ceiling value, as stated in the solicitation, represents the upper limit of potential ordering activity. Offerors should price and staff based on the full range of task types described in the PWS.
7.
Page Count Inclusions (Section L). The offeror requests confirmation whether the page count limitation stated in Section L is inclusive or exclusive of (a) Key Personnel resumes, (b) past performance reference forms and citations, (c) the completed Attachment 3 Price Schedule, and (d) required representations, certifications, and contractor clauses.
The page count limitation stated in Section L applies to the Technical Capability narrative only. The following are excluded from the page count: (a) Key Personnel resumes, (b) past performance reference forms and citations, (c) the completed Attachment 3 Price Schedule, and (d) required representations, certifications, and contractor clauses.
8.
Resume Format and Length (Section L). The offeror requests confirmation of the required or recommended format and maximum page length for Key Personnel resumes, and whether a standard Government resume template is required for submission.
No Government resume template is required. Resumes should be formatted to clearly present each Key Personnel candidate's relevant experience, education, and credentials. Resumes should not exceed two pages per individual. Clarity and relevance to the PWS requirements are the primary considerations.
9.
Quotation Submission Method. The offeror requests confirmation of the preferred method and delivery channel for quotation submission (email to the Contracting Officer, SAM.gov upload, DoD SAFE, or other secure portal) and the maximum file size accepted if submitted by email attachment.
Quotations shall be submitted via email to the Contracting Officer at the address identified in the solicitation. The maximum file size accepted per email transmission is 25 MB. If the quotation package exceeds this limit, offerors should submit in multiple emails with clear sequential labeling, or contact the Contracting Officer in advance to arrange an alternative secure transfer method.
10.
Government Intent Regarding Discussions (FAR 52.212-1(g)). The offeror requests the Government's intent as to whether award will be made on initial quotations received or whether discussions will be conducted prior to award.
The Government reserves the right to make award on the basis of initial quotations without conducting discussions. Offerors are therefore advised to submit their most competitive quotation at the time of initial submission. The Government may, at its discretion, conduct clarifications or exchanges as permitted under FAR 52.212-1(g) if deemed necessary.
