About this file
This document contains technical questions and answers for the Dayton EUL Support Services contract solicited by the Department of Veterans Affairs (VA). The Firm-Fixed-Price contract is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside for the VA Office of Asset Enterprise Management, with a solicitation closing date of 12-27-2024. Key technical details include concurrent initiation of due diligence activities following award, virtual kickoff meetings, and specific requirements for environmental site assessments, surveys, and Section 106 consultation letters.
The technical questions address critical aspects of the contract, such as Phase I/II Environmental Site Assessments (to be performed only if triggered by Phase I findings), property appraisals to be prepared on a per-building basis, and travel costs to be treated as Other Direct Costs. The contractor will be responsible for transmitting Section 106 consultation letters to the State Historic Preservation Office (SHPO) and consulting parties, and all identified buildings will be subject to assessments, surveys, and related due diligence activities.
