About this file
This document contains a series of questions and answers (Q&A) related to a VA (Veterans Affairs) Information Operations, Technology & Activation (IOT&A) contract. The Q&A clarifies the contractor's responsibilities for various technical systems and coordination efforts. Key points include: the IOT&A contractor is not responsible for direct installation of racks, UPS, and patch panels, which will be handled by VA OIT or the general contractor; the contractor will support coordination of a room-to-room intercom system at the loading dock; and the contractor will lead development of Transition CONOPS and Day-in-the-Life scenarios, with collaborative input from the VHA SimLEARN Lab.
The document also addresses the radio system, specifying that the IOT&A contractor will support validation and coordination under vendor-verified (VV) responsibilities, with mission-critical systems to be procured and installed by VA through OIT or Engineering channels. Throughout the Q&A, the responses emphasize that no contract amendments are required, as the current Performance Work Statement (PWS) already encompasses these responsibilities and coordination efforts.

1. Question: Suggest all Racks in TDR’s, UPS, Patch Panels should be installed by VA IT or general contractor not IOTA.
Answer: These items—Racks, UPS, and Patch Panels—fall under the purview of VA OIT and/or the construction General Contractor, not the IOT&A contractor. The current PWS already limits the IOT&A vendor's role to coordinating activation and supporting space readiness. Therefore, no action or amendment is required.
The COR will ensure equipment-related installations are appropriately coordinated with VA Engineering and OIT as part of broader activation oversight. The IOT&A contractor will not be tasked with direct installation unless separately scoped by VA OIT outside of this contract.
2. Question: Room to Room intercom is listed as VV can you please describe what the scope of this would be?
Answer: The General Contractor is responsible for the base-building intercom infrastructure. The IOT&A contractor’s role is to coordinate integration with end-user requirements and confirm operational readiness.
Specifically, one intercom will be placed at the loading dock, visible to the CCTV camera, and connected to the front desk/security via a second intercom. No amendment is needed, as this level of coordination falls within standard IOT&A support for communication systems integration under FF&E and CONOPS development already described in the PWS.
3. Question: Reference the PWS, Section 16.3, the Transition CONOPS. We see that you are now requiring the IOTA contractor, in addition to working with the COR, to work with the VHA SimLEARN Lab to develop the day in the life scenarios.
Answer: The IOT&A contractor remains the lead developer of the Transition CONOPS and Day-in-the-Life exercises. Collaboration with the SimLEARN Lab will be pursued as a stakeholder engagement, not as a directive or contractual authority.
The existing language in Section 16.3 supports this engagement model. The COR will ensure the contractor consults with SimLEARN to enrich scenario realism, but final scenario development and execution remains the contractor’s responsibility, as originally scoped
4. Question: M4125 says VV the radio system – what is the scope of this and if the complete system this should be VC Answer: The IOT&A contractor will support validation and coordination of the radio system as listed under the vendor-verified (VV) responsibilities. If the system is mission-critical, VA will oversee its procurement and installation through appropriate OIT or Engineering channels.
No amendment is required. The IOT&A contractor will include the system in the FF&E inventory and activation plans to ensure it is delivered operationally, but not physically installed under this contract unless otherwise directed.
