About this file

This is a Questions and Answers (Q&A) tracking sheet for federal contract 36C77626B0013, an EHRM Infrastructure Upgrades project at American Lake Veterans Affairs Medical Center (VAMC). The document records seven bidder questions received on March 19, 2026, with government responses issued on April 19, 2026.

The questions address critical scope clarification issues related to pavement demolition and restoration work along Veterans Drive SW. Key government responses establish that: (1) all responses to bidder questions will be incorporated into the contractual award along with any amended specifications or drawings; (2) pavement restoration must use appropriate materials per applicable codes and include full panel replacement for concrete pavements with aesthetic alignment to existing pavement; (3) restoration work must comply with ADA requirements, including specific slope provisions at ADA ramp locations; (4) the term "travelway" includes all paved areas within the project boundaries, not just roadways; (5) hydro excavation is the preferred method for ductbank excavation to prevent damage to undocumented utilities; and (6) contractors are responsible for ensuring ADA compliance upgrades, not just in-kind replacement. These clarifications address infrastructure work scope, excavation methods, pavement materials and restoration standards, and accessibility requirements for the VA facility upgrade project.
