About this file

This document is a Technical Questions and Solicitation Responses Tracking Sheet for a Design-Build parking garage project in Phoenix, Arizona, solicitation number 36C77625R0062. The project involves constructing a new standalone parking structure for the Department of Veterans Affairs, with an anticipated construction start date of August 2026. Key details include proposal requirements for Phase I, which are due on August 8th, and include past performance, bonding, and CPARS/PPQs.

The tracking sheet addresses several contractor questions, including font requirements for proposals (accepting Times New Roman, Calibri, or Aptos), confirmation of proposal submission dates, and project-specific details. Notably, while the new parking garage is a standalone structure, connection to an existing garage is preferred but not mandatory. For the proposal's Factor 1 Project Experience section, contractors must submit three projects demonstrating construction experience, with an additional separate project showcasing the design team's relevant experience. The project will be managed by the Department of Veterans Affairs Technology Acquisition Center in Austin.

CONTRACTOR QUESTION
VA RESPONSE
1
If known, what is the expected start date for construction?

Based on the period of performance and the estimated award timeframe for this project, the expected start date for construction is August 2026.

This is subject to change as we are still in the solicitation phase and have not yet awarded the contract or started the design work.

2
Microsoft has updated their default font twice since "Times New Roman". The new default font set is now "Aptos" with the previous being "Calibri".

Will the government please allow offerors to submit proposals using any of the three recent Microsoft standard fonts? ("Times New Roman", "Calibri", or "Aptos") Yes, we will accept all three fonts for this solicitation.

3
Could you please confirm if the Phase 1 proposal is due July 17th or August 8?
July 17th is when Phase I questions are due. August 8th is when proposals are due
4
So only the Phase 1 proposal requirements (PP, Bonding, Cpars/PPQs) are due 8/8. Site visit to follow should we be accepted?
Yes, this is correct. Also, please refer to the solicitation document to make sure that you are sending all of the requirements needed for Phase I.
5
Is this a stand-alone new parking garage?

If so, is it required to connect to the existing parking garage?

Yes, the proposed garage is a stand-alone structure.

No, connection to the existing garage is not required; however, it is preferred for operational efficiency and overall functionality, if feasible within the project scope and site constraints.

6
As we prepare the Factor 1 Project Experience section, how or where are we to include experience from our Design team? Are the experience projects from our design team to be part of the THREE projects we submit, or are the Design team projects in addition to the three projects completed by the Prime Contractor?
For the Factor 1 Project Experience section, the three required projects should reflect your firm’s construction experience. If those projects were not performed with your proposed design team, you should also submit one representative project from the design team to demonstrate their relevant experience. This representative project is provided in addition to, and separate from, the three projects submitted for Factor 1 Project Experience.
