01 45 29 and S601 reference extensive testing procedures for structural steel. Are those intended to apply in full to lintels, or to welds (factory or field) on the wheelchair lift, and to hand rails?

Suggest something along these lines or develop the answer further for clarity – If contractor is using a commercially available component, special inspections are not required. If contractor is using custom – or “prefabricated” offsite components to incorporate into the end product anticipate special inspections will be required for each noncommercial component. Special Inspections and tests apply only to the extent listed in the Schedule and applicable to the specific work performed on site. Work performed off-site by qualified and approved fabricators (with verifiable QC programs) does not need additional inspection.

01 45 29 3.18 The number of tests seems excessive in relation the relatively small scope of this project. (e.g. 10 tests each for: reinforcing steel, concrete, earthwork, etc.) Can theses tests be reduced, and to what frequency?

Provide Test Type counts as follows: Provide not less than 1 applicable test for each specified criteria, except as follows. For earthwork, provide 1 test for compaction for each 8-inch lift of backfill at each location. For aggregate base provide not less than 1 test for each specified criteria for each aggregate type. For concrete provide not less than 1 test for each specified criteria for each batch or ready mix trip ticket. Tests for reinforcing steel are not required.
