About this file

This Technical Questions and Responses Tracking Sheet is for the VA project "Construct Expansion of Community Living Center" (Solicitation #36C77625B0031). The document contains 11 technical questions and responses from contractors, covering various aspects of the project including foundation requirements, steel panel specifications, quality control manager qualifications, nurse call systems, and building control systems.

Key details include: the project requires aggregate pier foundations with a minimum bearing capacity of 6,000 PSF, custom photo-etched steel panels that do not need to follow spec 05 75 13, and a CQC system manager who must be a graduate engineer/architect with five years of construction experience. The VA will use Johnson Controls for the nurse call system and requires a new standalone BACnet-compliant control system for the project. The VA notes that only one sheet (A-411) was initially missing from the plan set, which will be issued in Addendum #1, and no additional site visits will be offered. If the proposal closing date is extended, it will be posted as an amendment on SAM.gov.

9 8-26-2025 9-2-2025 Specification section 230923.1.1.F states the existing DDC System at the site is a Johnson Controls Metasys system.

Please confirm the DDC System for this project shall be a Johnson Controls Metasys system fully integrated to the existing server and that no new/standalone server is required for this project.

The DDC System for this project does not require interoperability to the existing system. A new standalone BACnet-compliant control system serving the work in this Project is required.

10 8-22-2025 9-2-2025 Can you please clarify what video and access control manufacturers are preferred for this work? Do the additional cameras and card readers need to tie into the existing Richmond VA Medical Center system?

we typically work with Johnson controls (JCI)

11 8-22-2025 9-2-2025 Additionally, I believe the legend for access control is incomplete. There are symbols like “REX,” “EL,” and “AC” which are missing from the legend but present in the drawings. Can you please provide clarity or update the legend?

Refer to sheet A-601 for a list of abbreviations that are referenced for door modifications as noted in the “Hardware: Electrical” section of the Door an Frame Schedule.
