About this file

This document is a Technical Questions document for the EHRM WAN Path Upgrade project at the Roseburg VA Medical Center. The file contains eight technical questions and corresponding government responses related to the solicitation, addressing topics such as RFP documentation, asbestos materials, wage determinations, vault specifications, laydown yard location, underground utilities, junction boxes, and tree root protection. Key clarifications include: the official RFP documents are under Notice ID 36C77625B0016_1, existing underground Transite pipe may be encountered, contractors are responsible for determining appropriate staffing and wage rates, and pull boxes should be traffic-rated with specific design requirements. The project involves creating a redundant fiber network pathway, including trenching, conduit installation, and junction box placement, with careful consideration of existing campus infrastructure and environmental constraints.

ITEM

NO. QUESTION GOVERNMENT RESPONSE

1. This solicitation is posted on sam.gov under two different Notice IDs: 36C77625B0016 and 36C77625B0016_1

Please clarify which set of documents are the official RFP documents.

Notice ID 36C77625B0016 is inactive. Notice ID 36C77625B0016_1 contains the official RFP documents.

2. Section 02 82 11 para 1.1-B.1. states, “Below is a brief description of the estimated quantities of asbestos containing materials to be abated.”

Paragraph 1.1-B.2. includes a list of various items with no quantities.

Please clarify all materials expected to be encountered on this project that are known or suspected to contain asbestos.

Existing underground Transite pipe may be encountered. Some lines have been abandoned while others remain in use.

3. The provided Wage Determination does not include a listing for asbestos workers.

Please provide the applicable wage rate to be used for asbestos workers.

Contractors will be responsible for determining the appropriate staffing necessary to perform the contract work and for complying with the minimum wage and benefits requirements for each classification performing work on the contract after it is awarded. If a classification considered necessary for performance of the work is not listed on the applicable wage determination, the contractor who is awarded the contract will need to initiate a request for approval of an additional classification along with the proposed wage and benefit rates for that classification. Contracting agencies should discuss the conformance requirements, including the applicable criteria for conformances and how conformance requests are submitted, with potential contractors prior to contract award.

4. What are the specifications for the vaults? Can you specify the size and material? The only specifications listed are "locking, and traffic rated".

Provide traffic rated pull boxes with weatherproof, non-skid covers with recessed hook eyes, secured with corrosion- and tamper-resistant hardware. Cover material shall be identical to pull box material. The covers shall have molded lettering, ELECTRIC. The size of the pull box will be adequate to accommodate (2) 4” conduits.

5. Where will the laydown yard be located on campus for temp office, toilets, storage, etc.?

The laydown yard will be located East of parking lot “N”.

6. Are there any as-built drawings available that would provide more details to existing underground utilities within the area of the new excavation/trenching conduit pathway run?

The Campus Underground Utility drawing is attached.

7. Is there a spec call out for the traffic rated junction boxes?

Provide traffic rated pull boxes with weatherproof, non-skid covers with recessed hook eyes, secured with corrosion- and tamper-resistant hardware. Cover material shall be identical to pull box material. Covers shall have molded lettering, ELECTRIC.

The size of the pull box will be adequate to accommodate (2) 4” conduits.

8. Regarding tree protection, can you expand on the requirements/expectations for tree root protection in more detail?

Work is to be outside of the tree rain shed area. If a pathway needs to enter a tree’s rain shed, it must be approved by the COR.
